There are currently over 33,000 international students in Romania, drawn by its low tuition fees and globally-recognised qualifications.

PhD opportunities in Romania – what’s on offer for 2024?

Romania has long been one of the most ethnically diverse countries in Europe, with a population that includes Hungarians, Romani, Germans, Ukrainians and Turks alongside Romanians. This cosmopolitan nature is reflected in the country’s higher education system, where courses are taught in languages including English, French, German, Romanian and Hungarian.

Romanian universities

The Romanian university system follows a similar structure to other European countries, adhering to the three-cycle Bologna Process of Bachelors, Masters and PhD programmes. This also means that Romanian universities use ECTS credits when organising their syllabuses, making it easy to recognise the value of courses across the continent.

PhD structure

PhDs in Romania usually take three years to complete (180 ECTS credits) and consist of an independent research project along with a structured academic programme.

There are two main kinds of doctoral degree in Romania:

  • Scientific doctorates place emphasis on the discovery of original academic knowledge. Despite the name, they can be taken in Arts and Humanities as well as Science subjects.
  • Professional doctorates focus on the Arts and Sports, with candidates working on artistic creations or sports performances.

Doctoral students usually take a number of academic modules related to their discipline over the course of the programme, usually chosen in conjunction with a PhD supervisor. As part of the PhD, you may also be required to publish academic articles on a relevant journal.

The doctoral thesis is another important part of a Romanian PhD, requiring the production of an original piece of academic research.

Supervisors

When applying for your PhD at a Romanian university, you should pick a supervisor who matches your academic interests. They’ll be an invaluable source of support, advice and expertise during your degree.

Assessment and examination

You’ll normally have to defend your thesis publicly. This will be organised by your supervisor, who’ll set up an independent committee consisting of themselves and reviewers from inside and outside your university.

After debating your thesis, the committee will vote on the standard of your work, and if you pass you’ll be granted the title of doctor.

The Bologna Process

The Bologna Process brings together a range of countries to form the European Higer Education Area (EHEA). Members of the EHEA share a common three-cycle framework that allows degrees from one country to be easily recognised within others.

Fees and funding

The Romanian Ministry of Education funds a set number of PhD places each year, and the admissions process for these places can be very competitive.

Tuition fees for self-financing students is usually in the region of €2,160-9,700 (average) a year.

As mentioned above, the Ministry of Education runs a competitive scheme for state-funded PhD places that European students can apply for. You may also be able to access Erasmus+ funding

If you want to study in Romanian, the Ministry of Foreign Affairs administers a scholarship programme for non-EU students . If you don’t already know Romanian, the scholarship gives you one year to learn the language – plenty of time to get to know one of the great Romance languages!

You may be eligible for support through CEEPUS (the Central European Exchange Program for European Studies) . This is an initiative to support student mobility across the region of Central Europe.

Applying for a PhD in Romania

There isn’t a centralised application portal for PhDs in Romania – instead, you should apply directly to your prospective university / doctoral school.

Entry requirements

The main condition for entry onto a Romanian PhD is a Masters degree in a relevant subject. You’ll also need to prove your proficiency in the language you’ll be taking your PhD in.

Application process

You’ll normally be asked to provide the following documents as part of your PhD application:

  • Certified copies of your Bachelors / Masters certificates
  • A research proposal
  • A copy of your passport
  • Academic / professional references

If selected, you might also have to attend an interview – over the phone or in person – about your research proposal and study plans.

You’ll usually also have to pay a small application fee of around €10-50.

Student visas

Visa information for uk students in romania.

UK students will no longer be EU citizens from the 2021-22 academic year onwards. This means you may be considered as an international student when studying in Romania. You may be subject to different visa requirements and fee rates, unless otherwise stated.

Romania is a member of the European Union, which means that there are different visa rules for EU, EEA and Swiss nationals compared to other international students.

Who needs a visa for Romania?

If you’re an EU, EEA or Swiss national, or you’re from one of the following countries, you don’t need a visa to enter Romania:

  • New Zealand
  • South Korea
  • United Arab Emirates

Most Latin American countries also don’t require a visa to enter Romania.

However, once you’ve arrived in Romania you must register with the local immigration authorities. You’ll receive a registration certificate that will be valid for up to five years.

Applying for a visa

If you’re not from one of the above countries, you should begin the application process for a visa as soon as you receive a letter of acceptance from the Ministry of Education.

You’ll need to apply for a student long stay visa at a Romanian embassy or consulate in your home country.

These are the documents you’ll typically be asked to supply with your visa application:

  • Letter of acceptance from the Ministry of Education
  • Proof that you’ve paid your tuition fees
  • Proof that you have enough money to support yourself during the PhD
  • A valid passport
  • Two passport-size photos

Within 90 days of your arrival in Romania, you’ll need to register with the local general authorities for a residence permit . This permit is valid for one year and must be renewed annually.

Health insurance

If you’re from the EU, EEA or Switzerland, the European Health Insurance Card (EHIC) will entitle you to access the same level of medical treatment as a Romanian citizen.

If you’re a non-European national, you’ll automatically be insured under the national health scheme once you’ve registered as a resident in Romania and a student at your university.

Please note – free medical care in Romania is only available to who are under 26. If you’re 26 or older – whatever your nationality – you’ll need to pay a monthly insurance fee of around €10.

Once you’ve successfully defended your thesis and received your doctorate, you’ll be well-positioned to continue your career within academia or beyond. Romanian PhDs are recognised across the world and you’ll likely have engaged in some truly original research, making you a prime candidate for plenty of job roles.

Can I work in Romania after my PhD?

If you’re an EU, EEA or Swiss national, you’re free to work without a permit once you’ve finished your PhD.

Citizens of other countries will usually need to apply for long-stay visa for employment (D/AM). You can begin your application for an employment visa through the Romanian government’s online visa portal .

Admission Session 2022-2023

Doctoral studies are organized in the following research fields of the doctoral schools authorized to function: Philology, Theology, Biology, Medicine, Dentistry, History, Mathematics and Civil Engineering.

The duration of a doctoral studies program is usually of three years, exception being made by the doctoral studies program in the field of medicine, which lasts for four years. The duration is counted from the date of enrollment to the date of the public defense of the thesis.

Doctoral studies are organized on the basis of a contract between the doctoral student, the doctoral supervisor, the Doctoral School, and UOC.

  • International citizens from EU/EEA/CH countries are entitled to apply under the same conditions, in terms of admissions process and study fees, as Romanian citizensif they are granted the Certificate of Recognition for the previous studies by the Romanian Ministry of Education and Research.

Since the Study Recognition Certificate is mandatory, the admissions process has more steps:

  • Candidates will upload all the requested documents in pdf or jpeg format, as mentioned in the list of necessary documents hereinbelow, to the on-line platform ( https://admitere.univ-ovidius.ro/ ), at the international students section.
  • Department for International Students staff will check the application files for completion and validate the complete ones. Candidates whose files are incomplete will receive a guidance message meant to help them complete their files.
  • For candidates who do not have a Study Recognition Certificate, the Department for International Students will forward the list of candidates and their files to the competent departments of the Romanian Ministry of Education (CNRED) for the issuance of the Study Recognition Certificate (Atestat).
  • After the Study Recognition Certificate is issued by the Romanian Ministry of Education, candidates shall contact Doctoral School in order for them to register for the admission session and participate at the exams organized (if necessary)

***Candidates will periodically check the university website or will contact the Department for International Students at the following e-mail addresses: [email protected] or [email protected]   to obtain information in regards to the issuance of the Study Recognition Certificate.

***Candidates who already own the Study Recognition Certificate shall register for the admission contest at the Secretary office of the Institute of Doctoral Studies, according to their admission calendar.

*** Candidates that have been admitted and granted the Study Recognition Certificate by the Romanian Ministry of Education must contact the Doctoral School in order to complete their application process. (exam if necessary, enrollment, etc)

  • International citizens from non-EU/EEA/CH countries need a Letter of Acceptance issued by the Romanian Ministry of Education.
  • Candidates will upload all the requested documents in pdf or jpeg format, as mentioned in the list of necessary documents hereinbelow, to the on-line platform (https://admitere.univ-ovidius.ro/), at the international students section.
  • The Department for International Students staff will check the application files for completion and validate the complete ones. Candidates whose files are incomplete will receive a guidance message meant to help them complete their files.
  • Validates files will be analyzed by the admission committee of the Institute of Doctoral Studies
  • The admission committee of the Institute of Doctoral Studies will issue the list of eligible candidates
  • Files of eligible candidates will be submitted by the Department for International Students to the competent departments of the Romanian Ministry of Education (DGRIAE) for the issuance of the Acceptance Letter.
  • If the Ministry of Education/DGRIAE requests any additional documents in order to issue the Acceptance Letter, it is the exclusive obligation of the candidate to complete the file in due time and by failing to do so, the candidate`s file will automatically be cancelled.
  • After the Acceptance Letters are issued by the Romanian Ministry of Education, candidates shall register for the admission contest.

*** Candidates will periodically check the university website or will contact the Department for International Students at the following e-mail addresses: [email protected] or [email protected]   to obtain information in regards to the issuance of the Acceptance Letters.

*** Candidates that have been admitted and have been granted the Acceptance Letter by the Romanian Ministry of Education must enroll according to the admission calendar of the Doctoral School.

Candidates need a scanner or high quality photo device (phone, camera, tablet) in order to upload the requested documents.

Attention , all uploaded documents must be legible (easy to read, use capital letters!).

In order to apply for PhD studies , candidates must upload the documents mentioned in the list below to the on-line platform ( https://admitere.univ-ovidius.ro/ ) at the international students section.

  • Copy and notarized Romanian translation of the master degree diploma or, for 2022 graduates, copy and notarized translation of the master degree certificate which contains the same grades and information that are to be included in the final master degree diploma, certified by the relevant authority of the issuing country (please see below the Very Important info)
  • Copy and notarized Romanian translation of the master degree transcript
  • Copy and notarized Romanian translation of the bachelor degree diploma certified by the relevant authority of the issuing country (please see below the Very Important info)
  • Copy and notarized Romanian translation of the bachelor degree transcript
  • Copy and notarized Romanian translation of the high school diploma or equivalent diploma certified by the relevant authority of the issuing country (please see below the Very Important info)
  • Copy and notarized Romanian translation of the high school transcript for all years of high school
  • Copy and notarized Romanian translation of the birth certificate
  • Copy and notarized Romanian translation of the marriage certificate (for married candidates who have changed their names after marriage) or any other document certifying a name change
  • A certificate of competence in a largely-circulated foreign language, issued by the Department of foreign languages of ​​UOC, no earlier than two years prior to the admission examination (except for the candidates who have graduated a single or double specialization in a foreign language, clearly mentioned on the graduation diploma, or who have obtained an internationally recognized certificate of competence in a foreign language B2 level, at least ( http://en.univ-ovidius.ro/academics/doctoral-programmes )/Romanian language proficiency certificate issued by Romanian institutions recognized by the Romanian Ministry of Education with minimum accepted level B1 or Romanian Language Preparatory Year Diploma
  • Copy of the medical certificate (issued in a largely-circulated foreign language) stating that the candidate is medically fit for the domain or study program which he is applying for
  • Passport size photo
  • Copy of passport (pages 1-4)
  • Copy of a document stating the candidate’s address outside Romania (driver’s license, id, etc.)
  • Application form for the issuance of the Acceptance Letter
  • Application form for international citizens (shall be generated automatically upon application)
  • Declaration regarding the documents submitted in the application file
  • General Data Protection Regulation (GDPR) form
  • Own liability statement regarding the authenticity and correspondence between the digital/scanned documents uploaded to the platform and the original documents
  • Application Letter for the Doctoral Supervisor’s provisional agreement
  • Proof of file processing fee and application fee (the fee shall be paid at BCR bank and the invoice shall be scanned and uploaded to the platform)

VERY IMPORTANT

N.B. Before uploading the documents to the on-line platform, the candidate must first obtain the following stamps on all original diplomas as well as all original transcripts (as requested by the Romanian Ministry of Education https://www.cnred.edu.ro/ ):

HAGUE APOSTIL (by the competent authorities in the issuing country). Study documents issued by Greece, Spain, Portugal and Cyprus, will hold the Hague Apostil, the rest of the EU member states being exempted.

For the states that are NOT a part of the Hague Convention, study documents must be accompanied by an authenticity statement issued by the competent authorities in the issuing country or

  • Authentication made by the Ministry of External Affairs in the issuing country, Romanian Embassy or Consular Office in the issuing country & Ministry of External Affairs in Romania

  • For countries where there is no Romanian Embassy/Consular Office nor do they have an Embassy/Consular Office in Romania the study documents shall hold the stamp of the Ministry of Education & External Affairs in the issuing country
  • Exemption from authentication is allowed in accordance with the law, based on an international treaty that Romania is a part of, or based on reciprocity. Please revise the below link: ( https://cnred.edu.ro/ro/lista-statelor-pentru-care-se-solicită-apostilarea-sau-supralegalizarea )
  • Diplomas issued by Moldova do not need any authentication. Diplomas issued before 2008 as well as diplomas that cannot be verified through the official portal, will have to be accompanied by an original authenticity statement issued by the Ministry of Education of Moldova.

FINAL STEP – REGISTRATION

  • Admitted candidates shall enroll according the admission calendar, no later than the beginning of the academic year.
  • The enrollment as well as the tuition fee shall be paid after the lists of admitted candidates are posted on the website.
  • The Study contract shall be signed at your arrival in Romania;
  • All original documents (original school documents and original authorized translations) are compulsory and will be submitted to the secretary office of the Institute of Doctoral Studies upon enrollment otherwise, the admission process will automatically be cancelled, with no refund of the file processing and application fees;
  • In case of proven forgery, all rights granted through admission shall be lost and all payments towards the University are non refundable.

Candidates from EU, EEA (and CH) countries:

Habilitation theses.

The habilitation confirms a person's ability to supervise doctoral dissertations.

In order to apply for obtaining the habilitation certificate, applicants must meet the minimum standards set for the position of university professor or scientific assistant level I according to the CNATCDU regulations, approved by decree of the Ministry of Education and Research.

The certificate of habilitation and the status of scientific supervisor of dissertations are granted by decree of the Ministry, based on the proposal of the Commission for the Recognition of University Titles, Diplomas and Certificates (CNATDCU).

The public presentation and defence of a PhD thesis is in fact the culmination of 3 years of doctoral studies and research by a PhD student.

The PhD thesis is the result of the research or artistic creative activity carried out by the PhD student during the PhD studies. The thesis must be written in accordance with the requirements of the regulations of the PhD school.

On the basis of the content of the PhD thesis and its public defence, it is decided whether or not to award the PhD degree. The PhD degree is awarded by order of the relevant minister after validation of the PhD thesis by the National Council for the Accreditation of University Degrees, Diplomas and Certificates.

7.5 Third-cycle (PhD) programmes

On this page, organisation of doctoral studies, admission requirements, status of doctoral students/ candidates, supervision arrangements, employability, certification, organisational variation.

A Doctoral Diploma is the highest academic degree awarded in all domains after 3-4 (by exception even 5) years of study and original research. It follows the first academic degree (or master's degree) and requires the passing of examinations and the submission of an original thesis.

The holder of a doctoral diploma is granted the Ph.D. title in the respective field of science or arts.

According to the Education Law no 1/2011, the PhD represents the third cycle of higher education and allows for a qualification of level 8 within EQF/CEC and within the National Qualification Framework.

It takes place based on a Code of PhD Education , approved by government decision.

The doctoral studies are organised in fundamental domains of sciences and arts.

In sciences the doctoral studies are organised in the following domains:

  • exact sciences
  • natural sciences
  • humanistic sciences
  • social and political sciences
  • sciences of education
  • economy sciences
  • juridical sciences
  • agriculture and forestry sciences
  • medical sciences
  • architecture and urbanism
  • engineering sciences
  • theology and military sciences.

In arts the doctoral studies are organised in the following domains:

  • visual arts
  • cinematography
  • physical education and sport.

Doctoral studies are finalised with a doctoral thesis and are recognised through a diploma de doctor.

The PhD programmes can normally be organised as:

  • full-time programmes
  • part-time programmes. 

The doctoral studies comprise the following: 

High general training within a doctoral school, usually in the form of lectures and workshops.

A preparation plan determined by the doctoral candidate and his/her supervisor, and, subsequently approved by the council of the department, respectively by the scientific council of the research institute.

Preparation and elaboration of the doctoral thesis . The title and the subject of the thesis are approved by the council of the department, respectively by the scientific council of the research institute; the student is allowed to change the subject once.

Public presentation of the doctoral thesis .

By Order no. 3131/2018 , ethics and academic integrity courses were included in the curricula for all university study programs. For doctoral students, the courses can be found in each training program and are mandatory.

The structure of the training programme consists of:

  • theoretical
  • practical activities for the specific field of the doctoral studies.

According to the Education Law no 1/2011, the PhD educational programs may be organized by accredited or temporarily authorized Doctorate Organizing Universities.

Doctorate Organizing Universities may be organized by consortiums or partnerships, or by consortiums or partnerships legally concluded between a university or a university consortium and research and development entities.

Universities, or partnerships with consortiums organizing one or several accredited or temporarily approved Doctorate Organizing Universities represent Doctorate Organizing Universities (IOSUD) , recognized as such by the Ministry of Education, based on the accreditation or temporary authorization and periodic evaluation.

The Romanian Academy may establish the Doctorate Organizing School of the Romanian Academy , in compliance with the provisions of this law on the authorization, accreditation and operation as higher educational institution.

Each Doctorate Organizing School (or simply Doctoral School ) is assessed individually, for each area, for accreditation:

  • The assessment of the Doctorate Organizing School is made according to its performance and the institutional capacity of IOSUD to which the Doctorate Organizing School belongs.
  • The assessment of the Doctorate Organizing Schools is made by ARACIS or by another national or foreign agency for academic quality assurance, based on the CNCS reports as to the quality of the research and on the CNATDCU reports on the quality of the human resources.
  • The criteria system and the assessment methodology are set by order of the Ministry of National Education, based on joint proposals of ARACIS, CNCS and CNATDCU. 

Evaluation methodology for doctoral university studies is established by Order 3651/2021 . 

Each Doctorate Organizing School is assessed periodically, every 5 years.

PhD programmes are of two types:

Scientific PhD , which has as final result the production of original scientific knowledge, relevant at international level, based on scientific methods. The scientific PhD is an essential condition for a career as a researcher or professor in the higher education system.

Professional PhD , in arts and sports, which has as final result the production of original scientific knowledge based on scientific methods and systematic reflection, on artistic creation or on sports performance at national and international high level and which may represent a basis for the professional career in higher education and research in arts and sports.

The duration of the doctorate university study program is, as a rule, 3 years .

In special situations, the duration of the doctoral university study program can be extended by 1-2 years, with the approval of the university senate, at the proposal of the doctoral supervisor, and within the limits of available funds. The duration of these studies is extended, consequently, with the cumulative periods of interruptions approved.

The Ministry of Education yearly develops a framework methodology for the organisation of the admission in the Romanian public and private educational institutions on an annual basis.

Currently, the admission framework is regulated by Order No. 3102/2022 , for the approval of the Framework Methodology regarding the organization of admission in undergraduate, master, and doctoral study cycles. 

Each higher educational institution elaborates and applies its own regulations for the organization of the educational programmes it provides.

Any candidate from the member states of the European Union, from the European Economic Space and from the Swiss Confederation may take the admission exam for a public, private or confessional higher education for each educational cycle and programme, in the same conditions provided by law for Romanian citizens, including as far as the tuition is concerned.

Higher education institutions may charge candidates with registration fees for the organisation and execution of the admission, in the quantum approved by each university senate. In their own methodologies, university senates may decide upon fee exemption or reduction.

A person may benefit from financing from the budget for a single graduation programme, for a single master’s degree programme, and for a singer Ph.D. degree programme.

Only the graduates of the master’s degree programs or equivalent studies have the right to participate to the admission to PhD programs.

The person admitted to a PhD educational programme is a doctoral student respectively, during their entire registration in the programme in question, from the registration moment and to the finalization of their studies, less the periods when their studies are interrupted.

The competence of PhD mentor/ tutor/ supervisor is granted by order of the Ministry of Education, at the proposal, of CNATDCU for granting the habilitation certificate - abilitare in compliance with the standards and procedures developed by the Ministry of Education.

These standards are set in accordance with the evaluation criteria relevant at international level, proposed by CNATDCU and approved by order of the Ministry of Education.

The minimal standards for the acceptance of the competence certificate file by the CNATDCU are not dependent upon the didactic position and are identical to the standards for granting the professor title. 

The habilitated teaching and research staff and the scientific researchers who have the competence to become Ph.D. tutors become Ph.D. tutors after they have been authorized in this respect. 

The habilitation - abilitare represents the certification of a person's quality to conduct doctoral theses, following Order no. 3121/2015 regarding the organization and development of the process of obtaining the qualification certificate.

To supervise PhD studies, the teaching and research staff who have obtained such right must conclude a labour contract with a IOSUD or another IOSUD-member institution and must be a member of a PhD organizing school.

In the context of the university mobility policies, IOSUD may employ, on a contractual basis, specialists from abroad who have the legal right to be tutors.

PhD students are employed by IOSUD or by any of the IOSUD members as research assistants or assistant professors , on a definite period.

During their entire activity, the student attending full-time programmes benefit from:

  • the acknowledgement of their study years as specialised work experience
  • free medical care, without paying the contribution to the social insurance, unemployment, health and work accident and occupational diseases insurances.

The PhD student may perform teaching activities , in compliance with the education services agreement, in the limit of 4-6 normal classes/week .

The teaching activities that exceed this level will be paid according to the legislation in force, falling under the Labour Code, and requiring the observance of the rights and obligations of an employee and the payment of contributions due by law to the social insurance, unemployment, health and work accident and occupational diseases insurances.

According to the pension law, the PhD education is an assimilated period, and is taken into consideration when deciding the contribution rate, except for the case in which the  student registers revenues for which, during this time, he/she is paying contributions to the social insurances.

The examinations are performed by an Examination Commission .

Students can advance in their education and training programme if obtaining the minimum mark of good in examinations and a pass qualification for the research papers/creative works.

If they fail one examination or if one research paper is not accepted, they may sit for the examination once more, or may defend their research paper/creative work again.

The PhD thesis is drafted in compliance with the requirements decided by the IOSUD in its PhD regulation and in compliance with the regulations of the national Code for the PhD University Studies approved by GD no. 681/2011 with subsequent amendments and additions in 2016.

Doctoral studies are finalised through a thesis publicly defended and evaluated by a commission of specialists approved by the university senate.

  • The commission comprises a chair, the Director of the doctoral programme and three official reviewers, specialists with outstanding scientific activity holding a diploma de doctor in the domain (professors, lecturers, academicians, scientific researchers of rank I – from the country or abroad) of which at least two do not work in the respective IOD.
  • The members of the commission produce review papers containing general and analytical assessment remarks, and their conclusion on the academic value of the thesis, expressing their agreement or disagreement upon the awarding of the diploma de doctor.

The PhD thesis is defended in a public meeting before the PhD commission, after the positive evaluation of all the referees.

The defence of the PhD thesis may take place in the presence of at least 4 of the 5 members of the commission, with the mandatory participation of the commission’s president and PhD mentor.

The public defence must include a session of questions by the members of the PhD commission and the public.

Based on the public presentation of the PhD thesis and of the official referees’ reports, the PhD commission evaluates and deliberates upon the grade that the thesis receives. The grades are:

  • Satisfactory 
  • Unsatisfactory.

Excellent  is usually granted for maximum 15% of the candidates who acquire the PhD title in a certain IOSUD, in the course of an academic year.

If the PhD student has observed the requirements provided in the scientific research programme and the grade of the PhD thesis is Very good, Good  or Satisfactory  the PhD commission proposes to award the PhD title, proposal that is submitted to CNATDCU for validation.

Following the evaluation of the file, CNATDCU, proposes to the Ministry of Education to grant or to not to grant the PhD title .

If the grade is Unsatisfactory , the PhD commission will identify the content elements that must be remade or completed from the thesis and will request a new public defence.

The second defence of the PhD thesis takes place before the same PhD commission, as in the case of the first defence.

If, following the second public defence, the PhD thesis is graded Unsatisfactory, the PhD title is not granted, and the student shall be expelled. 

Order No 5110/2018  provides the minimum national standards for the award of the title of doctor. 

The minimum national standards for the award of the doctor's degree are a set of 35 standards specific to doctoral fields assigned to the commissions of the specialty of CNATDCU.

ECONOMIC SCIENCES AND BUSINESS ADMINISTRATION COMMISSION

Minimum national standards for the award of the doctorate:

To be awarded the title of doctor, it is necessary to fulfill the following minimum standards:

  • publication of at least three articles in minimum indexed scientific journals three international or Web of Science databases, of which, for one article, the doctoral student has the capacity of the sole author, first author, or corresponding author.
  • the presentation of at least three scientific papers at international conferences in the field, proven by the conference program.

The PhD title is granted by an order of the Ministry of Education, after the validation of the thesis by CNATDCU. 

The validation follows Article 168 of the National Education Law no. 1/2011, with subsequent amendments and additions, and with the provisions of the Government Decision no. 681/2011 on the approval of the Code doctoral studies, as amended and supplemented.

The CNATDCU examines and decides on complaints concerning non-compliance with quality or professional ethics standards , including the existence of plagiarism in a doctoral thesis, following methodology set out in Annex 3 of the which forms an integral part of order No 5229/2020 for the approval of the methodologies relating to the granting of the habilitation certificate, the awarding of the title of doctor and the settlement of complaints concerning non-compliance with quality or professional ethics standards, including about the existence of plagiarism in a doctoral thesis.

The PhD education may take place under a co-tutorship , in which case:

  • a student carries out his/her activity under the simultaneous guidance of a tutor in Romania and another one in a different country, or
  • under the guidance of two tutors from different universities in Romania, based on a written agreement between the institutions involved, or 
  • PhD mentors are from the same IOSUD, but are specialised in different fields of study, or if one of the PhD mentors has reached the retirement age, in compliance with the university Charter.

Doctoral students must go through two complementary cycles of the doctoral training program:

  • General subjects (14 ECTS): These are organized at IOSUD-UPB level (the Institution in charge of Organizing Doctoral University Studies of the UNSTPB) and aim to prepare the doctoral student for scientific research: Ethics (6 ECTS), Research Methodology and Scientific Authoring (4 ECTS), and Project Management (4 ECTS).
  • Their curriculum is developed by the PhD Supervisor and endorsed by the CSD (the Doctoral School Council), according to the following model [ link ].
  • The subjects are either based on individual study coordinated by the PhD Supervisor, or on courses organized by SD-ETTI or other doctoral schools in the country and abroad.
  • The doctoral student’s performance is quantified via the following grades: “Very good”, “Good”, “Satisfactory” or “Unsatisfactory”, which will be recorded in a catalog sheet according to the following model [ link ]. The subject is considered passed and the doctoral student is declared Admitted if the doctoral student obtains one of the grades: “Very good” or “Good”.
  • Credits obtained in a research master’s programme, previous doctoral internships, or scientific research internships, carried out domestically or abroad, within universities or in prestigious research-development units, can be recognized as equivalent based on the proposal of the PhD Supervisor and with the approval of the CSD.
  • Following the completion of the Advanced Training Program, the doctoral student may request a graduation certificate stating the grade obtained, according to the following model [ link ].
  • The research activities may be included, by the PhD Supervisor, in national or international research and development projects, within or outside of IOSUD-UPB, both from the academic and industrial environments.
  • Report 1 (30 ECTS): should be submitted 6 months after the completion of the PPA. It is recommended that this report contains the research directions concerned, the state-of-the-art of knowledge in the field, the methodology and the research plan.
  • Reports 2, 3 și 4 (90 ECTS): the first report is due within the 12 months after the completion of the PPA (30 ECTS), the next report, up to 18 months after the completion of the PPA (30 ECTS) and the last report up to 24 months after the completion of the PPA (30 ECTS). These can be future chapters of the doctoral thesis and/or parts of scientific research reports on national or international projects in which the doctoral student is directly involved, articles published or sent for publication in which the doctoral student is the main author.
  • A template is available here in [ Word RO ], [ Word EN ], [ Latex RO ] și [ Latex EN ] formats. The templates are indicative, the doctoral student can opt for any variant of presentation of the results.
  • Research reports are presented to the PhD Supervisor and the members of the Advisory Committee.
  • Report presentations may be public. The doctoral student can obtain one of the grades “Very good”, “Good”, “Satisfactory” or “Unsatisfactory”. These are then recorded in the catalog sheets, according to the following model [ link ]. The report is considered Admitted if the doctoral student obtains one of the grades “Very good”, “Good” or “Satisfactory”.

The National University of Political Studies and Public Administration (SNSPA) organizes doctoral studies in the following areas: Political Sciences (since 2000), Administrative Sciences (since 2001), Sociology (since 2008) and Communication Sciences (since 2008).

SNSPA organized the first doctoral programme in Political Sciences in Romania and is the only institution that organizes doctoral studies in Administrative Sciences. The most significant doctoral research topics include: governance studies, good administration, human rights in public administration, institutional evaluation, political theories, public policies, gender policies, political sociology, post-socialism anthropology, Euro-skepticism, European identity, European public area, European Union communication policy, international relations, security studies, political ethics, educational policies. GENERAL PRESENTATION

Oriented on evidence-based practice, the Department of Clinical Psychology and Psychotherapy of Babes-Bolyai University, in association with the Department of Applied Psychology in Education of Babes-Bolyai University have developed a doctoral program in scientist-practitioner and evidence-based paradigm, which provides a set of skills both for professional activity(according to the norms of Romanian College of Psychologists) and the rapid insertion on the labor market of graduates as well as for high-performance teaching and research activities.

Focusing on psychodiagnosis and evidenced-based psychological interventions allows graduates to take part in various fields of activity (eg.: clinical, educational, organizational, defense, etc.), domains that require advanced psychological knowledge and skills and a successful connection to practice, education and international research in this field.

The chosen topics should be in general part of the fields like psychodiagnosis, clinical psychology, psychotherapy and psychological counselling, cognitive sciences, genetic counselling and evolutionary psychology.

Graduates can continue their studies in postdoctoral programs in our country(including this department) and/or abroad and/or they can take part on labor market in our country and/or abroad, because our Doctoral School is one of a word-class type(excellence) integrated in prestigious international networks.

International Institute for the Advanced Studies of Psychotherapy and Applied Mental Health   is the research platform/infrastructure of Doctoral School.

The doctoral programme in Economics is organized according to the best practices, by providing advanced courses and research programs. The program is divided in two parts. The first one lasts for 3 months and it is devoted to the advanced university studies, when doctoral students take part in lectures and seminars concerning scientific authorship, academic ethics, research methodology etc. PhD students who pass the research project defense at the end of the first year, enter in the research program, which will be completed by the defense of the PhD thesis. Overall, the PhD programme aims at achieving high level PhDs with high competency and quality skills in the field of Economics. Xavier university of louisiana’s institute for black catholic studies awards three master of theology degrees this summer.

IBCS 2024 Grads

Founded in 1925 by St. Katharine Drexel and the Sisters of the Blessed Sacrament, Xavier is the nation’s only historically Black Catholic institution of higher education. This made it the ideal home for the Institute for Black Catholic Studies (IBCS). Established at Xavier in 1980, the Institute is a graduate program of pastoral theology whose mission is the formation of African American Catholics and others for ministry in Black communities and the church at-large. Each summer, IBCS faculty, staff and students gather on Xavier’s campus for an intense semester of graduate studies and continuing education courses. They are immersed in a rich community life of prayer, worship and cultural activities. Now, as the university approaches its historic centennial celebration, Xavier’s IBCS just celebrated its 45 th summer session with the commencement of three master’s of theology (Th.M.) graduates: Dr. Rafiqur Rahman, Fr. Patrick Hyland, S.J. and Fr. Joshua Peters, S.J.

Meet the Graduates

Rahman

Dr. Rafi Rahman is an assistant professor in the College of Social Sciences, Arts and Humanities Department of Religious Studies at Florida A&M University. Dr. Rahman received his Ph.D. in Religious Studies and Theology from the Catholic University of America in Washington, DC. In his academic career, he has studied Religion and Culture, Islam, Judaism, Comparative Religion, Black Church Studies, Sociology of Religion and Inter-religious Dialogue. He spent Summer 2024 on a teaching fellowship in Rome, Italy. Although he missed the commencement ceremony, Dr. Rahman dedicates his Th.M. degree to the late Dr. Kirk Gaddy, who was instrumental in his educational endeavors at Xavier.

“The IBCS experience at XULA is not one that is solely concentrated upon the acquisition of a theological education to augment an individual’s academic competency in theology, history, Christian ethics, or Black Church studies per se. But, rather, it is about gaining and appreciating the skills, knowledge, and understanding needed to become a better person and create a more inclusive world that is tolerant of the Other,” said Dr. Rahman. “The life education I received and the people I have met at the IBCS have profoundly and positively affected my life – I am proud to be an IBCS graduate of the Xavier University of Louisiana.”

Hyland

Fr. Patrick Hyland, S.J., is from Cleveland, Ohio. He received a Bachelor of Arts in Hispanic Studies from Boston College. Fr. Hyland also received two Master of Art degrees, one in philosophy from Cleveland State University and another in history from St. Louis University during his formation as a member of the Society of Jesus. Fr. Hyland also received a Baccalaureate in Sacred Theology (S.T.B) from the Universidad Pontificia Comillas in Madrid, Spain. His first assignment as a Jesuit priest is St. Ignatius High School in Cleveland, Ohio.

“I was attracted to the Institute for Black Catholic Studies as a way to deepen my faith and commitment to the universal Church, which is far more diverse, talented, and hopeful than any single parish or diocese can possibly hope to represent,” said Fr. Hyland. “Jesuits are called to the frontiers, and one serious frontier in the Church today is the long history of African American Catholics.”

Peters

Fr. Joshua Peters, S.J. was born in Detroit and is a member of the Midwest Province of the Society of Jesus. He serves as the Director of Mission and Identity at Christ the King Jesuit College Prep on the West Side of Chicago. Fr. Peters was ordained to the priesthood in June 2020 amidst the COVID-19 pandemic and subsequent lockdown, and this experience made him a priest who takes nothing for granted.

“I credit my family as well as the Black Catholic communities in Detroit, Cincinnati, Dayton, Oakland, Chicago, and New Orleans for helping me answer God’s call,” said Fr. Peters.

The IBCS, an interdisciplinary and holistic pastoral theology program, develops laypersons, religious men and women, and clergy for culturally competent, effective ministry. In keeping with Xavier University of Louisiana’s mission to promote a more just and humane society, the IBCS prepares students to assume roles of Black Catholic leadership and Christian service in a global society, drawing others to Christ in the spirit of St. Katharine Drexel and the Sisters of the Blessed Sacrament.

More than 3,500 players college football players will take the field this fall having already earned their college degrees.

A total of 3,568 graduate students are listed on 2024 rosters throughout the sport, according to a tally released this week by the National Football Foundation.

That number marks the most ever in the seven years the NFF has tracked graduate student numbers and is up more than 20 percent compared to last year. The tally is compiled by polling school sports information directors across the country.

“By showcasing the nearly 3,600 student-athletes who have not only earned their undergraduate degrees but are now continuing their educations at the graduate level, we send a clear message about the transformative power of college football,” NFF Chairman Archie Manning said in a statement.

The number of graduate students jumped sharply in 2021, following new rules that allowed any player who played in the COVID-shortened 2020 season an additional year of eligibility.

Northwestern reported the most graduate students in its program, with 34. Michigan State reported 19 and Michigan has 16.

Purdue’s online data science master’s addresses burgeoning demand for trained data scientists

The interdisciplinary degree is accessible for working professionals from both technical and nontechnical backgrounds

WEST LAFAYETTE, Ind. — Data scientists who can make sense of today’s epic floods of data to generate actionable insights and communicate them to a variety of audiences are in demand in almost any field, from retail business and industry to health care, government, education, and more.

The U.S. Bureau of Labor Statistics estimates that jobs for data scientists will grow 36% by 2031. Nationally, there were nearly 125,000 data scientist jobs added from 2013-2023. Yet many of those jobs — with many more openings coming — went unfilled for a lack of trained data scientists. The bottom line: Nearly every industry today requires data scientists, and the number of these positions is expected to grow.

Purdue University’s new 100% online Master of Science in data science degree addresses the need and the high demand for a trained data science workforce that can harness the power of data to drive innovation, efficiency and competitiveness. The interdisciplinary master’s program is designed for working professionals with a technical background but includes a pathway to entry for professionals from nontechnical fields.

“This data science master’s program is specifically designed for online delivery and optimal online learning, making it accessible to professionals around the world,” said Dimitrios Peroulis, Purdue senior vice president for partnerships and online. “The interdisciplinary curriculum is diverse, customizable to a student’s needs and tailored for practical application immediately.”

Purdue’s online master’s in data science features core courses covering foundations of data science, machine learning and data mining, big data technologies and tools, data analysis, and data visualization and communication.

Students do a capstone project pairing them with an industry mentor and a collaborative team to manage a data science project from inception to completion. That includes developing project timelines, allocating resources and adapting strategies based on the project’s evolution. The capstone, modeled after curriculum from The Data Mine , Purdue’s award-winning data science learning community, is an opportunity to apply knowledge acquired throughout the master’s program to solve complex, real-world problems.

The online master’s program also features the opportunity to earn industry-aligned certificates along the way to earning a master’s degree. Options include education, leadership, and policy; smart mobility and smart transportation; data science in finance; spatial data science; geospatial information science; managing information technology projects; IT business analysis; and applied statistics.

The program was developed by an interdisciplinary cohort of expert faculty from Purdue’s flagship campus, including the colleges of Agriculture, Education, Engineering, Health and Human Sciences, Liberal Arts, Pharmacy, Science, and Veterinary Medicine, along with the Mitch Daniels School of Business, the Purdue Polytechnic Institute, the Purdue Libraries, and the Office of the Vice Provost for Graduate Students and Postdoctoral Scholars.

“Purdue’s new online MS in data science program leverages the real-world experience of faculty working across several distinct disciplines,” said Timothy Keaton, assistant professor of practice in Purdue’s Department of Statistics, who was involved in developing the new degree. “This cooperation between experts in the application of data science in diverse fields provides a great opportunity to create engaging and meaningful coursework that incorporates many different potential areas of interest for our students.”

Students will develop expertise in programming languages, gaining the ability to design and implement data-driven solutions; learn to apply advanced technologies, including cloud computing and big data frameworks, to effectively handle and process large-scale datasets; gain a deep understanding of machine learning algorithms and models, applying them to real-world scenarios; and become proficient in collecting, cleaning, and analyzing diverse datasets.

The curriculum also is designed to teach learners data visualization and communication methods for creating compelling visual representations of complex data to effectively convey insights, along with the application of storytelling techniques to communicate findings clearly to both technical and nontechnical audiences. The program covers adherence to ethical standards in data science, privacy, transparency and fairness as well.

The program draws on Purdue’s expertise in myriad aspects of data science. PhD student accused of killing friend's baby faces death penalty if convicted

Pittsburgh prosecutors are seeking the death penalty in the case of a woman accused of killing a 6-week-old baby and injuring his twin brother in June, a new court filing shows.

Nicole Virzi, 30, a PhD student, was charged with homicide and multiple counts of aggravated assault and endangering the welfare of children. The charges stem from an incident in June when Virzi was babysitting the twin boys of a couple she knew in Pittsburgh.

According to a criminal complaint, Virzi called the police on the night of June 15, claiming that one of the twins had fallen from a bassinet. The baby, named Leon Katz, was rushed to a nearby children's hospital, where he was pronounced dead.

The next evening, Virzi discovered injuries to Leon’s twin brother, including scratches, bruising and swelling. After the second baby was taken to the hospital, doctors found the injuries sustained by both twins were neither natural nor accidental.

An examination by the medical examiner's office revealed that Leon had suffered from a severe skull fracture and multiple brain bleeds, with the cause of death determined to be blunt force trauma to the head, resulting from homicide.

Virzi, who had been staying at an Airbnb property in Pittsburgh, told police that Leon was in a bouncer seat when she left the room to get him a bottle. She then heard the baby screaming and found him on the floor before she contacted police. Virzi also alleged that Leon's twin brother got a scratch to his face when she tried to put him in a car seat and he flailed his arms.

The twins' parents denied inflicting any injuries on their children.

The Allegheny County District Attorney's Office cited torture as one of the aggravating factors justifying its pursuit of the death penalty.

Virzi’s defense attorney, David Shrager, told NBC News that Virzi was close friends with the twin’s parents and maintains her innocence.

“This was not the direction we hoped the case would go,” Shrager said. “We strongly disagree with the allegations made by the DA’s office regarding the death penalty. We will of course be litigating this case aggressively until the truth comes out.”

Virzi was pursuing her doctorate at the University of California, San Diego. According to the university's website , she was studying behavioral medicine in the joint doctoral program in clinical psychology.

She is being held in the Allegheny County Jail without bond.

Pennsylvania is one of 27 states where the death penalty remains legal. Over 100 people remain on death row in the state — including just one woman — but no executions have been carried out since 1999.

When Gov. Josh Shapiro took office last year, he a nnounced that he would not issue any execution warrants during his term. He called on the General Assembly to abolish the death penalty, saying, "The Commonwealth shouldn't be in the business of putting people to death."
