So, you’ve got an idea and you want to start a business —great! Before you do anything else, like seek funding or build out a team, you'll need to know how to write a business plan. This plan will serve as the foundation of your company while also giving investors and future employees a clear idea of your purpose.

What is a business plan, and when do you need one?

According to Cobello, a business plan is a document that contains the mission of the business and a brief overview of it, as well as the objectives, strategies, and financial plans of the founder. A business plan comes into play very early on in the process of starting a company—more or less before you do anything else.

“You should start a company with a business plan in mind—especially if you plan to get funding for the company,” Cobello says. “You’re going to need it.”

Whether that funding comes from a loan, an investor, or crowdsourcing, a business plan is imperative to secure the capital, says the U.S. Small Business Administration . Anyone who’s considering giving you money is going to want to review your business plan before doing so. That means before you head into any meeting, make sure you have physical copies of your business plan to share.

Different types of business plans

The four main types of business plans are:

Startup Business Plans

Internal business plans, strategic business plans, one-page business plans.

Let's break down each one:

If you're wondering how to write a business plan for a startup, Cobello has advice for you. Startup business plans are the most common type, she says, and they are a critical tool for new business ventures that want funding. A startup is defined as a company that’s in its first stages of operations, founded by an entrepreneur who has a product or service idea.

Most startups begin with very little money, so they need a strong business plan to convince family, friends, banks, and/or venture capitalists to invest in the new company.

Internal business plans “are for internal use only,” says Cobello. This kind of document is not public-facing, only company-facing, and it contains an outline of the company’s business strategy, financial goals and budgets, and performance data.

Internal business plans aren’t used to secure funding, but rather to set goals and get everyone working there tracking towards them.

As the name implies, strategic business plans are geared more towards strategy and they include an assessment of the current business landscape, notes Jérôme Côté, a Business Advisor at BDC Advisory Services .

Unlike a traditional business plan, Cobello adds, strategic plans include a SWOT analysis (which stands for strengths, weaknesses, opportunities, and threats) and an in-depth action plan for the next six to 12 months. Strategic plans are action-based and take into account the state of the company and the industry in which it exists.

Although a typical business plan falls between 15 to 30 pages, some companies opt for the much shorter One-Page Business Plan. A one-page business plan is a simplified version of the larger business plan, and it focuses on the problem your product or service is solving, the solution (your product), and your business model (how you’ll make money).

A one-page plan is hyper-direct and easy to read, making it an effective tool for businesses of all sizes, at any stage.

How to create a business plan in 7 steps

Every business plan is different, and the steps you take to complete yours will depend on what type and format you choose. That said, if you need a place to start and appreciate a roadmap, here’s what Cobello recommends:

1. Conduct your research

Before writing your business plan, you’ll want to do a thorough investigation of what’s out there. Who will be the competitors for your product or service? Who is included in the target market? What industry trends are you capitalizing on, or rebuking? You want to figure out where you sit in the market and what your company’s value propositions are. What makes you different—and better?

2. Define your purpose for the business plan

The purpose of your business plan will determine which kind of plan you choose to create. Are you trying to drum up funding, or get the company employees focused on specific goals? (For the former, you’d want a startup business plan, while an internal plan would satisfy the latter.) Also, consider your audience. An investment firm that sees hundreds of potential business plans a day may prefer to see a one-pager upfront and, if they’re interested, a longer plan later.

3. Write your company description

Every business plan needs a company description—aka a summary of the company’s purpose, what they do/offer, and what makes it unique. Company descriptions should be clear and concise, avoiding the use of jargon, Cobello says. Ideally, descriptions should be a few paragraphs at most.

4. Explain and show how the company will make money

A business plan should be centered around the company’s goals, and it should clearly explain how the company will generate revenue. To do this, Cobello recommends using actual numbers and details, as opposed to just projections.

How will you promote the business? Through what channels will you be promoting it? How are you going to reach and appeal to your target market? The more specific and thorough you can be with your plans here, the better, Cobello says.

This second question is essential as it will allow you to identify how you can be different.  If you already have something of a business idea or would like to turn a side-hustle into a full-time job, you should do research to understand if your idea will be a viable business and how. This market research in your business plan should look something like the following:

From your research, you can build a detailed picture of where your business should be positioned as you launch from the market gaps you’ve identified. 

As you anticipate what your business might look like in five years, you may have some ideas for milestones to hit. For example: first customer, thousandth customer, break-even financially, first £1,000 in profit, and so on. However, do you know how you’re going to reach each of them?

Once you’ve taken steps to meet these objectives, you can use your business plan to track your progress and identify where you still need to develop your business. With these formalised goals and methods, you can grow your business faster than entrepreneurs who don’t plan. 

Another direction in which to focus market research within your business plan is towards identifying vulnerabilities. Each business has fragile areas where they are threatened. Therefore, you need a business plan to protect weak points and avoid excessive risk sources.

From the SWOT analysis (strengths, weaknesses, opportunities and threats) included in your business plan, you can highlight areas that may need more proactive management and back-up plans in case something goes wrong. For example, this can be recognising whether your business idea is patentable, if external factors are driving up costs for consumers or if customer interest is a fading trend. Each of these threats and weaknesses presents vastly different problems to your business. Therefore, each will also need suitable methods to address them.

Unfortunately, even the best plans have blindspots and circumstances where they’re of limited use. Therefore, you need a business plan to navigate uncertain futures.

Your market research is a snapshot of the market at one point in time. Therefore, the information, objectives and strategies you create are only useful for a certain period after this. If something changes in the market or some element of your business no longer works, you can still fall back on other parts of your business plan without having to start from scratch. 

For example, as you build your business, you can revisit future objectives and decide whether your currently available options can still meet them. If they do, and you’re able to stay on target for your goals, you can grow your business in the direction you initially planned. Research of successful entrepreneurs has documented that successful small business people have certain common characteristics. This checklist cannot predict success, but it can give you an idea of whether you will have a head start or a handicap with which to work.

How do you measure up? Ask yourself these questions:

  • Can I persevere through tough times?
  • Do I have a strong desire to be my own boss?
  • Do the judgments I make in life regularly turn out well?
  • Do I have an ability to conceptualize the whole of a business?
  • Do I possess the high level of energy that is sustainable over long hours?
  • Do I have significant specialized business experience?

While not every successful business owner starts with a “yes” answer to all these questions, three or four “no” responses and undecided answers should make you think twice about going at it alone right now. But, don’t be discouraged. Seek extra training and support, and enlist the help from a skilled team of business advisors such as accountants, bankers, attorneys and SCORE counselors.

Small business owners have many things in common. Below are some of the qualities you will need to be successful.

  • Willingness to sacrifice— If you enjoy working the nine to five, do not go into business for yourself. Entrepreneurship often requires many more hours beyond the forty-hour work week.
  • Interpersonal skills— You will be required to interact with a host of people other than customers, such as lawyers, employees, and salespeople. If you do not like talking to people you do not know, it might be better to keep your day job.
  • Leadership ability— You will be the one everyone turns to for the answers. Are you ready to call the shots?
  • Optimism— Being able to hang in there when business gets tough is an important quality in small business owners.

The business plan is a written guide that details the startup and the future direction of your company.Who should write the plan? You, the entrepreneur. No one else knows your business idea and goals better. Yes, there are services that can do the work for you, however, you are the one who must present this business idea to bankers or other investors. Although there’s no set format, a good business plan typically includes:

  • Cover page— Identifies your business
  • Table of contents— Organizes information for the reader
  • Executive summary— Provides a “big picture” view of the plan, highlighting the factors that will lead to success
  • Business background— If it is a brand-new business, include your background and skills
  • Marketing plan— Relates the business’s marketing strategy
  • Action plan— Summarizes how you will create and deliver your product or service

For example, a monthly compilation of all known costs, over time, will indicate the revenue necessary to support these costs, plus a profit. This leads to the question of whether or not this revenue number is reasonable. If not, it may cast doubt on the viability of the venture itself. The business plan is a vital management tool that enables the manager to anticipate situations before they become problems — or worse yet, emergencies.

It is wise to find out what startup costs you will incur before starting the business. There are many web sites and other resources (including SCORE offices and Business Information Centers) that provide guidelines and worksheets to help determine costs for your business. Each item on your proposed budget sheet should be researched. Closely estimated costs can be obtained from utility companies, trade associations, and networking with other business people who may have already gone through this experience. Do not start buying until the investigation shows this venture is viable and you have all the information needed.

  • 6. What do I need to know about financial statements?

First, you need to know which financial statements are important. They are:

  • Balance Sheet—shows the financial conditions of your business at a point in time
  • Statement of Operations (Profit and Loss Statement)—shows whether you made a profit during a specific period of time
  • Cash Flow Statement—shows what happened to your cash position during a specific period of time

You should have a basic understanding of each of these statements. When compared with statements from prior periods, you can determine whether something is happening in your business that needs your special attention.

Your accountant can prepare these statements for you from the business data that you supply. There are also a number of computer software programs that will help you generate these statements from your input of regular transactions—such as sales, collections, purchases, payments and payroll.

A SCORE counselor can help you understand these statements and may be able to direct you to a workshop on this subject. In addition, most community and business colleges teach courses in financial statement analysis.

  • 7. Why is it important to do a monthly cash flow analysis?

Your businesses cash-flow cycle may differ substantially from the income statement projections. Even if the projected income statement shows a profit, it is possible that the cash flow for the same period is actually negative.The analysis of monthly cash flow can indicate whether your business will collect sufficient cash to pay operating expenses. It will point out specific months during the year when the business may experience operating cash shortfalls and, therefore, either require additional capital or excess cash reserves for payment of expenses. It will also show when you may be able to make debt reductions and when there is excess cash to make major purchases or expand operations. By developing a monthly cash flow projection, you can time cash needs and quantify the amount needed. The cash flow projection is an important management tool and must be developed with very realistic expectations. Sufficient cash is critical for a business to pay its expenses and to enable it to expand. If your monthly cash flow projections indicate frequent cash shortfalls, you should review the type of products and services that you offer, the mix of sales, the pricing and terms of the sale, and your short-term borrowing needs.

  • 8. How can I obtain cash to maintain and grow my business?

Develop a positive business relationship with your bank. Seek your banker’s advice even at times where you are not seeking funds. You may find that every time you go to your bank you speak to a different loan officer, so you should know them all.When the loan officer gets a promotion, you must start all over again with another person. If you want the bank to take an interest in your business, then you have to take an interest in theirs. How?

  • Know your banker— Take an interest in your banker as a person. Ask your banker to hold on to your account if he or she is promoted. When you go to see your banker, have your business plan and financial papers ready. Make it easy for your banker to see what you want and why. The bank wants to minimize its risk with regard to you and your business. This is where you have to sell yourself.
  • Know your bank— Know and understand your bank’s annual report. Know your bank’s business direction and plan. Know the bank’s lines of authority. Get on the bank’s mailing list. It’s an easy way to keep up with bank news.
  • Go to a bank-sponsored seminar— Go to your bank’s seminars on commercial lending. This will teach you how your bank operates in terms of lending policies. By doing this, you also prove that you have an interest in what the bank is doing. Finally, it affords you the opportunity to meet and make an impression on the loan committee.
  • 9. Why is location the most important aspect of my business?

A good location can make the difference between a profitable and a bankrupt business. There are many questions to consider when choosing a business site. Use the questions below as a checklist for potential locations and then compare several sites.

  • Are there parking facilities?
  • Is transportation available and convenient?
  • Is the quality of police and fire service adequate?
  • Will it be a quality site for the future—not just five years from now, but in 10, or 25 years?
  • Is nearby housing readily available for management and employees?
  • Is there nearby competition? Are those sites better or worse than yours?
  • What is the general business climate in the area? Is this a prosperous market?
  • Are merchandise and raw materials available? Are your suppliers easily accessible?
  • How is the traffic flow—can your customers reach you quickly and inexpensively?
  • Is your building suitable to your kind of business—will it need any major renovations?
  • Is there an adequate community infrastructure for utilities (sewer, water, power, gas, etc.)?
  • What is the tax burden—town, city, county, state? Will this impede your business and growth?
  • What are the costs of operation in this location—will it be too high to offer you an adequate profit?
  • 10. Why is competition important?

No business operates without direct competition. There also may be indirect competition, which has a significant impact on customer’s buying decisions in your market. Direct and non-direct competitors try to convince customers to buy their products or services instead of yours. It is in your best interest to learn more about the companies that are trying to reduce your take-home pay. List the strengths and weaknesses of each competitor. Talk with friends, visit your competition, call for information about their products and analyze how they advertise. Next, take a sheet of paper and list the major competitors. Give each a rating, on a scale of one to 10, for product quality, process, advertising, price and customer satisfaction. You can add other ratings that you feel are important.Your business can become more profitable by adopting practices you admire in competitor operations and by avoiding their mistakes. Some of your competitors have been in business successfully for many years. Certainly, as a new or relatively new business, you can learn a lot from them.

  • 11. How can I better market my business?

To market your business, you must define your customer. To maintain consistent sales growth, you must become knowledgeable about your market. Develop an outline of your “typical” consumer:

  • What exactly is your market?
  • Where do the consumers come from (i.e. city centers, suburbs, tourists, international)?
  • What are customers buying patterns?
  • Why should they buy from you? Factors could include convenience, price, quality, service, etc.
  • Should you try to appeal to a niche market segment or the entire market?
  • Have you missed a new customer segment or special market?
  • How large is the potential target market (in units or dollars)? Is it growing, stable or decreasing? What percentage of the market do you have?

Research will provide answers that are not available from your business records and a financial analysis. Conduct research through trade associations, your local chamber of commerce, libraries or even ask for the help of a SCORE counselor. Pay attention to how competitors market to their customers. Perhaps, some of their marketing strategies can be adopted for your business, or you may find examples of what not to do.

  • 12. What makes a successful marketing strategy?

When creating a marketing strategy, keep in mind the four P’s of marketing:

  • Product— What good or service will your business offer? How is that product better than those offered by competitors? Why will people buy/want it?
  • Price— How much can you charge? How do you find the balance between sales volume and price to maximize income?
  • Promotion— How will your product or service be positioned in the marketplace? Will your product carry a premium image with a price to match? Will it be an inexpensive, no-frills alternative to similar offerings from other businesses? What kinds of advertising and packaging will you use?
  • Place— Which sales channels will you use? Will you sell by telephone, or will your product be carried in retail outlets? Which channel will economically reach your market?

The marketing strategy should summarize your findings about the key target buyer description, market segments the company will compete in, the unique positioning of the company and its products compared to the competition, the reasons why it is unique or compelling to buyers, etc.

  • 13. What do I need to know before creating a marketing brochure?

A marketing brochure can be long-lasting or short-term. It can represent your business to potential customers and it can be a referral piece for existing customers. Decide the purpose of and goals for the marketing brochure before you begin to design and write. Remember, this brochure represents you and your business, so be sure its look and feel complements your business.

Here are few tips for when you are ready to begin:

  • State your message up front—T he selling message should appear on the cover of the brochure. For instance, “The XYZ Company—Consultants on Doing Business Overseas.”
  • Include artwork— If you have space limitations, one large photograph or graphic is better than several small images that might not clearly portray your services or products.
  • Photo captions— Photo captions are read twice as often as the main copy.
  • Create a keeper— Make your brochure worth keeping. Include a calendar of events in your specific industry or some data that will be useful to potential clients in the future.
  • Quality is key— Your publications reflect you and your business. Using one to four colors in the brochure will make it stand out over one that is black and white. A good quality paper stock is also important (and comes in many colors and shades if you choose to use black ink). Remember to consider the weight of the paper stock in relationship to mailing costs.

It is wise to have your brochure professionally designed. Even if you have computer graphic skills, design is best left to professionals.

  • 14. How can I improve customer service in my business?

Develop a strategy that puts the customer first. Customers will receive the best possible service when employees are empowered to make this happen. This is not to say that you should be lenient with your policies, but have a degree of flexibility. Just remember, a lost customer could spread the word of their discontent, resulting in more lost customers.Review the most common reasons for poor customer service. Use these insights as a way to improve your customer service:

  • Too many rules— Employees lack creativity in problem solving. Rules are followed and good solutions are not developed because employees do not want to jeopardize their jobs.
  • Lip service, not customer service— Customer service is really only a name for customer complaints. Time is spent trying to fix problems rather than preventing them from occurring in the first place.
  • Unempowered employees— Approval is needed by a manager for small problems that can easily be solved by a good employee. This problem leads to long lines and time-consuming waits by the customer, who then refuses to come back-business operations turns a small problem into a large one.
  • Unmotivated employees— Personnel are not encouraged to please the customer because there is no merit in it for them.

Starting a business is a big undertaking that requires ample preparation. Take these key steps before you begin your business venture.

1. Identify a creative idea.

Think of a business idea as the seed of your company. You need that before you can begin adding fertilizer, watering and growing complementary plants. What unique service can you provide? What gap in the marketplace can you fill? Consider these cheap business ideas for inspiration.

2. Write a business plan.

Creating a business plan displays a genuine level of commitment, and it requires you to answer essential ​​— and sometimes challenging — questions at the start of the development process. A business plan is also the first thing any potential investor will request. It will give them a detailed overview of your proposed business venture, your level of industry expertise, and your understanding of the opportunity, financial requirements and potential upside. 3. Choose a legal structure.

It’s important to select the proper legal structure for your business at the outset because it’s not easy to change it later. Each type of legal entity comes with specific requirements and restrictions, and only certain types of corporations may meet your particular business needs. If you need help, a corporate attorney or experienced business accountant can offer timely and accurate advice for creating the proper legal structure for your proposed company.

4. Get your business registration, licenses and tax identification.

Once your business structure is in place, you need to register your business and obtain the correct licenses, taxpayer identification number and employer identification number (EIN). There are various resources to assist with establishing business names, filing incorporation paperwork, obtaining necessary licenses and registrations with your local municipality, and getting your federal tax information squared away. 

Aside from the IRS for federal tax matters, regional corporation commissions (typically at the county level) can assist new business owners with meeting the regulatory requirements for each locale. If you’re planning on hiring staff, you’ll also need to apply for a federal tax ID or an EIN. Having an EIN will protect you and your identity, allow you to file business taxes separately from your personal taxes and help establish credit for your business.

5. Know your competition and the marketplace.

There’s nothing wrong with a little competition; it allows business owners to innovate and evolve their products and services continuously. Knowing your business’s market, what your competition is doing and how your company fits into this landscape are important parts of establishing and running your business. 

Including this information in your business plan will showcase your thorough knowledge of the industry for your proposed company. Without this information, no serious investor will rise to the occasion, and it will be hard to stand out in the marketplace. Know your industry, understand your competition and determine how your business will become a differentiator in the market.

6. Finance your business.

Unless you’re an accountant, have a degree in finance or are a sophisticated investor, you’ll need some help nailing down this part of your prelaunch planning. Investors will want to know how much money your company will have to begin with and how much it will need in the future. 

Regardless of where your revenue will come from, list it in your business plan. Will you use your credit cards and home equity to start? Will you need a loan to get started? Are you willing to give up a percentage of your ownership in exchange for cash? Will you have sales the day you open? These are important questions to address.

There are many investors out there, and they’ve seen it all. Investors typically want to know three things:

  • For how long?
  • What is the exit strategy?

Identify and secure a location.

Whether it’s a home office or an entire building, you need to know where your business will be located before you launch it. Prior to your first day of operations, you’ll want to have the following in place:

  • Phone and internet service
  • Business directory listings
  • A lease or purchase agreement for your workspace

If you haven’t identified or secured a location for your business before meeting with investors, don’t fret. Investors, bankers and legal counsel generally don’t see the lack of a specific location early on as a dealbreaker or red flag.

8. Get proper insurance.

Selecting the right business insurance for your company is not a decision to make lightly. There are several types of insurance to consider, including health, auto, directors and officers, liability, performance bond, travel (including accidental death and dismemberment) and life. 

In addition to understanding the differences among the available options, it’s important to identify any local regulations that might require your type of business to carry certain types of insurance. For example, if you’re starting a carpentry or plumbing company, you’ll need liability insurance, which typically isn’t necessary for businesses in other industries. Whether you want to have in-house counsel or hire an attorney as needed, your business needs to have access to legal advice. 10. Establish a web presence.

9. Focus your energy

Your business plan determines which areas of your business to focus on while also avoiding possible distractions. It provides a roadmap for critical tradeoffs and resource allocation.

Entrepreneurs who are starting a new business often wonder, "Do I really need a business plan? Is writing a business plan really the best use of my time?" The answer to these questions is almost always, "Yes." A business plan is an integral part of starting a new business.

In reality, business plans can take a long time to write, require that you have a tremendous amount of data at your fingertips, depend in part on projections and often are responsible for creating a long list of research you still need to conduct and other work you need to complete.

Plus, not everyone is sold on the usefulness of a business plan. Consider the study of 116 new businesses conducted by Babson College. The study found that the presence of a formal business plan before starting a small business made no difference in the ultimate success of the business, assuming it was one that was not seeking outside funding.

Some also argue that taking the time required to create a business plan can stifle the startup process and cost precious opportunities for a small business.

On the other hand,  one study  found that entrepreneurs who write formal plans are 16% more likely to achieve viability than the otherwise identical non-planning entrepreneurs. Other  studies  have shown that while completing a business plan is not a guarantee of success, it does indicate that the type of entrepreneur who completes a business plan is also more likely to run a successful business.

So why not arm yourself with one of the best tools a small business owner can have? If you're still on the fence, consider these five reasons you should write a business plan before doing anything else in your small business.

1. A Business Plan Is Simply a Must-Have for Some Businesses

If you plan to approach a financial institution for a loan, apply for a small business grant , pitch your business idea to investors, or enlist the support of a business partner, a business plan is required.

Potential investors and supporters want to see the true potential of your business idea clearly laid out in hard facts and numbers. A business plan is the best, and generally, the only acceptable way to provide this information.

2. A Business Plan Helps You Make Decisions

There are some sections in a traditional business plan that you simply cannot complete if you are on the fence, undecided, or not fully committed to a certain point. Business plans help you eliminate the gray area because you have to write specific information down in black and white. Making tough decisions is often one of the hardest and most useful parts of writing a business plan.

For example, if you have not decided on exactly what products you will sell at what price points, it will be very difficult for you to complete the Products and Services Section of your business plan. Identifying this and other vital information is a valuable end product of the business planning process.

3. A Business Plan Can Be a Reality Check

Writing a business plan is often the first real struggle for the small business owner who wants to launch a new venture, but doesn't want to consider that his or her business idea may be a bit flawed or is not yet fully developed.

While this is an unwelcome and terrifying thought for an impassioned entrepreneur, identifying gaps early on in the process gives business owners a chance to shore up their research, test their ideas and take steps to make the business stronger and more viable. This may initially be a step back, but any and all further work can bolster the entrepreneur's chance of success before he or she invests time and money in a business that is likely to fail.

Discovering new ideas, different approaches and fresh perspectives are some of the best things that can happen from the depths of the business planning process. Despite the sometimes negative reputation, a business plan isn't just a long, stiff and structured document.

In fact, an effective business plan is the opposite; it's a flexible, growing and dynamic tool that can help you think creatively and come up with new solutions for some of your toughest business challenges. A business plan is a useful document for any small business owner. 15 Reasons You Need a Business Plan Whether you're just starting out, growing your business or seeking outside help, a well-thought-out business plan is the vehicle you need to get you there.

Why do you want a business plan? You already know the obvious reasons, but there are so many other good reasons to create a business plan that many business owners don't know about. So, just for a change, let's take a look at the less obvious reasons first and finish with the ones you probably already know about. Think of this as a late-show top 10, with us building up to the most important reasons you need a business plan.

15. Set specific objectives for managers. Good management requires setting specific objectives and then tracking and following up. I'm surprised how many existing businesses manage without a plan. How do they establish what's supposed to happen? In truth, you're really just taking a short cut and planning in your head--and good for you if you can do it--but as your business grows you want to organize and plan better, and communicate the priorities better. Be strategic. Develop a plan; don't just wing it.

14. Share your strategy, priorities and specific action points with your spouse, partner or significant other. Your business life goes by so quickly: a rush of answering phone calls, putting out fires, etc. Don't the other people in your business life need to know what's supposed to be happening? Don't you want them to know?

13. Deal with displacement. Displacement is probably by far the most important practical business concept you've never heard of. It goes like this: "Whatever you do is something else you don't do." Displacement lives at the heart of all small-business strategy. At least most people have never heard of it.

12. Decide whether or not to rent new space. Rent is a new obligation, usually a fixed cost. Do your growth prospects and plans justify taking on this increased fixed cost? Shouldn't that be in your business plan?

11. Hire new people. This is another new obligation (a fixed cost) that increases your risk. How will new people help your business grow and prosper? What exactly are they supposed to be doing? The rationale for hiring should be in your business plan.

10. Decide whether you need new assets, how many, and whether to buy or lease them. Use your business plan to help decide what's going to happen in the long term, which should be an important input to the classic make vs. buy. How long will this important purchase last in your plan?

9. Share and explain business objectives with your management team, employees and new hires. Make selected portions of your business plan part of your new employee training.

8. Develop new business alliances. Use your plan to set targets for new alliances, and selected portions of your plan to communicate with those alliances.

7. Deal with professionals. Share selected highlights or your plans with your attorneys and accountants, and, if this is relevant to you, consultants.

6. Sell your business. Usually the business plan is a very important part of selling the business. Help buyers understand what you have, what it's worth and why they want it.

5. Valuation of the business for formal transactions related to divorce, inheritance, estate planning and tax issues. Valuation is the term for establishing how much your business is worth. Usually that takes a business plan, as well as a professional with experience. The plan tells the valuation expert what your business is doing, when, why and how much that will cost and how much it will produce.

4. Create a new business. Use a plan to establish the right steps to starting a new business, including what you need to do, what resources will be required, and what you expect to happen.

3. Seek investment for a business, whether it's a startup or not. Investors need to see a business plan before they decide whether or not to invest. They'll expect the plan to cover all the main points.

2. Back up a business loan application. Like investors, lenders want to see the plan and will expect the plan to cover the main points.

Unless you're starting a restaurant or some kind of brick-and-mortar entity with big overhead fixed costs, you don't need much money to start a business. Get a website. Coin a business name. Go forth and find customers. 

1. Start a business by working from home 

Many businesses can be started by working from home, like legendary tech companies that started in someone's garage. Unless you're trying to start a business that requires floorspace and a real-life storefront from Day One, many businesses can be started from a spare room in your house, or from a laptop on your couch. 

The only exception to this is if you need to follow licensing or permitting requirements for your business. Some locations might not allow you to run a commercial food business or other regulated business out of your home. Don't run afoul of any regulations (or break the rules of the lease on your apartment). But for many would-be entrepreneurs, using your home as company headquarters can be the best way to start a business without a lot of start-up capital. 

2. Use a shared workspace to start a business 

When you start a business, one of the best ways to do small business marketing for your company at a low-cost is to network with other business owners. Go find the local community of entrepreneurs where you live. Many cities have startup incubators, small business development centers, co-working spaces, or other shared spaces where people like you are trying to build businesses. 

There might be a membership fee for joining a shared workspace or some amount that you have to pay each month for rent. But using shared workspaces for your business can often be cheaper than paying rent for commercial real estate all on your own. And you might meet some inspiring new peers and colleagues -- you can help each other learn, grow, and succeed.  

3. Start a business with website builders

Unless you want to run your company entirely via social media channels, pretty much every small business needs a website. Your small business website is a must-have home base to connect with customers, sell your products, and be found online. 

Fortunately, you don't need much money to launch a small business website. The best website builders can give you professional-looking website designs for just a few dollars per month. 

4. Use low-cost business marketing software 

Even if your small business is just getting started, or you don't have much money in the bank, you can make your business look bigger and well-established with small business marketing tools. There is a wide range of effective, low-cost, professional-grade marketing software available to help small business owners automate their marketing, find new customers, and close more sales. 

5. Form an LLC or other business entity for (nearly) free 

You might not want to commit to taking this step right away, but if you're serious about making money with your small business idea -- especially if your business might go from a side hustle to a full-time income -- you should form an LLC (limited liability company) or other corporate entity. 

Forming a legal entity for your business (like an LLC) is essential if you want to make your business more legitimate in the eyes of the law and the banking system. Forming an LLC can help you get a business bank account , and potentially save yourself money on taxes. If you use an LLC or other business entity for your small business, this can also help separate your personal finances from your company finances -- and might help protect you from some worst-case scenarios (like a lawsuit). 

The exact cost of forming an LLC varies by state. Check with your state's Secretary of State office, or other state-level regulator that manages business formations. But many states charge less than $100 for forming an LLC or other small business entity. 

Bottom line 

Starting a business doesn't have to cost a lot of money. The most important thing you need is a good idea for how to deliver an in-demand product, or how to deliver a lucrative service that solves problems. 

You can often start by working from home with a low-cost website and easy-to-use marketing tools. Don't let a lack of start-up capital hold you back -- find your target market of customers who are willing to pay for what you offer.

Supreme court strikes down chevron , curtailing power of federal agencies.

In a major ruling, the Supreme Court on Friday cut back sharply on the power of federal agencies to interpret the laws they administer and ruled that courts should rely on their own interpretion of ambiguous laws. The decision will likely have far-reaching effects across the country, from environmental regulation to healthcare costs.

By a vote of 6-3, the justices overruled their landmark 1984 decision in Chevron v. Natural Resources Defense Council , which gave rise to the doctrine known as the Chevron doctrine. Under that doctrine, if Congress has not directly addressed the question at the center of a dispute, a court was required to uphold the agency’s interpretation of the statute as long as it was reasonable. But in a 35-page ruling by Chief Justice John Roberts, the justices rejected that doctrine, calling it “fundamentally misguided.”

Justice Elena Kagan dissented, in an opinion joined by Justices Sonia Sotomayor and Ketanji Brown Jackson. Kagan predicted that Friday’s ruling “will cause a massive shock to the legal system.”

When the Supreme Court first issued its decision in the Chevron case more than 40 years ago, the decision was not necessarily regarded as a particularly consequential one. But in the years since then, it became one of the most important rulings on federal administrative law, cited by federal courts more than 18,000 times.

Although the Chevron decision – which upheld the Reagan-era Environmental Protection Agency’s interpretation of the Clean Air Act that eased regulation of emissions – was generally hailed by conservatives at the time, the ruling eventually became a target for those seeking to curtail the administrative state, who argued that courts, rather than federal agencies, should say what the law means. The justices had rebuffed earlier requests (including by one of the same lawyers who argued one of the cases here) to consider overruling Chevron before they agreed last year to take up a pair of challenges to a rule issued by the National Marine Fisheries Service. The agency had required the herring industry to pay for the costs, estimated at $710 per day, associated with carrying observers on board their vessels to collect data about their catches and monitor for overfishing.

The agency stopped the monitoring in 2023 because of a lack of funding. While the program was in effect, the agency reimbursed fishermen for the costs of the observers.

After two federal courts of appeals rebuffed challenges to the rules, two sets of commercial fishing companies came to the Supreme Court, asking the justices to weigh in.

The justices took up their appeals, agreeing to address only the Chevron question in Relentless v. Department of Commerce and Loper Bright Enterprises v. Raimondo . (Justice Ketanji Brown Jackson dissented in the Relentless case but was recused from the Loper-Bright case, presumably because she had heard oral argument in the case while she was still a judge on the U.S. Court of Appeals for the District of Columbia Circuit.)

Chevron deference, Roberts explained in his opinion for the court on Friday, is inconsistent with the Administrative Procedure Act, a federal law that sets out the procedures that federal agencies must follow as well as instructions for courts to review actions by those agencies. The APA, Roberts noted, directs courts to “decide legal questions by applying their own judgment” and therefore “makes clear that agency interpretations of statutes — like agency interpretations of the Constitution — are not entitled to deference. Under the APA,” Roberts concluded, “it thus remains the responsibility of the court to decide whether the law means what the agency says.”

Roberts rejected any suggestion that agencies, rather than courts, are better suited to determine what ambiguities in a federal law might mean. Even when those ambiguities involve technical or scientific questions that fall within an agency’s area of expertise, Roberts emphasized, “Congress expects courts to handle technical statutory questions” – and courts also have the benefit of briefing from the parties and “friends of the court.”

Moreover, Roberts observed, even if courts should not defer to an agency’s interpretation of an ambiguous statute that it administers, it can consider that interpretation when it falls within the agency’s purview, a doctrine known as Skidmore deference.

Stare decisis – the principle that courts should generally adhere to their past cases – does not provide a reason to uphold the Chevron doctrine, Roberts continued. Roberts characterized the doctrine as “unworkable,” one of the criteria for overruling prior precedent, because it is so difficult to determine whether a statute is indeed ambiguous.

And because of the Supreme Court’s “constant tinkering with” the doctrine, along with its failure to rely on the doctrine in eight years, there is no reason for anyone to rely on Chevron . To the contrary, Roberts suggested, the Chevron doctrine “allows agencies to change course even when Congress has given them no power to do so.”

Roberts indicated that the court’s decision on Friday would not require earlier cases that relied on Chevron to be overturned. “Mere reliance on Chevron cannot constitute a ‘special justification’ for overruling” a decision upholding agency action, “because to say a precedent relied on Chevron is, at best, just an argument that the precedent was wrongly decided” – which is not enough, standing along, to overrule the case.

The Supreme Court is expected to rule on Monday on when the statute of limitations to challenge agency action begins to run. The federal government has argued in that case, Corner Post v. Federal Reserve , that if the challenger prevails, it would open the door for a wide range of “belated challenges to agency regulation.”

Justice Clarence Thomas penned a brief concurring opinion in which he emphasized that the Chevron doctrine was inconsistent not only with the Administrative Procedure Act but also with the Constitution’s division of power among the three branches of government. The Chevron doctrine, he argued, requires judges to give up their constitutional power to exercise their independent judgment, and it allows the executive branch to “exercise powers not given to it.”

Justice Neil Gorsuch filed a longer (33-page) concurring opinion in which he emphasized that “[t]oday, the Court places a tombstone on Chevron no one can miss. In doing so, the Court returns judges to interpretative rules that have guided federal courts since the Nation’s founding.” He sought to downplay the impact of Friday’s ruling, contending that “all today’s decision means is that, going forward, federal courts will do exactly as this Court has since 2016, exactly as it did before the mid-1980s, and exactly as it had done since the founding: resolve cases and controversies without any systemic bias in the government’s favor.”

Kagan, who read a summary of her dissent from the bench, was sharply critical of the decision to overrule the Chevron doctrine. Congress often enacts regulatory laws that contain ambiguities and gaps, she observed, which agencies must then interpret. The question, as she framed it, is “[w]ho decides which of the possible readings” of those laws should prevail?

For 40 years, she stressed, the answer to that question has generally been “the agency’s,” with good reason: Agencies are more likely to have the technical and scientific expertise to make such decisions. She emphasized the deep roots that Chevron has had in the U.S. legal system for decades. “It has been applied in thousands of judicial decisions. It has become part of the warp and woof of modern government, supporting regulatory efforts of all kinds — to name a few, keeping air and water clean, food and drugs safe, and financial markets honest.”

By overruling the Chevron doctrine, Kagan concluded, the court has created a “jolt to the legal system.”

Kagan also pushed back against the majority’s suggestion that overruling the Chevron doctrine would introduce clarity into judicial review of agency interpretations. Noting the majority’s assurances that agency interpretations may be entitled to “respect” going forward, she observed that “[i]f the majority thinks that the same judges who argue today about where ‘ambiguity’ resides are not going to argue tomorrow about what ‘respect’ requires, I fear it will be gravely disappointed.”

Similarly, she questioned the majority’s assertion that Friday’s decision would not call into question decisions that relied on the Chevron doctrine to uphold agency action. “Courts motivated to overrule an old Chevron -based decision can always come up with something to label a ‘special justification,’” she posited. “All a court need do is look to today’s opinion to see how it is done.”

But more broadly, Kagan rebuked her colleagues in the majority for what she characterized as a judicial power grab. She lamented that, by overruling Chevron , the court had, in “one fell swoop,” given “itself exclusive power over every open issue — no matter how expertise-driven or policy-laden — involving the meaning of regulatory law.”

Roman Martinez, who argued the case on behalf of one of the fishing companies, applauded the decision. “By ending  Chevron  deference,” he said in a statement, “the Court has taken a major step to preserve the separation of powers and shut down unlawful agency overreach. Going forward, judges will be charged with interpreting the law faithfully, impartially, and independently, without deference to the government. This is a win for individual liberty and the Constitution,”

But Kym Meyer, the litigation director for the Southern Environmental Law Center, decried the ruling in a statement. “[T]he Supreme Court today says individual judges around the country should decide the best reading of a statute. That is a recipe for chaos, as hundreds of federal judges — who lack the expertise of agency personnel — are certain to reach inconsistent results on the meaning of federal laws as applied to complex, technical issues.”

Friday’s ruling came in one of three cases during the 2023-24 term seeking to curtail the power of federal agencies – a conservative effort sometimes dubbed the “war on the administrative state.” In October, the court heard arguments in a challenge to the constitutionality of the mechanism used to fund the consumer watchdog Consumer Financial Protection Bureau. Last month the court upheld the CFPB’s funding by a 7-2 vote. And on Thursday, the justices pared back the power of the Securities and Exchange Commission and other administrative agencies, holding that the SEC cannot continue to use in-house proceedings to impose fines in securities fraud cases.  

The fishermen in both cases were represented at no cost by conservative legal groups, the Cause of Action Institute and the New Civil Liberties Alliance, linked to funding from billionaire and longtime anti-regulation advocate Charles Koch .

Many Americans don't have life insurance, and half of those who do, don't have enough. According to a study from Global Atlantic Financial Group , 43% of Americans don't have life insurance. According to Insure , half of Americans who do have life insurance are underinsured, meaning their death benefit would not cover expenses like mortgage, college, food, debts, and clothing for dependents in the event of their death.

If you have employer-provided group life insurance through your job, note that those policies will end if you retire, are laid off, or are terminated. That is why it is best to have a personal life insurance policy as well.

Each calculation was based on the following assumptions: a 35-year-old with two kids and a working spouse, with an annual salary of $60,000, owns a median-priced home in their city, plans to pay for children's college tuition at an out-of-state public institution, and has savings and investments.

Life insurance replaces your income so the people who rely on you can maintain their standard of living. It covers day-to-day expenses like rent payments, groceries, transportation, and other essential costs. 

Although life insurance is widely used to replace income, life insurance for non-income earners may also be as essential. For example, life insurance can cover childcare and household services that a stay-at-home parent would've ordinarily taken care of before they passed away. 

Debt and final expenses 

An unexpected (or expected in the case of terminal illness) death makes handling debt difficult for those who share financial liabilities with you. Life insurance provides a death benefit to cover outstanding obligations if you were to die.  

Life insurance can also cover end-of-life expenses like your funeral service and burial or cremation costs so your loved ones can focus on grieving your passing. 

Future financial obligations

In your life insurance calculations, you'll also want to factor in future financial obligations. For example, if you have children, you may want to ensure they have funds for post-secondary education. 

10 to 15 times your annual income 

When selecting your death benefit amount, the rule of thumb is to select 10 times your annual income. For example, if you make $75,000 per year, you would purchase a life insurance policy for $750,000 to $1,125,000. It is not uncommon for people to get $1 million in life insurance.

If you have children, you may also want to factor in about $100,000 to $150,000 of post-secondary education coverage for each child. 

Multiplying your income gives you a rough estimate of how much life insurance you should purchase. You can use it as a starting point, but there are more accurate ways to determine the amount you need. 

The DIME formula 

The DIME is a more comprehensive method of calculating your coverage needs. DIME entails adding up the following components of your finances: 

  • Debt: Calculate the total of all your debt (e.g. loans, credit cards, medical bills, etc.), excluding your mortgage. You may also want to include costs for end-of-life expenses.
  • Income: Multiply your income by how many years your beneficiaries will likely need it. The Guardian suggests a good place to start is multiplying your income by the number of years until your youngest child graduates high school. However, this amount may be larger if you have lifelong dependents. 
  • Mortgage: Check your statements to find the outstanding balance of your mortgage. If you have a second mortgage or HELOC (Home Equity Line of Credit) on your home, be sure to include that in your calculations. 
  • Education : If you have children, anticipate spending upwards of $100k to $150k for post-secondary education for each child. 

After adding those up, subtract any current savings or life insurance policies you already carry. 

Using an online calculator 

You can use online calculators to get an estimate of how much life insurance you will need. Nonprofit organization Life Happens, for instance, offers an online life insurance calculator that asks a few questions so you can get an estimate of the amount of life insurance coverage you may need. 

An online calculator doesn't replace the comprehensive advice you would receive from a financial advisor who would look at your financial situation, goals, and estate planning, says Maria Roloff, a wealth advisor at Northwestern Mutual Insurance . However, it will give you an idea of what to expect when you speak with life insurance specialists.

Consulting a financial professional 

When considering life insurance, it is wise to consult a financial advisor, accountant, and estate planning attorney to make sure you have the best life insurance coverage for your goals and budget. Your life insurance needs will change as you age and must consider children, marriage, divorce, retirement, and caring for aging parents. 

A comprehensive assessment will include whether you need long-term care life insurance, disability insurance, or a combination of permanent and term life insurance . Find someone you trust with knowledge of the different types of life insurance products and a background in estate planning. Judges Block Parts of Biden’s Student Loan Repayment Plan

Two federal judges in Kansas and Missouri temporarily blocked pieces of the Biden administration’s new student loan repayment plan on Monday in rulings that will have implications for millions of federal borrowers.

Borrowers enrolled in the income-driven repayment plan, known as SAVE, are expected to continue to make payments. But those with undergraduate debt will no longer see their payments cut in half starting on July 1 , a huge disappointment for borrowers who may have been counting on that relief.

The separate preliminary injunctions on Monday are tied to lawsuits filed this year by two groups of Republican-led states seeking to upend the SAVE program, a centerpiece of President Biden’s agenda to provide relief to student borrowers. Many of the program’s challengers are the same ones that filed suit against Mr. Biden’s $400 billion debt-cancellation plan, which the Supreme Court struck down last June.

“All of this is an absolute mess for borrowers, and it’s pretty shocking that state public officials asked the courts to prevent the Biden administration from offering more affordable loan payments to their residents at time when so many Americans are struggling with high prices,” said Abby Shafroth, co-director of advocacy at the National Consumer Law Center. “It’s a pretty cynical ploy in an election year to stop the current president from being able to lower prices for working- and middle-class Americans.”

The preliminary injunctions freeze parts of the SAVE plan until the cases are decided.

In a statement, the White House press secretary, Karine Jean-Pierre, said the Biden administration strongly disagreed with the court decisions. “Today’s rulings won’t stop our administration from using every tool available to give students and borrowers the relief they need,” she said.

Eleven states led by Kansas filed a lawsuit challenging the SAVE program in late March in U.S. District Court for the District of Kansas. The next month, Missouri and six other states sued in U.S. District Court for the Eastern District of Missouri. Both suits argued that the administration had again exceeded its authority, and that the repayment plan was a backhanded attempt to wipe debts clean.

Around ten days ago, Harry Potter author JK Rowling wrote a 2,000-word essay in The Times about how she could not vote for Labour or Sir Keir Starmer, based on their position on gender recognition (read more here ).

Speaking to the same paper tonight, Sir Keir has said he is hopeful he can meet with the writer - who has been critical of trans women accessing single-sex spaces.

In a social media post at the end of last week, Rowling said: "Do biological males with gender recognition certificates have the right to enter women-only spaces? 

"It's a simple yes/no question."

Asked about this by The Times, Sir Keir said: "No. They don't have that right. 

"They shouldn't. That's why I've always said biological women's spaces need to be protected." 

Asked if he will he meet Rowling? "I've indicated a willingness [to do so]."

He adds: "Hopefully we can get that organised."

  • Northern Ireland minister Steve Baker spoke candidly about his expectation the Tories would lose the election (see our 19:19 post for more );

  • We've heard from  Prime Minister Rishi Sunak , who promised to "work his socks off" for the British people;

  • Political correspondent Rob Powell  has dug into why Mr Sunak keeps talking like he's lost the election, suggesting it may do little to help the Tories get their voters to the polls on Thursday ( see 14.30 post ).
  • Labour leader Sir Keir Starmer  was at a campaign event in Hitchin today, where he has urged the British public to "vote for a summer of change" with his party;
  • He was also asked by our political editor Beth Rigby if he worries about his popularity, and potentially having the "longest wedding and shortest honeymoon" with the British public;
  • Sir Keir said his record speaks for itself, claiming his "track record as a leader is clear" - and Labour is a changed party.
  • And, in typical Liberal Democrat fashion, Sir Ed Davey partook in a spot of bungee jumping today - his message was to encourage people to "try something new" and vote for his party;
  • He then took part in an outdoor Zumba class;
  • Political correspondent Matthew Thompson - who has spent much of the campaign with Sir Ed - has explained what a successful day at the polls would look like for the Lib Dems ( see 15.35 post ).

During the Politics Hub with Sophy Ridge , Northern Ireland minister Steve Baker spoke about his plans to stand as leader for the Conservatives should his party be defeated on Thursday.

He also spoke candidly about his belief the Tories would lose the election.

In response, Jonathan Ashworth, the shadow paymaster general, said: "It is incredible that less than sixty hours until polling booths open, Tory ministers are undermining the prime minister by boldly flaunting their leadership ambitions on national television.

"From COVID cronyism to trips to the bookies, these Tories always put self-interest and their own ambition ahead of serving their country.

"What this shows is that if the Conservatives are given another five years, the chaos will just continue."

Pollsters at Savanta have asked 2,287 people how they intend to vote on 4 July.

The results suggest the gap between the Conservatives and Labour is down to 15 points - the narrowest in a month.

The Tories are up to 24% of people - their highest score in a month.

The first big moment of election night on Thursday is the 10pm exit poll.

It's the clearest indicator of how the parties have done and who could form the next government.

Commissioned by the broadcasters - Sky, BBC and ITV - the fieldwork is carried out by pollster Ipsos, which will have interviewers at 133 polling stations around the country this year.

Our economics and data editor Ed Conway has been looking at the science and security behind this key moment that will set the tone for the long night that follows…

Harriet Harman, Labour's former minister for women and equalities, tells  Sophy Ridge   she wants to see women in parliament working cross-party to make a difference after the election.

"It might be we have as many as 250 new women in the House of Commons, re-elected and new women, and that's going to make parliament very different," she says.

"And I really hope that they'll actually work cross-party. 

"I hope they will not just put the party first always, but actually put women first and be a bit subversive in working together.

"If they do that, I think they can really make a difference on things like childcare, equal pay, domestic violence.

"So they need to be a bit subversive and rebellious."

Tory peer Kate Fall says she "completely" agrees. 

She adds that it's "important that you have strong women's voices in both chambers - especially in the Commons".

Sophy Ridge  is now asking the panel about concerns around people who want to vote not being able to because of delays to postal ballots being delivered - leaving some out of luck before setting off on holiday.

Harriet Harman, former Labour deputy leader, says Rishi Sunak should not have called the election at a time when the Scottish school holidays were under way, and says "he probably didn't think about it".

She says across the country "at least one in five people are voting by post", so the ones that have already been sent will now be "piling up in the councils".

"The electoral returning officers call in the agents of each candidate, and they open them before Thursday," she reveals.

"The agents are there to make sure it's all proper and everything is in order."

She goes on to say all around the country now there are agents who are seeing the votes and seeing the results right now.

Given most people won't vote on Thursday, "they are not the final result, but word starts seeping out about what has been seen by those agents", she adds.

Northern Ireland minister Steve Baker has explained why he wants to have a run at the leadership of the Conservative Party - after the election he believes the Tories will lose.

Mr Baker says he does not want to pre-empt Rishi Sunak standing down, but says he does want to run to replace him.

Asked to explain why, he says: "The reality is that my colleagues have sent for me before the referendum, after the referendum, during COVID and over net zero. 

"And on all four occasions, I've led actual MPs to a great degree of success - and I wouldn't mind the chance to do it again." 

He adds: "I've got 30 years of leadership experience in the armed forces, in the private sector, in parliament and in government."

Pointing to his time as Northern Ireland minister and Brexit minister, he claims people "can see my record is one of success".
