Anyone can determine their elementary assignments for the 2024-25 school year now by using the school locator tool: https://maps.durhamnc.gov/address/ . Parents will receive a letter in the mail that will be postmarked by Oct. 9 with their child’s school assignment based on their address on file. Also, the school your child attends and the new school you are assigned to will contact you by phone, email, and/or in-person meetings.

Secondary school boundaries do not go into effect until the 2025-26 school year. View the map to review middle school and high school boundaries.

There will be many opportunities throughout the fall and spring, starting with regional community meetings in October and welcome events and tours at elementary schools in November, December, and January. Families are also encouraged to attend the Showcase of Schools on Nov. 18 at the Durham Convention Center from 10 a.m. to 2 p.m. All DPS schools will be present at this event.

Based on your family’s needs, the transfer procedures below support school change requests:

Sibling Legacy Transfer: This administrative transfer is for a term of 1-2 years for the younger sibling of a 4th or 5th grade student who will remain at the current school. This transfer comes with transportation if the student is eligible for transportation. This process will be managed at the school level with the school enrollment team, which will gather this information and provide the Office of Student Assignment with a list of students who have requested this transfer. Transfers are dependent on school capacity at the needed grade level.

DLI Transfer: Students currently in DLI programs at Southwest, Lakewood, and Bethesda who are assigned to a school without a program at that grade level are eligible for a transfer to stay to continue the program. This process will be managed at the school level with the school enrollment team, which will gather this information and provide the Office of Student Assignment with a list of students who have requested this transfer. The student will be provided with transportation if eligible.

Opt-Out Transfer: Families who reside in an attendance zone for an IB, Montessori, or year-round school may request to opt out to attend a school offering a traditional calendar and instruction. This will be an online application process like the lottery application and will begin on March 1, 2024. Families can rank at least two (2) options in their region for an opt-out school, but final placements will be based on capacity at the needed grade level. The student will be provided with transportation if eligible.

General Transfer: Transfers for any other reasons are governed by DPS Board of Education Policy 4132, and approved requests must align with the reasons stated in the policy. The transfer application will be available online from March 1, 2024, until May 1, 2024.

When you apply for a transfer online, if the school you are seeking isn’t listed, please contact the Office of Student Assignment at 919-560-2059. 

Students will have access to a year-round, Dual-Language Immersion, Montessori, or International Baccalaureate program. These programs are accessible by application to students who live in the region. You can learn more about each of these programs below. The application period for these schools opens in January 2024. Year-Round Dual-Language Immersion Montessori International Baccalaureate (IB)

The only entry point for the DLI program is Kindergarten. There are 24 seats available for each cohort, and schools will have one or two cohorts. Half of the seats are filled with children whose primary home language is Spanish, and the other half is filled by students whose primary home language is English or a language other than English or Spanish. The lottery application will ask families to identify the language most frequently spoken in the home (Spanish, English, or other), and DLI staff will contact the family to confirm this identification.

Priority is not offered to students who currently attend a DLI school. All students that reside in the region will be selected randomly. Students who reside in the attendance zone must still apply in the lottery to enter the cohort.

General transfer requests are governed by DPS Board of Education Policy 4132 and are considered on a case-by-case basis regarding the extenuating circumstances the family faces. The primary consideration that drives transfer request placement is the school’s capacity at the grade level needed.

Opt-out transfer requests (for assignment to an IB, Montessori, or year-round school) will only provide options within the assigned region.

Students in the 4th and 5th grade during the 2024-25 school year will be reassigned to their current school and can stay until their promotion to middle school. Younger siblings of 4th and 5th grade students may request a Sibling Legacy Transfer so that siblings may remain together. This process will be managed at the school level with the school enrollment team who will gather this information and provide the Office of Student Assignment with a list of students who have requested this transfer. Transfers are dependent on school capacity at the needed grade level.

Confirmation of Sibling Legacy Transfers will be sent to families in March/April 2024.

The Durham Public Schools Board of Education, administration, and the Growing Together Project Team are committed to stability for students and prioritizing family needs as it relates to transitions within the Elementary Student Assignment Plan. To that end, the Board of Education granted legacy status to all fourth and fifth grade students in 2024-2025 for their current school assignment.   

Based upon the Board’s decision to grant legacy status to rising fourth and fifth graders keeping them at their current school, no students have yet been assigned to Murray-Massenburg Elementary School.   

However, fourth and fifth grade students who reside in the Murray-Massenburg attendance zone will have the option to attend the school beginning in August 2024. Families must complete an intent form by the end of December to indicate their preference.   

Staff will reach out to families of impacted students and assist parents/guardians with submitting the intent form indicating their decision (1) to remain at their current legacy school or (2) to transfer to Murray-Massenburg. Decisions are binding so schools can accurately plan for the upcoming school year.

Q&A: How Durham Public Schools’ reassignment plan will impact elementary students, families

For the first time in 30 years, Durham Public Schools is undergoing district-wide changes to the school boundary lines that determine where students will go to school.

School board members and district leaders say this is part of a strategic effort to give students more equitable access to education programs and to ensure school and classroom sizes will be more sustainable as the population continues to grow in parts of the county.

Last week, the Durham School Board approved plans for elementary school assignments. Later, the school board will turn its attention to middle and high school boundaries, to propose and vote on those changes later this spring.

All changes will take effect in Fall 2024.

How many students will be required to change schools in 2024?

An estimated 2,040 students who are currently in kindergarten or first grade will be reassigned to a different base school in 2024 than the one they currently attend. Some of those students will be allowed to stay at their school through the magnet program lottery, sibling priority or the school transfer process, reducing the total number of students who will change schools.

The school board approved a plan that allows all students who will be in the fourth or fifth grade in Fall 2024 to remain at their current school until they graduate to middle school.

Why is the school board reassigning schools? What are the problems this is trying to solve?

Durham neighborhoods have changed a lot in the last 30 years with new development and population growth. Right now, some schools are overcrowded, while others have empty seats. The district is in the process of building one new school and renovating six others. This reassignment plan will redistribute students to balance out school capacity.

This plan also seeks to improve equitable access to magnet programs. Students do not all live near specialty application schools, and students face barriers to applying to magnet programs because the process is complex. In recent years, about 14,000 students have applied annually to Pre-K -12 magnet programs to be put in a lottery for about 3,000 available seats. Under this plan, there will be more magnet programs and additional lottery seats.

The new reassignment plan seeks to:

  • Reduce overcrowding and the need for mobile classrooms.
  • Designate geographic regions that each have a year-round school, a Montessori school, an international baccalaureate school and a dual language immersion program.
  • Ensure each geographic region serves a diverse, socioeconomically balanced group of students.
  • Simplify the lottery application process for magnet schools and improve access to magnet programs for students who live near the school.
  • Improve bus route efficiency across the district.

This is how DPS administrators say students will benefit:

  • All elementary students will have access to visual and performing arts, world language, and science, technology and engineering instruction in their school.
  • There will be more Pre-K seats at Durham Public Schools in 2024 because the district will be able to expand Pre-K classrooms in schools that are currently overcrowded.
  • There will be an estimated 2,070 additional lottery seats for specialty programs that students can apply for, such as Montessori, year-round and international baccalaureate schools and dual language immersion programs.
  • Most application schools will have seats reserved for students who live immediately near the school, removing some of the barriers to access those magnet programs. 
  • More students with disabilities will have access to special education classrooms, because the district will be able to expand separate setting classrooms in schools that are currently overcrowded.
  • When the initiative is fully implemented, many students will have shorter bus routes, helping to alleviate an on-going bus driver shortage.

Is the base school the only option for my child?

Your family will be able to apply to any application school in your region in 2024. If you do not apply to a magnet school, your child will attend the school assigned to your home address. You will not be able to apply for a lottery seat in an application school outside of your region.

Will any students be allowed to stay in their current school if the boundary changes?

The approved plan allows for fourth and fifth graders to stay at their current school when the plan takes effect in Fall 2024. Those students are currently in the second or third grade. If those students do wish to move to another school, they can apply through the district’s transfer process.

Students with an older sibling in fourth or fifth grade who remains at their school in 2024 will be able to apply to stay in that school until their older sibling graduates on to middle school.

Any student who does not wish to attend their geographically assigned base school in 2024 can apply for a transfer within the normal transfer process through the Office of Student Assignment .

If my child currently attends a magnet elementary school, will they have to reapply through the lottery?

Yes, your child will have to reapply, but she will have priority for a seat in the same type of magnet program, possibly at a different school. For example, if your child currently attends a Montessori school farther from where you live, she will receive priority in the lottery for the Montessori program in your new region. Priority status means that your child will be entered into an early round of the lottery.

If my child lives in the attendance zone for a magnet elementary school in 2024, will they be guaranteed a seat?

Yes, if your home address is in the attendance boundary for that elementary school, your child will be able to attend without entering a lottery. If your child lives in the same region as a magnet school, but not its immediate boundary, you will be able to apply to the school via the lottery.

What about schools that currently have a magnet program that are not the regional magnet school for this program in 2024?

Several elementary schools will see their magnet programs change in 2024. The school district will make case-by-case decisions about continuing education programs at some of those schools even if it is no longer a formal magnet designation.

Durham Public Schools picks new superintendent: Dr. Anthony S. Lewis

DURHAM, N.C. (WTVD) -- Durham Public Schools announced its new superintendent would be Dr. Anthony S. Lewis.

Lewis signed on for a four-year term that will begin August 12 and run through June 30, 2028.

DPS needed a new superintendent after Dr. Pascal Mubenga suddenly announced he would resign from the district amid a pay dispute earlier this year.

Catty Moore took over as interim superintendent to bridge the gap and steady the ship.

Durham Public Schools Board of Education said it looked at more than 100 applicants for the superintendent position.

"The Board of Education is proud of the outcome of this work. We took extra measures to ensure that the characteristics of our next Superintendent were chosen by the people they would serve," said BOE Chairwoman Bettina Umstead. "As a Board, we were certain that our newly appointed leader would need to bring empirical evidence of having facilitated student achievement, a commitment to equity and diversity, and a management sense that would take this district from good to great. Dr. Lewis's proven track record and experience met the high standards we and the community hold for this district's performance."

Lewis previously served as superintendent of Lawrence Public Schools in Kansas. He was at that position since 2018. He has been an educator for 22 years.

He credits his grandmother for inspiring him to enter the education field. She worked as a cafeteria manager in schools for 40 years.

She greeted every student for breakfast every day, and Dr. Lewis said her deliberate actions demonstrated "the power of that first adult" and how "what we say or what we don't say can impact their day... All adults can instill value in our scholars and make them feel seen and heard. Now they're ready to learn."

"I'm in this work to improve outcomes for all students," he said.

Rays Designate Chris Devenski For Assignment

The Rays announced that they have recalled right-hander Edwin Uceta from Triple-A Durham. Fellow right Chris Devenski was designated for assignment in a corresponding move, dropping their 40-man roster count to 39. Marc Topkin of the Tampa Bay Times relayed the info on X prior to the official announcement.

Devenski, now 33, has had an up-and-down career but seemed to be in decent form with the Rays last year. After being let go by the Angels, he signed with Tampa at the end of August and finished 2023 with a 2.08 earned run average in nine appearances for the Rays. That was enough for the Rays to re-sign him for 2024, as the two sides agreed to a one-year deal with a $1.1MM guarantee, in the form of a $1MM salary and a club option for 2025 with a $100K buyout.

Unfortunately, Devenski hasn’t been able to carry those results over this year. He has been working a multi-inning role out of Tampa’s bullpen, tossing 26 2/3 frames over 19 appearances this year, but having allowed 6.75 earned runs per nine. His 19.7% strikeout rate, 11.5% walk rate and 25% ground ball rate have all been subpar.

The righty is a veteran with far more than five years of major league service time, meaning he can’t be optioned to the minors without his consent. Based on his poor results overall, and the fact that he threw 43 pitches last night while only recording two outs, the Rays figured they could make better use of his roster spot and had to remove him from the 40-man entirely.

The Rays will now have a week to trade him or pass him through waivers, though it’s unlikely any club would have much interest as acquiring Devenski would involve taking on what’s left of his salary and the buyout on that option. Since he has enough service time to reject an outright assignment, he’s should end up a free agent at some point in the next week.

He may garner more interest at that point, as the Rays would still be on the hook for what’s left of his contract, while any other club could sign him and only pay him the prorated version of the league minimum for any time spent on the roster.

Devenski had a strong run early in his career but has struggled more recently. In 2016 and 2017, he tossed 189 innings for the Astros with a 2.35 ERA, 28.2% strikeout rate and 6.4% walk rate. His results took a step back in the subsequent seasons and he ended up missing a decent chunk of time due to injuries, including Tommy John surgery. He has a 5.42 ERA since the start of 2018 and a 6.46 ERA since the start of 2020.

As recently as last year, he was in decent form. Between the Angels and Rays, he had a 4.46 ERA, 24.3% strikeout rate and 6.4% walk rate. The Rays were willing to take a shot on that bounce-back but it didn’t play out. Given the slate of pitcher injuries around the league, perhaps some other club will take a low-cost gamble on him in the weeks to come.

Devenski is 33 and is a lost cause in terms of development. Uceta is 26 and has potential if nothing else.

I kind of like Uceta. He has pitched 2 games for the Rays this year for 2 IP each, and he was good in both games (1.95 xERA). Even if you think that small sample isn’t worth much, it’s pretty clear Uceta has never pitched as bad as Devenski pitched this year.

He pitched tonight, going 2 IP and giving up 1 hit, no walks and no runs. That’s 6 total IP for the season now, and he has a 0.00 ERA and 0.66 WHIP. You may not like him, but the Rays often get good results from pitchers other teams throw away. Still early though….

I asked Strom how did Devenski and Peacock go from like 8 k’s per 9 to 11 K’s per 9 in 2018. He said sticky sticky.

It always amazes me how often teams will take low cost gambles on fringe relievers in hopes they can maintain or develop into something. It rarely works out. I was glad to see Devenski go from the Angels, and now the Rays realize what they really have.

It amazes you that teams like the Rays don’t sign only the well established successful players? Rays have made a lot of chicken salad with chicken poop over the years. Just look at the Angels big signing of Stephenson this past offseason. Rays took a nothing player and made him a multi-millionaire with 1/2 a season of work.

All the Rays pitchers have a great slider. It’s called the Roger Beshens Football Slider, you can Google that one. Glasnow was nothing until May 2018 in Pitt when he learned that football slider and the Rays noticed. That’s the blueprint for the Rays and now all the elite teams know it.

Well gosh, I had no idea the secret to the Rays success was a single pitch.

Well the Rays teach the Roger Beshens Sinker which is 2 seam on label and thumb as high as comfortable, but that sinker alone isn’t good enough to make them elite, were the RB Football Slider alone is. The Rays wanted Glasnow while in Pitt cause Glas learned the Roger Beshens Football Slider, then they couldn’t afford him throwing the RB Football Slider and the Dodgers said Thank you.

  • 2. Trivia Night hosted by Fullsteam Brewery.  Participants who stay for trivia must arrange their own transportation back home .

Additional information:

  • There is no cost to attend. The scavenger hunt and ticket for an appetizer or drink are all free.
  • This is an in-person activity. Please only register if you can be in Durham, NC, on July 18,  2024.  Space is limited.
  • Participants should wear supportive walking shoes, deodorant, and breathable clothing for the scavenger hunt.
  • Carry and wear sunscreen. Bring other sun protection like sunglasses or a wide-brimmed hat. Afternoons during the summer can be very hot (32°C-38°C).
  • Stay hydrated! A water bottle with a shoulder strap is a good idea.
