Pakistan has been on the rise in the global PV market in recent years. Historically, the country has faced power shortages and energy security issue, which have affected economic progress and brought social instability. Fossil fuels remain dominant in Pakistan's energy mix so far. However, energy security issues have become increasingly prominent due to the country's limited coal and natural gas reserves and price volatility. As a result, Pakistan is accelerating its progress in the renewable energy sector via policy measures and international cooperation. Pakistan's PV industry has become a focal point for its government and enterprises.

In addition to the completion of utility-scale projects, residential PV demand has gradually increased due to rising electricity prices and improved net metering systems. The value of Pakistan's customs imports of modules has grown yearly, with a more significant surge in the past two years. However, given the rising module imports, Pakistan's Federal Minister for Law and Justice Nazir Tarar issued in April 2024 to set up domestic module manufacturing plants in the National Assembly, providing local manufacturers with 10-year incentives to cut reliance on module imports. The measure will enhance Pakistan's local production capacity, create job opportunities, facilitate technology transition, and boost economic growth.

Nevertheless, as Pakistan's incentives are still under discussion, the market may still rely on imported modules to meet demand in the short term. Starting July 2024, Pakistan has continued its tax exemption measures in 2023 for cell and module imports to reduce the initial investment costs of PV projects, thereby attracting more companies for participation. Pakistan's module imports will grow steadily amid rising demand in the coming years.  

Provincial policies boost market demand

Pakistan's provinces also play a crucial role in the PV industry. Sindh announced the promotion of 200,000 residential PV systems starting in July 2024. Although this plan aims at low-income households, given the high local electricity prices and power shortages, the government has provided an up to 80% subsidy, making the demand growth in the distributed generation sector significant. Moreover, Sindh plans to build several utility-scale PV projects, each with an installed capacity of 305 MW, which will substantially alleviate local power shortages. Meanwhile, Balochistan's PV conversion plan is progressing steadily to help agricultural wells transition from fossil fuel to PV power, thus cutting fuel costs and raising energy efficiency.

Furthermore, Punjab introduced a policy providing free modules starting August 2024. It allows citizens consuming within 200 units of electricity to obtain modules for free starting August 14. Those consuming between 200 and 500 units of electricity must pay 10% of the cost, with the remaining 90% covered by the government. Accordingly, electricity costs for low-income households will be cut by 40%, further boosting PV system adoption and raising market shares of the distributed generation sector.  

Market outlook

Pakistan's rise in the PV market is an inevitable response to the energy crisis and a reflection of the global energy transition. Based on InfoLink's statistics, Pakistan's module demand in 2023 was about 3.5 GW and might rise to 6.5-8 GW in 2024, showing the country's rapidly growing PV demand, mainly driven by Chinese-funded projects, rising electricity prices, and policy incentives. Solar energy becomes increasingly popular choice across Pakistan

LAHORE   -  As Pakistan races towards its goal of generating 60% of its energy from clean and renewable sources by 2030, the landscape of the country’s energy sector is undergoing significant changes. Similarly, Shalimar Filter Industries has been able to power its entire factory using solar energy, resulting in estimated annual savings of $24,000 on electricity costs and a return on investment within 14 to 16 months.

As the demand for renewable energy grows, these modules are set to become a dominant force, offering high efficiency, standardized dimensions, and maximum value across various applications. Now the business registrations Solar Energy sector have been integrated at the Securities and Exchange Commission of Pakistan’s eSerives portal ( ). The businesses operating in both of Solar Energy sector can avail  simultaneous registration with PEC at the SECP’s eServices portal.

It was felt that the business integration at the SECP’s eServices portal can help in streamlining the business registration with key regulators of Solar Energy sector.
Now at the stage of incorporation and subsequent registration with SECP, the business can avail simultaneous registration with PEC and pay the registration fee online.

The power struggle: navigating Pakistan’s energy crisis

Energy crisis, rising tariffs, IPPs, capacity payments! These words appear in Pakistani newspapers daily, highlighting potential policy changes and their profound impact on citizens’ daily lives.

The capacity payments of 2.1 trillion required consumers to pay PKR 17.31 per kWh as capacity charges in FY2025. This has sparked a heated debate about the dollar-indexed capacity payments that are part of the take-or-pay contractual agreements between IPPs and the government.

Following a 17.6% increase in the electricity base tariff for FY2025, the cost of electricity per unit for residential consumers now ranges from PKR 6.76 (the lifeline in the protected category) to PKR 48.84 (the last slab in the unprotected category).

Consumers’ difficulties have escalated, and more so due to a corresponding increase in taxes and surcharges in electricity bills.

Fuel cost adjustments and quarterly adjustments will further financially strain consumers, who are already struggling with inflated electricity bills. Moreover, it is proven that when consumer-end tariffs go up, so do system inefficiencies and, consequently, financial losses.

The recent price increases also reflect Pakistan’s energy mix, with 44% of projected generation coming from thermal energy, a major chunk of which is imported. Pakistan’s electricity tariffs have also been raised to generate extra revenue needed to offset imported fuel costs, among other reasons.

To reduce reliance on imported fuels and achieve the target of reducing its projected emissions by 50% by 2030, the country is planning to shift to 60% renewable energy by 2030 and increase reliance on indigenous resources.

Multiple alternative solutions have been suggested to offer economic relief, energy security, and achieve climate goals.

Besides the widely discussed solar, wind, hydro, and nuclear as clean energy sources, green hydrogen is another noteworthy alternative often discussed. Green hydrogen is produced through electrolysis—splitting water into hydrogen and oxygen using renewable sources. Its versatile nature allows for cross-integration across various sectors.

However, concerns about feasibility and cost-effectiveness overshadow the potential benefits of large-scale green hydrogen adoption.

Although it is promoted as a sustainable, zero-carbon power source, its carbon footprint is substantial at the production, storage, and transportation levels. A recent study found the environmental costs of green hydrogen from solar PV to be $3-$7 kg per CO2 per H2.

Although one green hydrogen project was announced in 2021, green hydrogen is not a viable power source for Pakistan due to high operational costs, infrastructure requirements, emissions, conversion losses, lack of infrastructure, storage and transportation issues, technical expertise, and water scarcity. This option would increase the burden of capacity payments and have a carbon footprint.

Solar PV can be a key player in securing Pakistan’s energy future by reducing reliance on imported fuels. Apart from smaller installations, the development of solar power plants started in Pakistan with the introduction of the upfront tariff for solar PV plants in 2015.

In FY2023, six solar IPPs with an average plant factor of 18% generated electricity for the grid. All these plants are under a 25 to 30-year long-term agreement. The upfront tariff for all these plants (except for Atlas Solar) is very high and rather uncompetitive.

As per NEPRA tariff projections for FY2025, the projected power purchase price (PPP) for solar IPPs is PKR 37.18/ kWh, much higher than the average PPP of PKR 27/ kWh. Adding more solar IPP in the future may not relieve consumers but add to the capacity payment burden.

Likewise, about 36 Wind IPPs are currently commissioned. Due to its high upfront tariff, the projected power purchase price for WPP is also very high (PKR 36.93). The existing transmission constraints further complicate matters. We are unable to fully utilize existing wind power potential fully, increasing financial costs for consumers.

Pakistan currently has excess capacity and plans to add over 10,000 MW more by 2034 (IGCEP-2024), with construction underway for several hydro and one large nuclear power plant.

Planning is also underway to convert imported coal plants to local coal. All this means no more relief from the capacity payment burden in the years to come by adding power plants with significant CAPEX or new investments in existing plants.

An analysis of large-scale renewable projects such as solar and wind indicates that these initiatives can help meet climate goals.

Yet, for instance, utility-scale solar, despite being more efficient, involves lengthy permission processes from multiple government agencies, leading to delays in project completion timelines and higher costs associated with acquiring access rights from landowners. These plants require substantial investments in transmission infrastructure, adding to the costs of connecting them to existing grids.

In comparison, rooftop distributed generation reduces reliance on the central grid and minimizes transmission losses from long-distance power delivery. It also has a lower environmental impact as it doesn’t require extensive land acquisition or habitat disruption.

Due to economic constraints and a capacity glut, large renewable projects are currently not feasible for Pakistan’s economy. Pakistan needs to reassess its energy strategy due to the complexities and costs of large renewable projects. The focus should be on utilizing the existing capacity to the maximum by reducing transmission and distribution constraints.

In FY2023, PKR 46.6 billion was paid to power plants for Part Load Adjustment Charges due to transmission and distribution constraints, which increased fuel cost adjustments for end-consumers.

In FY2023, 50% of the total generated electricity was consumed in the domestic sector. In Pakistan, despite being trapped in a capacity dilemma, decision-makers are more focused on increasing the capacity of solar IPPs.

In contrast, rooftop solar allows for small private investments without the burden of capacity payments or exposure to fluctuations in the dollar exchange rate. This helps reduce carbon footprints and lessen the strain on public funds.

Even more importantly, rooftop solar does not require new transmission infrastructure.

The government should shift its focus from large solar plants to encouraging rooftop solar generators. Currently, rooftop solar generators have less than a 0.5% share, excluding off-grid solar PV. They should be promoted for offering a stable and predictable cost structure compared to the IPP capacity payments.

Pakistan needs to develop a clear strategy for empowering consumers rather than overburdening them.

The Bank of Punjab, have started their financial assistance program in compliance with the State Bank of Pakistan solar financing program to help people switch to solar. For this purpose, they are giving financial assistance to people who want to get solar panel systems for their homes. They have named the program BOP Solar Home.

Bank of Khyber

BOK gives financing for domestic customers and is performing their role for a cleaner and greener Pakistan under SBP’s solar financing scheme. Solar Financing scheme from Peshawar a great initiative by The bank of Khyber, and after its success, they expanded the program to provide solar financing at all their branches in Pakistan. The bank offers the program under the name “BOK Roshan Ghar Scheme”.

Habib Bank Limited

HBL is the biggest bank with the vastest network of branches in Pakistan. The bank is providing financial assistance under the State Bank of Pakistan Solar Refinancing Scheme to address the rising energy crises in Pakistan. They are providing financing to mostly industrial clients in the following three categories, which are as follows:

• Category-I: For industrial projects ranging from 1MW to 50 MW. • Category-II: For projects up to 1MW. • Category-III: For suppliers certified under the AEDB Certification Regulation 2018 that can install solar or wind projects on a lease basis or for selling of electricity to ultimate owners.

Financing • For category-I: PKR 06 billion for a single project. • For category-II: PKR 400 million for a single borrower. • For category-III: PKR 01 billion for a single supplier.

Financing tenor The financing tenor is different for every category and is as following:

• Category-I: Maximum 12 years (including 02 years grace period). • Category-II: Maximum of ten years (including 03 months grace period). • Category-III: Maximum of ten years.

SBP Re-Financing Facility for Storage of Agricultural produce Salient Features Financing is available for Establishment/Expansion/BMR of Silos, Warehouses & Cold Storages facilities for storing Agricultural produce. Financing is availble for local purchase/import of new plant & machinery/new generators used in Silos, Warehouses & Cold Storages. Further, up to 65% cost of civil works is also eligible under the scheme. Meezan Bank, Pakistan’s leading Islamic bank and Burj Solar Energy Private Limited (BSEPL) are pleased to announce the financial close of PKR 1 billion syndicated Islamic finance facility for BSEPL’s portfolio of renewable distributed power generation in Pakistan. The first tranche of PKR 580 million will be used to finance the construction of a 7 MW solar power plant for Power Cement Limited on Karachi Hyderabad Motorway.

NEWCASTLE, Australia (AP) — An ambitious plan to build a massive solar farm in remote northern Australia that would transmit energy by submarine cable to Singapore is a step closer after the Australian government granted environmental approvals for the 30 billion Australian dollar ($19 billion) project Wednesday.

Australian company Sun Cable plans to build a 12,400-hectare solar farm and transport electricity to the northern Australian city of Darwin via an 800-kilometer (497-mile) overhead transmission line, then on to large-scale industrial customers in Singapore through a 4,300-kilometer (2,672-mile) submarine cable.

The Australia-Asia PowerLink project aims to deliver up to six gigawatts of green electricity each year, which according to Australian Environment Minister Tanya Plibersek will “help turn Australia into a renewable energy superpower” and boost its economy.

“This massive project is a generation-defining piece of infrastructure,” Plibersek said in a written statement on Wednesday. “It will be the largest solar precinct in the world – and heralds Australia as the world leader in green energy.”

The project was initially backed by Australian mining magnate Andrew Forrest and Atlassian co-founder Mike Cannon-Brookes. The plans were highlighted during a state visit by then Singapore Prime Minister Lee Hsien Loong and Australian Prime Minister Anthony Albanese as part of a ’ Green Economy ’ agreement in 2022.

In January 2023, the project collapsed when Sun Cable entered voluntary administration due to a funding dispute between Forrest and Cannon-Brookes. By May of that year, a consortium led by Cannon-Brookes’ Grok Ventures acquired the company, finalizing the takeover in September 2023.

SunCable Australia’s managing director Cameron Garnsworthy said it was pleased to have cleared a major regulatory hurdle “and will now focus its efforts on the next stage of planning to advance the project towards a Final Investment Decision targeted by 2027.”

The company said electricity supply would commence in the early 2030s.

Energy has been a politically charged issue for nearly two decades in Australia, which is reliant on coal and gas as well as royalties from exporting those fuels to help underpin its economy.

This reliance on fossil fuels has historically made it one of the world’s worst greenhouse gas emitters on a per capita basis.

Australia’s main opposition party in June announced plans to build the country’s first nuclear power plants as early as 2035, ensuring the major parties will be divided on how Australia curbs its greenhouse gas emissions at elections due within a year.

The parties haven’t gone to an election with the same carbon reduction policies since 2007.

“Australians have a choice between a renewable energy transition that’s already underway creating jobs and driving down prices; or paying for an expensive nuclear fantasy that may never happen,” Plibersek said.

The move comes amidst concerns over high electricity tariffs in Pakistan, primarily attributed to the country’s heavy reliance on costly oil-based thermal power production.

In a bid to address this issue, the Chinese company, in collaboration with key Pakistani firms, has signed strategic Memorandums of Understanding (MoUs) to bolster the share of solar energy generation in the country.

Trina Solar is a global leader in smart PV and energy storage solutions and has committed to supplying 200 MW of Vertex N modules to various applications through agreements with Mesol, Diwan International, and Zi Solar. The company’s Vertex N modules, equipped with advanced features such as larger-size 210mm solar cells and n-type i-TOPCon cell technology, are expected to help Pakistan’s transition towards renewable energy sources.

At present, solar energy contributes just 2 percent to the domestic power grid.

Major Qatari plant to double solar capacity by 2030: minister

Doha, Qatar — A large new solar plant planned in Qatar will double the Gulf emirate’s previously projected renewable energy capacity by 2030, Qatari Energy Minister Saad al-Kaabi announced on Sunday.

The photovoltaic farm, which will be built in the Dukhan area some 80 kilometers (50 miles) west of the capital Doha, will increase the gas-rich state’s solar production capacity to four gigawatts by the end of the decade, Kaabi said.

The plant “that will be established in Dukhan area will produce 2,000 megawatts, which is twice more than the capacity of Qatar’s production of solar energy of the current projects,” the minister, who is also chief executive of state-owned QatarEnergy, said.

In October 2022, Qatar inaugurated its first large-scale solar farm at al-Kharsaah, west of Doha. The emirate announced in August of the same year another solar project with two plants at Ras Laffan in the north.

Through the combined projects, including at Dukhan, Qatar would achieve “4,000 megawatts of clean energy by 2030”, Kaabi said.

This will “constitute 30 percent of the total production of energy of the state of Qatar” with a yearly reduction of “4.7 million tonnes of CO2 emissions,” he added.

Kaabi said the existing projects should produce 1.7 gigawatts of energy “in first quarter of next year, or early next year”.

The energy minister also announced plans to more than double Qatar’s urea production making the country the largest producer of the fertiliser in the world by the end of the decade.

He said Qatar would “maximise the production of chemical fertilisers” through “a complex with global standards” which would “increase our production capacity from 6 million tonnes annually to more than 12.4 million tonnes annually”.

Qatar is one of the world’s top liquefied natural gas producers alongside the United States, Australia and Russia. Natural gas is a major ingredient in urea manufacturing.

In February, Qatar announced plans to expand its output from its North Field project, saying it will boost capacity to 142 million tonnes per year before 2030.

Pakistan aims for 60% clean energy by 2030

As Pakistan races towards its goal of generating 60% of its energy from clean and renewable sources by 2030, the landscape of the country’s energy sector is undergoing significant changes.

Solar energy has become an increasingly popular choice across Pakistan, with solar panels becoming a common sight on rooftops. However, a lesser-known aspect is the importance of panel size in achieving optimal energy output.

Clean energy experts say that 210mm wafers, which have seen a visible rise in production, have been a game changer in the global solar market. According to research firm Trendforce, the production capacity for these wafers has reached 457GW, accounting for nearly 40% of global production.

In Pakistan, among several stakeholders, Trinasolar leads the market with an impressive 120GW of module shipments, highlighting the growing adoption of these larger-sized wafers.

The researchers have found that the modules, based on the 210mm technology platform, offer numerous benefits over the smaller 182mm cells. These benefits include higher efficiency, better logistics, and increased value across a range of applications, from utility-scale power plants to residential installations. The slight increase in size allows for more surface area, translating into higher power outputs per panel. In practical terms, Trinasolar’s 210mm modules can deliver up to 625W of power with an efficiency rate of over 23%, significantly outperforming the older models. According to experts, the shift towards 210mm modules is not just a trend but a significant leap in solar technology. In Pakistan, this shift is already yielding impressive results. For instance, at SAK Steel, Trinasolar’s Vertex 665W modules are being used to run an electric steel furnace on solar power. The use of bifacial ground-mounted modules, raised slightly from the ground, has led to a notable increase in production. Similarly, Shalimar Filter Industries has been able to power its entire factory using solar energy, resulting in estimated annual savings of $24,000 on electricity costs and a return on investment within 14 to 16 months.

What is Net Metering in Pakistan? Net Metering, A Reality

Net metering simply means a utility billing mechanism that allows home and business owners to exchange excess energy generated by their solar system to the grid for credits which can then be converted to money or units from the grid.

Net Metering Mechanism

If you have a solar system installed at your premises, you can often generate excess electricity, especially when you are living in Pakistan where ample sunlight is available throughout the year. Net metering allows you to exchange excess energy for money or sometimes for electricity units from the grid on cloudy days or in winter when enough sunlight is not available.

With the net metering system installed, the user only has to pay the “net bill” which is the difference between the amount of electricity generated by the solar system and the electricity used by the house. This means that if you have used energy lesser than the actual amount generated by your solar system, you can give that energy to the grid and earn credits in return. These credits can be used to earn money by selling the electricity or you can use them to pay your bills for cloudy days or winters when the sun is not shining bright enough to light up your house.

Net Metering A Reality

The net metering system was pioneered in the USA in the 1980s. Around five years ago, in September 2015, net metering in Pakistan was introduced. The system gained quick recognition and response by business in the beginning. With time, net metering has become quite common in Pakistan. It does not seem like a future technology anymore, however; it still is awe-inspiring considering the profits you can gain. That time is gone when people used to have issues like “will it work?”, “shall we be ready to make a profit off it?”, “Will it be enough to pay our bills?” etc. That was way in the past when the net metering system still felt like a dream, however, it has become a reality now, which many businesses and homeowners are using. Stats from Alternative Energy Development Board (AEDB) showed that the power division unit had installed more than 1600 net metering systems across the country which are providing more than 27 Megawatts of electricity to the national grid which shows that Net Metering in Pakistan has become a reality.

Adani Green Energy and TotalEnergies Form Joint Venture for 1,150 MW Solar Projects

Adani Green Energy Limited (AGEL) and TotalEnergies have unveiled the creation of an equally-owned joint venture (JV) to manage a 1,150 MW portfolio of solar projects. These initiatives are part of the world's largest renewable energy plant in Khavda, Gujarat, AGEL disclosed.

AGEL will integrate its current assets into the JV, while TotalEnergies commits $444 million to expedite the project's development. Emphasizing their collaborative commitment to India's clean energy transition, the electricity from these solar projects will be distributed via Power Purchase Agreements (PPAs) with the Solar Energy Corporation of India (SECI) and through the wholesale market.

Currently, AGEL has 2,250 MW of operational solar and wind energy capacity at the Khavda site. The monumental plant, upon completion, is set to provide affordable clean energy to over 16 million homes, create upwards of 15,200 green jobs, and reduce CO2 emissions by approximately 58 million tons annually. Transaction finalization is pending conventional closing conditions, including regulatory approvals.

AGEL, a leading renewable energy company in India with a 20,434 MW project portfolio, boasts 54 operational projects and 12 under construction, emphasizing its adherence to the 'Growth with Goodness' philosophy. The clean energy generated predominantly benefits central and state governments, as well as government-backed corporations.

Millions of acres of public land in West eyed for solar development

(States newsroom) Federal land managers Thursday released an updated roadmap for solar energy development across 11 western states, a plan that opens about 32 million acres of federal lands to utility-scale solar development.

The proposal released by the U.S. Bureau of Land Management, known as the Western Solar Plan, updates a decade-old plan that identifies areas with high solar potential and low resource conflicts in Arizona, California, Colorado, Nevada, Idaho, Montana, Utah, Oregon, Washington, Wyoming, and New Mexico.

Once finalized, the plan will set the trajectory for solar energy development across the West for the next two decades.

Under the plan, about 12 million acres of public land in Nevada would be available for solar development, more than twice as much as Utah — the next most affected state included in the western plan.

The plan would allow solar developments within 15 miles of existing and planned transmission lines or designated energy corridors, including the planned Greenlink North Transmission Project — a 235-mile transmission line across rural White Pine, Eureka, Lander, Churchill, and Lyon counties. The plan would also allow solar development on previously disturbed lands beyond 15 miles of transmission lines or energy corridors.

Federal land managers hope the new updated plan will drive solar development closer to transmission lines and previously disturbed lands, while avoiding protected lands, sensitive cultural resources and important wildlife habitat.

“The updated Western Solar Plan is a responsible, pragmatic strategy for developing solar energy on our nation’s public lands that supports national clean energy goals and long-term national energy security,” said BLM Director Tracy Stone-Manning  in a statement .

“It will drive responsible solar development to locations with fewer potential conflicts while helping the nation transition to a clean energy economy,” he continued.

In Nevada, about 35 million acres of public land with high conflict potential would be excluded from solar development under the plan. However, several sensitive landscapes were not excluded, including about 300,000 acres across the Amargosa River Basin in Nye County.

The Amargosa River Basin is particularly vulnerable to  development and overpumping . Data shows that groundwater use within the Amargosa River watershed has steadily increased over the past 25 years, due to concurrent residential development in Pahrump and thirsty agricultural operations. While solar does not require water to run, it does require water during construction to control dust emissions over large acreages.

The plan is now open for a 30-day administrative protest period, during which people and groups that have already commented on the plan can raise concerns. Governors within the 11-state planning area also have up to 60-days to identify inconsistencies with approved state or local plans, policies, or programs and to provide written recommendations to the BLM.

Solar power development on public lands is a key part of the Biden administration’s goal to achieve a 100 percent clean electricity grid by 2035.

Nationally, the BLM has permitted 62 solar projects, 68 geothermal projects, 41 wind projects, and 42 renewable energy generation interconnect projects, for a total capacity of about 32 gigawatts of electricity – enough to power about 14 million homes. The U.S. Department of Energy predicts that solar energy development across the United States will continue to increase rapidly over the next several decades.

Several rural Nevada counties are already seeing a  rapid rise of solar proposals . As of June, there are 13 solar energy facilities in Nevada, covering about 20,000 acres of BLM-administered lands. In total, those facilities could generate 2,000 megawatts of electricity.

Although the plan technically opens up millions of acres of Nevada federal land for solar development, as a practical matter federal land managers estimate that by 2045, a total of about 48,000 acres of public land in Nevada will be used for utility-scale solar energy generation.

Several conservation groups in Nevada reacted to the BLM announcement Thursday with concern about the plan’s broad footprint. The Amargosa Conservancy warned the plan could jeopardize the Ash Meadows National Wildlife Refuge, a fragile wetland habitat that depends on groundwater sourced from the Amargosa River Basin.

“The Amargosa River watershed is an irreplaceable gem of the Mojave Desert, and we can’t let it be destroyed for industrial energy development,” said Ashley Lee, Board President of the Amargosa Conservancy. “We support solar energy as an important part of the clean energy transition, but it can’t come at the expense of our most special places.

“We’re concerned that the revision of the Western Solar Plan seems to continue with the usual approach, and we’re concerned that without more careful consideration, the communities and biodiversity of the Amargosa River watershed might be negatively impacted,” Lee continued.

The Center for Biological Diversity criticized the BLM for expanding the number of acres of wildlife habitat available for solar development by about 50% compared to the BLM’s original draft plan, opening more pristine landscapes to development.

“There’s room on public lands for thoughtfully sited solar energy projects. We don’t need to destroy tens of millions of acres of wildlife habitat to achieve our clean energy goals, said Randi Spivak, public lands policy director at the Center for Biological Diversity.

“This plan allows for death by a thousand cuts, where inappropriately sited industrial projects can proliferate across sensitive public lands throughout the West,” Spivak said.

Solar developers, however, praised the plan, saying it will help ensure responsible development, speed the permitting process, and provide greater predictability to their industry.

Ben Norris, the vice president of regulatory affairs at the Solar Energy Industries Association, said he was pleased federal land managers included many of the association’s recommendations in their final proposal, including the addition of 11 million acres to the original proposal.

“While this is a step in the right direction, fossil fuels have access to over 80 million acres of public land, 2.5 times the amount of public land available for solar,” Norris said in a statement. “One of the fastest ways to decarbonize our grid is to greenlight well-planned clean energy development on federal lands, and the improvements to this environmental review document will certainly help.”

Punjab Government has released details about provision of relief to public in electricity bills in Punjab.

In a statement while releasing detail, Senior Punjab Minister Marriyum Aurangzeb said that electricity consumers using between  two hundred and one to five hundred units have started receiving relief with a reduction of fourteen rupees per unit in their bills.

She said 3,516,877 consumers of five electricity companies in Lahore, Multan, Faisalabad, Gujranwala, and Islamabad have been given relief. The Minister said printing and delivery of bills with relief is being carried out rapidly by five companies.

Marriyum Aurangzeb said Punjab Government had chalked-out a comprehensive policy to provide permanent relief to the public through solar energy. She said consumers using up to two hundred units of electricity will be provided free solar systems under this policy. The Minister said consumers using electricity units from two hundred and one to five hundred will get solar systems on interest-free easy installments.
