The management of the National Service Scheme (NSS) has released online the Appointment Letters of Service Personnel for the 2020/2021 service year. Successfully posted Personnel should follow the below procedures to obtain their Appointment letter.

How to Print National Service Appointment Letter

Importantly, the printing of appointment letters begins on a date yet to be specified. Thereafter, follow the lead below to download and print your NSS appointment letter.

• Goto NSS Posting Portal via https://portal.nss.gov. gh /check-posting
• Next, Enter your NSS Number in the space provided and Click the Search button.

• When your Posting details, scroll down and click Click here to Print Posting Letter,
• Your Posting Letter Page will Popup, then Click Show Appointment Letter below your details
• Finally, Download and Print your NSS Appointment Letter.

After that, What’s Next?

1. Now take the appointment letter which has the User Agency form attached to it to the organization you’ve been posted to ( user agency ) for the letter to be signed by either the Head of the organization, Head of Department or the HR Director with the company’s official stamp. Please go early. You’re not the only one who’s been posted and you may be bounced.

2. Now that your letter has been endorsed, go back to the NSS site, log in , look on the dashboard and click Regional Registration Appointment. You’d be asked to schedule an appointment by selecting the date and time suitable for you, for your Regional Registration aka manual registration.

Note: if you don’t book online, you won’t be attended to at the regional zonal registration centres .

3. Now go to the regional zonal centre which is the NSS office in the region you were posted to , on the date and time you specified , for you to be registered into their system. Make sure you take your endorsed form, a valid national ID, passport picture, school ID and for those going to public sectors, your E-zwich card. Go prepared so nothing gets sprung up on you.

4. After your registration, you’d be given a Regional Acceptance Number (RAN) . Go back onto the NSS website , print your appointment letter again (this time it will have your RAN). Simply print 3 copies and send one to the NSS District office, one to the place you were posted to and keep the last one.

Note: If you’re rejected by the company you were posted to, just take a release letter from them and go to the NSS office to be reposted. If you still haven’t been posted at all, head over to the NSS office too.

Cover Letter for Military Position

The military cover letter should have a clear structure and official format. It has to be short enough, but informative and must disclose the central resume information (but do not repeat it). Here is a  perfect structure for military cover letter examples : 

• Your contact information  (name, home address, email address, and phone number). 
• Date. 
• Employer’s information  (recruiter name, company/agency name, address). 
• Introduction paragraph.  Describe why you are writing and what position you want to take. Why do you want to work in this organization, and what do you like about it. Try to attract the attention of the reader from the first 2-3 sentences. 
• Body.  You should formulate an association between your background and the company’s requirements. Mention directly related military experience and/or education, summarize them. Do not forget to notify the relevant skills (better hard ones) or professional accomplishments. Write additional information about the agency or about respected employees who work there (if you have). 
• Concluding paragraph.  Reiterate your interest in this military job position. State that you wait to discuss your background in the interview session, mention that you are available to start as soon as possible. Thank the reader for his/her consideration. 

For some reason, many believe that military cover letters should be longer than others. But on the contrary, such a document should be short and precise, because the main thing in the military industry is not words, but actions. Thus, the army cover letter should reflect your ability to state your thoughts, correctly describe your goals and motivation. 

Some Advice to Get Noticed with Military Cover Letter 

Before sending your cover letter to military recruiters or directly to the employer, read these tips and several times proofread your paper.

• Research the company you are applying to. To give a definite answer about why you want to work in this agency and this position, you need to have more detailed information.
• If you have military connections and/or recommendations, write about them. Ask your former commander to write you a letter of recommendation or permission to indicate his/her name with positive feedback. It will 100% increase your chances.
• No military jargon. The recruiter who will read your letter may not be related to the military industry. It means you have to explain your army skills in plain language.
• Address the reader by name. If you do not know who will read your resume and cover letter, try to find out. Show your ability to seek information and perseverance.

Vacancy For National Service Personnel For The 2022/2023 Academic Year

The Institute of African Studies, University of Ghana, requires the services of National Service Personnel for the 2022/2023 academic year. Interested final year students should apply to the Administrator, Institute of African Studies.

CRITERIA FOR SELECTION

• Expecting to graduate with at least Second Class Honours
• Able to work with Microsoft Word and Excel
• Good writing and editing skills
• Ability to work in a challenging environment

• Prepared to work on requested overtime and weekends

NSS RELEASES POSTINGS FOR THE 2022/2023 SERVICE YEAR

Today, OCTOBER 12, 2022, the Management of the National Service Scheme (NSS) has released the postings of a total of ONE HUNDRED AND FIFTEEN THOUSAND, TWO HUNDRED AND FORTY (115,240) prospective national service personnel who enrolled to undertake their mandatory national service for the 2022/2023 service year.

The prospective service personnel include the year 2022 eligible Ghanaian graduates from accredited tertiary institutions in the country, defaulters who submitted their applications for postings, and private registrants.

Prospective national service personnel should log onto the Scheme's website at http://www.nss.gov.gh to check their placements.

Printing of appointment letters by service personnel and endorsements by respective user agencies can only be done from Monday, October 17, 2022. However, validation and registration at all regional centres across the country would begin on Monday, October 24, 2022, and continue till FRIDAY, December 30, 2022, to accommodate prospective service personnel who are yet to complete their academic programmes.

To minimize excessive crowding at the validation centres, all national service personnel must schedule appointments online and visit the validation centres on the scheduled date and time for validation with strict adherence to the COVID-19 protocol guidelines.

The Management further directs all prospective service personnel who have been duly posted, accepted by their user agencies, and validated by the NSS, to begin their national service on Tuesday, November 1, 2022.

All national service personnel who have been deployed are hereby entreated to accept their postings as part of their civic obligations and contributions to national development.

NSS Registration For Private Applicants; Registration Procedures And Requirements – nss.gov.gh

The NSS Registration for Private Applicants Begins. The National Service Scheme (NSS) announced that eligible Ghanaians who missed the opportunity to honour their mandatory national service can now enroll for their mandatory national service.

A statement by the Corporate Affairs Directorate said, the NSS has opened registration for defaulters and private candidates for the service year from Wednesday, January 15, to Tuesday, March 31. This was made known with the statement;

“The Management of the National Service Scheme (NSS) wishes to announce to the general public that eligible Ghanaians who missed the opportunity to do their national service in previous years and now wish to enrol to do the service, have from Wednesday 15th January up to Tuesday 31st March to do so,” the statement said. This group of people include candidates who registered and started but could not complete the service, private candidates who are qualified and wish to enrol, and Ghanaian nationals who schooled abroad.

According to the statement, eligible candidates who wish to enroll for their mandatory national service should submit their applications at any Regional Secretariat or the Head Office, from Wednesday, January 15, to Tuesday, March 31.

The statement said all applications must;

• have a letter requesting for PIN code or reactivation of PIN code
• A certified true copy of School Certificate or Transcript
• An evidence of Deferment Letter
• An Attestation/Introductory Letter from the institution attended
• A copy of any of the following National Identifications (Voters, Driver’s License, Travel Passport) and a copy of School ID.
• International students are required to upload their travel passport and other supporting documents on portal.www.nss.gov.gh as part of the NSS Diaspora Programme.

National service is one inevitable stage in the life of every Ghanaian who completes a tertiary institution, especially if the school enjoys government subvention. Release of postings is often greeted with mixed reactions, with some people being very happy with their stations and others wishing they had gotten somewhere else. For most people, National Service is an opportunity to give back to ones country in the spirit of patriotism while others see it as a form of probational job opening, at the end of which one may either get retained or laid off. Whichever way you see this, my point lies in the fact that whatever you lay your hands on, do it with due diligence as one may never know what good could possibly come out of it now or in the not so distant from now. Therefore, it would benefit you as well any other person you recommend this publication to, to take note of these ten carefully thought out wisdom nuggets that I trust would get u an inch closer to being retained in your national service office after all is said and done or would contribute to your success in life later on. Let’s begin now. ? Accept your posting as an integral part of you It would be extremely difficult for you to succeed in your new endeavor if you do not accept the posting and its accompanying responsibilities first of all. You need to sink it down your mind and soul that this is going to be part of your identity at least for the next one year of your life. This is going to help align your thinking with this new situation so that you begin to see it as being just as important as other aspects of your life. This is really important. It is not about which company or establishment you are placed in but the need for you to make a good name for yourself. This would also mean that you have to find out a lot about the institution and what they are about so that you would know what exactly you are involved in. Do not be lazy about this. Use the internet to your advantage and make sure you find out all details necessary. If possible, get the customer service line of the company from online and give them a call. This would open you up to a lot of things that you were probably assuming previously, but which might not be entirely true. Having done this, your mind would have been fully prepared to face the task ahead of you. ? Observe a lot, listen a lot, talk little It is imperative that you observe a lot because many are the things that would not be taught you at orientation. Make optimal use of your eyes by using it to study practices that are observed in your new workplace so that you can follow suit if necessary. This would indirectly mean that you are being entreated to make less use of your mouth, but rather your eyes and ears. Use your eyes to see and take note of happenings and proceedings at the office or field, while your ears would help you listen attentively to instructions that are given you. In fact instructions are very important in the world of work because at times, petty mistakes can indeed result in great losses which (if it happens) would have already cancelled your name even from the list of shortlisted service personnel. Therefore listen attentively and seek clarification where necessary so that you do not do anything contrary to what has been assigned you. You may seek such clarifications using phrases like ‘so you mean that I should….’ This would afford you an opportunity to have your superior repeat whatever it is he or she was telling you so you can have a better grasp of it. ? Be innovative Businesses have become extremely competitive these days and managers are constantly on the look-out for potential talents that could bring new things on board in order to push the firm a step or two above its competitors. Therefore it would be a feather in your cap if you could learn to be innovative especially when you are faced by unfamiliar problems out of which you need to find a way. You must be able to make adequate use of your mental faculty so that you can unleash you mental prowess to find solutions, even if temporary, to problems that come up with regards to your work. Read a lot even if what you are reading does not directly concern your field of work because it would eventually broaden your scope of knowledge thereby making you fit into more than one position. You never know when your boss might call upon you to help him out with a situation and you can imagine what good you would be doing yourself if indeed you happen to have the solution to his problem. Hence, do not be mentally lazy. Make optimal use of your reasoning abilities. ? Forget about your degree This point is not one that should be taken lightly at all because I know what harm making such a mistake could lay at your doorstep. You see, there are a lot of people you would be making acquaintance with in this your new place of work, some of whom attended less endowed tertiary institutions and others are might even have a less qualification than yours. And so you might be tempted at a point to feel superior to them. But NO! You must never allow the temptation of ‘ I am a degree holder’ to set in. Otherwise you will not know anything by the time National Service is over. Allow yourself to be taught, because most of what we learn in the lecture halls are entirely different from what actually happens in the field of work. You will need more than book knowledge to carve a niche for yourself as an outstanding National Service Personnel. Therefore, forget about your degree as though it does not even exist and keep your focus on learning new things. Even top managers of firms still learn, which is why they go for periodic workshops and training. How much more a fresh graduate with very little or no work experience?Learn a lot so that you can contribute to the organization and give the authorities a reason to consider employing you. ? Good work ethics In a world where most young people appear to be increasing unserious with things that would help them succeed in life while paying attention to less important things, it is worth noting that the national service personnel who aims at being retained better learn and practice some really good work ethics. First of all, you must do well to be present at work and on time as well. Do not fall for the temptation to copy wrongly, what some employees do, especially with government owned establishments. Work time is not time for Facebook, WhatsApp, twitter and all those other forms of social media addictions, neither is it a time to watch movies and telenovelas. You must bear in mind that every one second you spend on any of those sites makes the owners richer by several billions of dollars, at the exp0ense of your own firm in which you work. Do not let your boss catch you doing these things because even if he doesn’t complain instantly, it can go a long way to affect you when you eventually tender in an application letter to be retained after your service. Do well to practice good work ethic as may be spelt out for you, so that you may be on your way to earning a qualification spot for employment. ? Never forget who you are If you happen to receive a warm reception where you are working, then you are most likely to come across the temptation to think that you are on the same level with other staff members. This could be a dangerous trap. Always remind yourself that you are like an employee on probation. Therefore what do students on probation do? They put in more work than everybody. They learn more. They seek knowledge. These are attributes which you might have to inculcate. Why do you require treatment services in the work plan?

For many communities, health centers are the first point of access to any health care service. To support more patients receiving behavioral health services, you must propose at least one mental health treatment activity and at least one substance use disorder (SUD) treatment activity in your BHSE work plan.

How can I use health center services to implement recovery and support activities in my project? 

Recovery and support can include enabling services, such as transportation or translation services. It can also be case management services, such as eligibility assistance to support patient access to programs for health-related social needs.

Examples include:

• Working with street medicine groups, housing programs, drop-in centers, and emergency rooms to create a system for referrals to your health center for people who need behavioral health services
• Making your pharmacy an authorized drug collection site for safe disposal of unused or expired medications
• Hiring staff to provide family support such as parenting services, family therapy, or services for children of parents with a mental health condition or SUD
• Developing programs to reduce stigma related to mental health conditions and SUDs

How can I use BHSE funds to increase patients’ access to treatment with medications for opioid use disorder? 

One way to do this is by expanding your pharmacy’s role in administering MOUD (formerly known as medication-assisted treatment or MAT). Your pharmacists may dispense buprenorphine, naltrexone, and naloxone without a prescription from another provider, in accordance with state law. In addition, you can offer patient education and resources to support patients’ consistent engagement in their treatment plans.

Can I apply for BHSE funding if my health center’s 2023 UDS data does not include any mental health, SUD, or MOUD patients?

Yes. We encourage you to apply for BHSE funding to start providing mental health services, SUD services, and MOUD. Your baseline data on the Patient Impact form can be 0 for any or all of these services. 

How will you measure my progress toward the BHSE objectives?

We’ll use UDS data. 

• For mental health services, we’ll use Table 5: Staffing and Utilization, Line 20: Mental Health Services (PDF - 2 MB) .
• Table 5: Staffing and Utilization, Line 21 (PDF - 2 MB) : Substance Use Disorder Services, plus

To decide funding beyond year 2, we’ll use 2025 UDS data showing increases in the number of visits and patients receiving mental health and SUD services, including patients receiving MOUD.

Do I need to project a minimum number of patients in my Patient Impact Form?

No. You should estimate patient increases that are realistic and achievable. 

• The number of mental health and SUD services patients in your 2023 UDS report
• The need for services in your service area
• Provider capacity
• Patient increases based on previous service expansions
• Your proposed BHSE activities

Can BHSE affect my H80 patient target?

Yes. We may add your estimated new, unduplicated health center patients to your H80 patient target if your BHSE award continues beyond the 2-year period of performance. 

Do I need to increase both the number of patients receiving mental health services and the number of patients receiving SUD services?

Yes. You must propose activities that will increase both the number of patients receiving mental health services and SUD services, including patients receiving MOUD, even if you already provide one of these services.

How should I present my BHSE budget request on the SF-424A?

You can request up to $600,000 in BHSE funding for year 1 and up to $500,000 for year 2.

In Sections A, B, and C of your SF-424A, record information for year 1. 

In Section E, record information for year 2. 

Leave Section D blank. 

More details:

• Section A: Request year 1 federal funding (up to $600,000) by subprogram: CHC, HCH, MHC, PHPC. List non-federal funding by subprogram, if applicable.
• Section B: Break out year 1 federal (up to $600,000) and non-federal funding by object class category.
• Section C: Break out year 1 non-federal funding by source.
• Section E: Request year 2 federal funding (up to $500,000) in the “first” future year column by subprogram: CHC, HCH, MHC, PHPC. Leave other columns blank.

If funding continues beyond year 2, we’ll base it on your year 2 BHSE funding request (up to $500,000).

What non-federal funding should I include in my BHSE budget?

Include the non-federal funds that will support your BHSE project. Do not duplicate non-federal resources included on your H80 award or any other Health Center Program award.

What are examples of allowable uses of BHSE funds?

You may use BHSE funds to support a variety of costs for your project. 

• Hiring licensed providers, community health workers, peer recovery specialists (PDF - 1 MB) , or case managers to provide counseling and care coordination
• Contracting with a specialist to provide your staff training and technical assistance in evidence-based approaches for treatment with MOUD
• Providing group counseling for patients with post-partum depression.
• Developing a tobacco cessation program for patients receiving MOUD
• Supporting certification, training programs, continuing education, and mentorship opportunities to improve your providers’ capacity to care for patients accessing behavioral health services

May I use BHSE funding to increase the FTE of a staff member who is currently less than 1.0 FTE?

Yes. You may use BHSE funds to increase the FTE of a staff member if the staff member does not exceed 1.0 FTE across all awards. Personnel compensation must align with your existing written policies and procedures and 45 Code of Federal Regulations C.F.R. § 75.430 . 

Can I use BHSE funding for recruitment incentives?

Yes. You may include recruitment incentives in a salary package that you support with BHSE funding. You should cover incentives through your indirect cost rate, if applicable. If you do not have an indirect cost rate agreement, you may charge recruitment incentives as direct costs.

Can I use BHSE funding to pay recruitment agency fees?

Yes. You may use BHSE funding to pay costs or fees for an outside recruitment agency to hire personnel for your BHSE project.

Do I need to add a certain type or number of personnel as part of my BHSE project?

No. We do not require you to add a specific type or number of personnel. You may use BHSE funding to support a range of personnel that will contribute to increasing the number of patients receiving mental health and SUD services, including MOUD.

Can I use BHSE funding for patient incentives?

Yes. You may use BHSE funds for incentives if you need them to meet your project goals.

• Have written policies and procedures for using funds for incentive costs
• Document that you’re following your policies and procedures
• Describe the types of incentives in detail in your budget narrative
• Explain how the cost is reasonable and necessary to encourage patient participation in your BHSE project activities
• Maintain appropriate records and cost documentation as 45 CFR §75.302 requires

You cannot use BHSE funds:

• For cash gift cards, food, or other costs prohibited under 45 CFR 75 or other federal regulations
• To persuade people to select your health center as their provider

You may also use non-grant funds, leverage partnerships with other community organizations, or use donations from local businesses to offer small rewards as incentives. For example, you may offer a nominal gift card to a local store, food, a meal, or a free admission voucher to a local event or attraction.

Can I use BHSE funding to support contingency management, such as vouchers or prizes?

HHS considers contingency management an evidence-based intervention for SUDs. You may include contingency management activities and expenses in your BHSE application if you have established policies and procedures and follows all rules and regulations related to incentives. 

Clearly describe the activities and costs in your application. If awarded, you must submit a prior approval request to your Grants Management Specialist before you start your contingency management activity or program.

Follow this guidance:

• You may use incentives to reward treatment compliance.
• The maximum value of each contingency management incentive is $15.
• The maximum value of contingency management incentives per patient per year is $75.

What types of minor A/R projects or equipment purchases align with BHSE funding?

Examples of minor A/R projects include:

• Converting an underused area to a group visit space
• Enhancing exam rooms to optimize privacy and safety
• Adapting a space to help integrate primary care and behavioral health teams

Examples of equipment purchases include:

• Virtual reality headsets and software to help patients change their behavior, develop coping skills, and manage cravings
• Point of care testing systems, such as options to test for stimulants
• Audio-visual systems to support virtual group visits with remotely located patients

If I propose to use BHSE funding for minor A/R, do I have to submit a Landlord Letter of Consent? 

If you do not own the property where the site is located, you must provide a Landlord Letter of Consent signed by the property owner. See the Landlord Letter of Consent Sample on Apply for FY 2024 Behavioral Health Service Expansion .

If I propose to use BHSE funding for minor A/R, what are the environmental and historic preservation requirements?

For information on these requirements, see Environmental and Historic Preservation Technical Assistance . Minor A/R projects typically do not require a full Environmental Assessment under the National Environmental Policy Act (NEPA). 

But you may need to comply with other requirements as applicable:

• If your project involves exterior work (for example, windows or signage) or work on a building that is over 50 years old, it may require State Historic Preservation Office (SHPO) consultation under Section 106 of NEPA.
• For buildings constructed before 1985, you may need to submit a hazmat study and abatement plan.
• If your site is in a coastal state, your project may require you to comply with the Coastal Zone Management Act.
• If your project is in a 100- or 500-year floodplain, it may require you to comply with E.O. 11988, Floodplain Management.

If I use BHSE funds to purchase a mobile unit, can I also use the mobile unit for other purposes?

Yes. But the primary purpose of the mobile unit must be to provide mental health and SUD services, including MOUD. 

How do I know if my BHSE project will require a change in scope?

Use the materials on Scope of Project to assess your scope of project (Form 5A: Services Provided and Form 5B: Service Sites). Contact your H80 program specialist for additional guidance. 

Can I make changes to my scope of project through the BHSE application?

No. However, you may submit a change in scope (CIS) or scope adjustment request through the Electronic Handbooks (EHBs). We recommend that you submit such requests 60 days before making the change. You may submit a CIS before receiving your BHSE award.

Will my application be competitive if I do not currently provide behavioral health services?

Yes. We encourage health centers that do not currently provide behavioral health services to apply. In fact, the review criteria support health centers that propose to use BHSE funds to start providing one or more behavioral health services for the first time.

Your application will receive 5 points if your 2023 UDS report included 0 mental health patients, 0 SUD patients, or 0 patients who received MOUD. Applicants with numbers greater than 0 in all of these categories will not receive these points.

How do I complete the Application for Federal Assistance (SF-424)?

How do I make changes to my application once I submit in EHBs?

Your authorizing official (AO) can reopen and edit your application any time before the EHBs deadline. For additional details and step-by-step instructions, refer to Reopen Submitted Applications . The AO must resubmit the reopened application in EHBs by 5 p.m. ET on the EHBs due date for us to consider your application.
