Nationals Slugger Joey Gallo to Begin Rehab Assignment on Tuesday

Gallo will receive some minor league action with the Rochester Red Wings this week after missing nearly two months with a strained left hamstring. According to Andrew Golden of The Washington Post, the 30-year-old will play five innings at first base on Tuesday, DH for a full game on Wednesday, and play five to seven innings in right field on Thursday.

Gallo signed with Washington over the winter for $5 million, but it has not been the best season for him. While he showed strong glove work at first base, his batting did not live up to the hype. In 46 games, Gallo batted .164 with five home runs, 11 RBI, and a .606 OPS, which is 174 points below his career mark. These numbers, particularly the very low batting average, continue a downward trend for Gallo at the plate in recent years.

Since Gallo was placed on the injured list back in June, the Nationals traded away outfielders Lane Thomas and Jesse Winker , with Juan Yepez emerging and showing strong hitting over the past month since taking over at first base. According to MASN’s Mark Zuckerman , Gallo could see more time in right field once he returns from the injured list.

The 30-year-old Gallo made his MLB debut in June 2015 with the Texas Rangers, where he spent the majority of his career until 2021. While in Texas, he was a 2x All-Star in 2019 and 2021, and a two-time Gold Glove Award winner in 2020 and 2021. Gallo then had some short tenures with the New York Yankees, Los Angeles Dodgers, and Minnesota Twins before signing with Washington in the 2023-2024 offseason.

Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies what developing economies can do to avoid the “middle-income trap.” Lower-middle-income countries must go beyond investment-driven strategies—they must also adopt modern technologies and successful business practices from abroad and infuse them across their economies. Upper-middle-income countries need to accelerate the shift to innovation, by pushing the global frontiers of technology. This requires reconfiguring economic structures governing enterprises, labor, and energy use—in ways that enable greater economic freedom, social mobility, and political contestability.

Middle-income countries—home today to 6 billion people—are in a race against time.

Many have set ambitious deadlines for themselves: reach high-income status within the next two or three decades. That will not be easy. Since the 1990s, only 34 middle-income economies have succeeded in that feat. The rest—108 at the end of 2023—have been stuck in “the middle-income trap. Since 1970, the median income per capita of middle-income countries has never risen above 10 percent of the US level.

  • Low-income countries can focus solely on policies designed to increase investment —the 1i approach.
  • Lower-middle-income countries must shift gears and expand the policy mix to 2i, investment + infusion.
  • Upper-middle-income countries need to shift gears yet again—to 3i: investent + infusion + innovation.

Merit must be rewarded—and vested interests must be disciplined.

The handful of countries that have made speedy transitions from middle- to high-income status have done so by disciplining vested interests, building their talent pool, and modernizing policies and institutions. Today’s middle-income countries can do the same:

  • Discipline vested interests .   Powerful incumbents—large corporations, state-owned enterprises, and powerful citizens—can add immense value, but they can just as easily reduce it. Governments must devise mechanisms to discipline incumbents through competition regimes that encourage new entrants without either coddling small- and medium-size enterprises or vilifying big corporations.
  • Reward merit . Middle-income countries have smaller reservoirs of skilled talent than advanced economies and are also less efficient at utilizing them. So they will have to become better at accumulating and allocating talent.
  • Capitalize on crises . Cheap, reliable energy has long been a cornerstone of rapid economic development. But prospering while keeping the planet livable will now require paying greater attention to energy efficiency and emissions intensity. Climate change and other exigencies can provide opportunities to forge the consensus needed for tough policy reforms.

Is growth in middle-income countries slower than that in countries at other income levels?

  • Yes. Growth slowdowns occur more frequently in middle-income countries than in low- or high-income countries. 
  • Development strategies that served countries well in their low-income phase—capital investment, in particular— yield diminishing returns.
  • Countries with weaker institutions— and especially those with lower levels of economic and political freedom—are susceptible to slowdowns at even longer levels of income.

Chapter 2. Structural Stasis

Is growth in middle-income countries different from that in countries at other income levels?

  • Yes. Successful middle-income countries will have to engineer two successive transitions to develop economic structures that can eventually sustain high-income levels. 
  • The first transition is from a 1 i strategy for accelerating investment to a 2 i  strategy focusing on both investment  and infusion in which a country brings technologies from abroad and diffuses them domestically—a process broadly applicable to lower-middle-income countries.
  • The second transition is to switch to a 3 i strategy, which entails paying more attention to innovation —a process more applicable to upper-middle-income countries. 

Chapter 3. Shrinking Spaces

Is growth in middle-income countries now harder to achieve?

  • Yes. Foreign trade and investment are in danger of becoming constricted by geopolitical tensions, and populism is shrinking the room for governments to act. 
  • Rising debt and adverse demographics are crowding out private investors and  reducing public investment.
  • Accelerating climate action will require large investments in infrastructure and regulatory reforms that may stall productivity  

Chapter 4. Creation

Who creates value? 

  • Both incumbents and entrants can create value. Incumbents bring scale.  They can compete with entrants in the market to jointly expand a country’s technological capabilities, thereby moving the country closer to the global frontier. Entrants bring change —enterprises with new products   or production processes, workers with new skills and ideas, or energy sources such as renewables that embody new technologies. By doing so, they expand a country’s technology frontier.

What is the implication of having both incumbents and entrants as value creators? 

  • Policy makers will have to stop relying on superficial measures of structural efficiency such as firm size, income inequality, and energy sources. The imperative for today’s middle-income economies is “efficiency”—in the use of capital, labor, and energy. Policy makers will need to heed the value added of firms, socioeconomic mobility, and carbon emissions. They are more reliable and more realistic metrics for policy making, but they also require collecting more information. 

Chapter 5. Preservation

How do incumbents preserve the status quo?

  • Incumbents’ dominance can buy economic, social, and political power. By capturing political and social institutions, incumbents have an outsize say in who learns where and what, who gets a sought-after job and what they are paid, and who gets to start a business. 

How do discrimination and patriarchal gender norms hold back the potential of women? 

  • Patriarchal norms and systems of belief that give men greater status and authority and define strict gender roles and responsibilities hold back women from benefiting from attractive educational and job opportunities. Discrimination can be pervasive, affecting the businesses women own, the jobs they get, the pay they receive, what their families spend on educating them, and their ability to manage financial accounts. 

Chapter 6. Destruction

Why is destruction important for structural change?

  • The destruction of outdated arrangements—enterprises, jobs, technologies, private contracts, policies, and public institutions—is essential to creating value through infusion and innovation. 

Who are the antagonists blocking creative destruction in response to today’s energy crisis? 

  • Incumbents, usually state-owned enterprises, have the strongest incentive to maintain the status quo and limit competition from low-carbon energy providers.
  • Many G20 economies are introducing incentives for producing and deploying low-carbon technologies. Some measures may unintentionally preserve enterprises in advanced economies and destroy them in middle-income countries  

Chapter 7. Disciplining Incumbents

How can middle-income countries weaken the forces of preservation that protect incumbents from healthy competition?

  • By promoting contestable markets, middle-income countries can strike a balance between supporting incumbents and ensuring that they do not abuse their market power. 
  • Institutional arrangements that promote contestability include retracting protection of incumbents such as market leaders and state-owned enterprises and norms that work against women. 
  • Openness to foreign trade, investment, and talent helps with technological upgrading. 
  • Interventions that target errant incumbents to destroy harmful arrangements include adopting competition laws and ensuring the effectiveness of competition authorities, as well as using fiscal policy to make elites contestable. 

Chapter 8. Rewarding Merit

How can middle-income countries strengthen the forces of creation by rewarding merit—that is, those forces that aid in the efficient use of talent, capital, and energy?

  • To reward merit, middle-income countries can upgrade their talent pools, select efficient learners, and tap the productive power of women. 
  • To efficiently use capital, middle-income countries can move away from coddling small firms or vilifying large firms, let go of unproductive firms, modernize the management of firms, and connect entrepreneurs with mentors and markets. 
  • To decouple carbon emissions from a growing economy, middle-income countries can effectively price carbon emissions and scale up deployment of low-carbon energy by respecting the merit order—the sequence followed by grid operators selling power to the market. 

Chapter 9. Capitalizing on Crises

How can middle-income countries Capitalize on crises to destroy outdated arrangements and make way for creation? 

  • Because middle-income countries need to recalibrate their mix of investment, infusion, and innovation, crises can become a necessary evil because they provide the momentum to weaken the status quo. 
  • To capitalize on today’s climate and energy crises, middle-income countries can support global decarbonization by infusing global technologies domestically to join low-carbon value chains for global markets. They can also invest in deploying low-carbon energy if it reaps economic returns. 
  • Middle-income countries face critical needs: growth, decarbonization, and energy security. Solutions will require decoupling emissions from a growing economy while extending affordable, secure energy to all firms and families.

Dodgers Could Still Make Off-Season Play for Willy Adames: Report

Although the trade deadline has passed, predictions about the Dodgers’ off-season moves are already in motion. 

According to FanSided’s Robert Murray , the Dodgers make sense as an off-season trade destination for Brewers shortstop Willie Adames, despite the glut of middle infielders currently populating the Dodgers' roster.

"I would not be surprised at all if the Dodgers heavily pursued Adames in the offseason. It's a fit that makes so much sense. They have money available even after the winter they had last year,” Murray said. “The fact that they still have no long-term shortstop in place there means that Adames is a strong fit for them. I think that's one to really keep an eye out for in the offseason and I would not be surprised at all if it ended up happening."

The Dodgers have used five different shortstops this season, mostly eight-time All-Star Mookie Betts (61 starts) and MLB veteran Miguel Rojas (35). Betts, despite winning six Gold Gloves in his career, struggled at times to adapt to the new position that he had not played since high school. 

Betts fractured his left hand when he was hit by a pitch in June. Wednesday will be the 42nd game he's missed since the injury.

Rojas, who's gotten the lion's share of playing time in Betts' absence, excels at the position. But the 35-year-old has been on the IL since June 22 with a right forearm strain.

Rojas' contract includes a team option for 2025, but the Dodgers won't want him starting everyday next season at age 36. The front office might still be looking for a long-term shortstop.

Adames, an impending free agent, could be the missing piece to the Dodgers’ infield puzzle. He is the Brewers’ starting shortstop and has started in all 112 games he has appeared in with the club.

The Dominican Republic native has been on a hot streak at the plate of late. He hit two two-run homers on Tuesday in the Brewers’ dominant 10-0 win over the Atlanta Braves. Across only four games this month, August has been the best batting performance of Adames’ seven-season career. 

Adames has also exemplified durability throughout his career. He has remained healthy the entire 2024 season with his most recent injury being a concussion last season in May. Adames has reached the 100-game mark every season except 2018 and 2020.

Adames made his debut in May 2018 with the Tampa Bay Rays; his limited appearances in 2020 were due to the COVID-19 pandemic. 

Given all that Adames has to offer, it would not be surprising to see him in Dodger blue as early as next season.

From Jack Harris : Wednesday’s sixth inning was already heading off the rails before Joe Kelly entered the game.

In what became a five-run disaster for the Dodgers , the right-handed reliever simply made the train wreck complete.

After leading by three runs early in the night, and one run entering the sixth inning Wednesday, the Dodgers came undone by a controversial umpire call, some sloppy high-leverage pitching from Kelly and, ultimately, a back-breaking three-run blast from Kyle Schwarber — the most important of his three home runs in the Philadelphia Phillies’ series-clinching 9-4 win at Dodger Stadium.

The whole sixth-inning sequence only took about 15 minutes.

But everything that could go wrong for the Dodgers just about did.

“Yeah,” manager Dave Roberts huffed afterward, visibly upset during his postgame news conference. “This is a frustrating one.”

Leading 4-3 at the start of the fateful sixth inning, the Dodgers’ trouble began when Alec Bohm laced a leadoff double against left-hander Alex Vesia, putting the tying run on base three pitches into the frame.

Things got exponentially worse in the next at-bat, when a bunt from Brandon Marsh led to controversy at third base.

Zach Neto hit his first career grand slam in a six-run second inning off rookie Will Warren and drove in a career-high six runs as the Angels beat the New York Yankees 8-2 for a doubleheader split on Wednesday night.

In the first game, New York rookie Luis Gil battled command issues but pitched five scoreless innings of two-hit ball in a 5-2 victory. Neto hit a two-run homer in the seventh of the opener before the best game of his career in the nightcap.

Warren was one strike away from escaping the second with just a 2-0 deficit, but Neto turned on a full-count sinker and lifted it to the back of the Angels’ bullpen in left field to make it 6-0.

USC FOOTBALL

From Ryan Kartje : His physical transformation, spanning four years at USC , may not have been the stuff of Instagram thirst traps. His shirtless before-and-after shots weren’t shared by USC’s social team this summer, like some of his more trim teammates whose stunning body fat percentages lingered somewhere in the single digits.

But when Lincoln Riley looks at Kobe Pepe today, USC’s coach sees an entirely different defensive tackle than the one he first met back in 2021.

“He’s just totally changed his body,” Riley said of the 315-pound redshirt senior. “He’s one of the ones that I’m most proud of from where he was a couple of years ago till now.”

Now, four days after Joey Bosa and Khalil Mack of the Chargers helped ruin the Rams’ day, quarterback Matthew Stafford will look across the line of scrimmage and deal with Dallas Cowboys edge rushers Micah Parsons and DeMarcus Lawrence.

And Stafford once again will take snaps behind a depleted offensive line.

On Thursday, there will be no tackling during the joint practice in Oxnard, but a Rams offense also without injured receiver Puka Nacua will be challenged to avoid the tipped passes, batted balls and interceptions that permeated the workout with the Chargers.

From Anthony De Leon : The Chargers have listed Los Angeles native Daiyan Henley as the starting left inside linebacker on the team’s first posted depth chart of the Jim Harbaugh era but, despite the hype surrounding his progress, his psyche is unmoved.

“Reaching the NFL, that was the dream,” Henley said. “But now, it’s what’s next, and I haven’t gotten to what’s next as there is so much work to be done.”

Running alongside veteran Denzel Perryman with the first-team defense, the 2023 third-round draft pick continues to impress and aims to build trust with his coaches and teammates.

1936 — At the Berlin Olympics, the United States finishes 1-2-3 in the men’s decathlon. Glenn Morris sets a world record with 7,900 points, followed by Robert Clark and Jack Parker.
