An abattoir is a facility where livestock is slaughtered for the processes of meat preparation along with the production of other meat products. The meat and meat products produced are predominantly meant for the human food consumption market though other products and by-products are earmarked for other uses. One common by-product is offal which is a hit amongst many customers in several parts of the world. Not forgetting leather which is a high-value by-product made from cattle hides. Bones and rendered meat can be used in stock feeds and fertilizers. By-products such as gelatin ( mainly from pigs ) can be used in making medications. Animal fat can be used in the making of detergents whilst other by-products such as lanolin can be used in the making of beauty products . This is a precursor to commencing business operations because there are things you must ascertain beforehand. You have to find out the availability of a market, its segmentation, its needs and its characteristic demographics such as location, scale of operations and the like. You must also study current players on how they are conducting business. We are looking at things like services offered, business processes, strategies, marketing approaches, pricing and so on. Some of the specialized equipment necessary is scalding and de-hairing machines, conveyor belts, hoists, splitting saw, shears and scalding tanks. When looking for people to work with look out for people with qualifications in abattoir processes, abattoir supervision, slaughtering processes, meat examination and classification amongst other related skill sets. Modernization of Nigerian Abattoirs is the need of the hour

According to one estimate, the global protein ingredients market size is projected to surpass around US$ 114.6 billion by 2030 [1]. Meat is a major source of protein that is in high demand all over the world. The increased demand for high-protein foods has resulted from the world’s growing population. This demand is felt more acutely in developing countries such as Nigeria. Every day millions of people across the globe depend on meat supply from abattoirs. In Nigeria, over 1.3 million cows are slaughtered yearly, as cattle alone provide about 30 percent of the meat consumed in the country [2].

A slaughterhouse, also called an abattoir, is a facility where animals are slaughtered to provide animal meat for human consumption. The Kano abattoir, which is located in the metropolis Wambai quarters, is one of the state’s primary meat processing facilities, from which raw meat products are processed and supplied across the state’s 44 Local Government Areas, as well as neighboring states and countries The abattoir in Kano is almost 60 years old [3]. Kano abattoir was built in 1963 by Sir Ahmadu Ibrahim Bello the late premier of Northern Nigeria. At the time of the abattoir construction, butchery was not considered to be a serious business; however, it had state-of-the-art facilities at that time. But because of the cultural and religious practices the machines installed were never put to use. Later, when the demand for meat increased there was tremendous pressure exerted on this abattoir which lacked the facilities of modern slaughter house such as mechanical slaughtering and cold storage etc. Demand was voiced for an alternative slaughterhouse. The first governor of Kano State Audu Bako attempted to shift the abattoir to another location with better facilities but the butchers refused to relocate to the facility due to ignorance of the long-term benefits. As a result the Kano abattoir still functions without modern slaughtering facilities [4].

An effort was made to evaluate the sanitary conditions of the Kano slaughterhouse [5]. The investigation aimed to assess the hygiene and sanitary conditions prevailing in the abattoir. The study indicated the condition of the slaughterhouse to be very poor. Due to the heavy load of slaughtering and the non-adoption of modern technology the condition of the slaughterhouse has become very filthy (figure 1).  Due to its highly nutritive nature carcass is prone to microbial infection if not processed properly, which lead to deterioration in meat quality, and even can cause food poisoning. Few samples that were collected from the abattoir site for microbial analysis indicated the presence of Escherichia coli , Staphylococcus aureus , Proteus mirabilis , Klebsiella , Salmonella typhii and Streptococcus pyogenes . Among the microbes isolated, Staphylococcus aureus had the highest percentage of occurrence of (27%) while Proteus mirabilis had the least percentage of occurrence of (3%).

There is an urgent need for the modernization of the Kano abattoir. Drastic changes had happened in the last 50 years and demand for meat has increased many folds. Without adopting modern methods it is very difficult for slaughterhouses to keep quality standards. A few slaughterhouses were recently closed by the Government due to the unhygienic environment in which they operate [6]. The financial implication because of eating contaminated food is a huge and serious health concern. The outbreak of certain infectious diseases such as cholera, brucellosis, bovine tuberculosis, and other parasitic worms can be directly linked with contaminated meat consumption. It is high time to initiate a serious discussion with all the stakeholders to highlight the importance of providing good quality meat for the consumers.

Studies in Nigeria , Ghana and other developing countries have established that poor waste management is responsible for the environmental and health hazards associated with abattoirs.

The hazards have indirectly threatened or endangered the health of residents and the environment in general. This is because animal waste such as blood, bones, intestinal content, tissues, hides and skin are scattered in huge piles around the abattoirs.

In my research on the environmental and health hazards of abattoirs in Ibadan, I identified a number of reasons for this state of affairs. These included improper planning of abattoirs, illegal abattoirs, untrained slaughterhouse workers as well as butchers that are ignorant of sanitary principles.

Residents’ continued susceptibility to the ill effects of these abattoirs are connected to poverty. The poor are less able to protect themselves from environmental hazards or respond to the health risks they face.

These issues have become more prominent and less attended to in Nigeria because of lack of institutional and regulatory frameworks.

Major findings

Issues related to abattoirs pose challenges in many developing countries due to corrupt practices by government officials and unethical slaughterhouse workers.

Research has shown that it’s not uncommon for abattoirs to dispose waste directly into streams and rivers. There’s no disposal management or treatment system. And, the meat is also washed in the same water. This is true in Ghana as well as Nigeria , among others.

On entering most abattoirs in Nigeria, one immediately sees the glaring evidence of a failed and a broken system . This includes dilapidated slaughtering and processing facilities, inadequate clean water supplies, no refrigerators and lack of facilities for the collection and storage of waste. Proper sewage or waste disposal systems are also lacking.

My research focused on environmental hazards and health risk of residents who are neighbours to abattoirs in Ibadan, Oyo State. Data for the research was collected across the four seasons from 570 participants in neighbourhoods located within 300, 600 and 900 meters of the selected abattoirs.

I identified a number of areas which pose threats to the environment.

For example, waste generated in abattoirs is usually directed into rivers or the run-off gutters of adjoining buildings. This attracts flies and a stench that affects adjoining residences.

The waste water emanating from abattoirs pollutes surface and underground water as well as the air. The pungent stench forces neighbouring residents to shut their windows and doors, thus disallowing cross ventilation in homes.

The piled-up waste also causes air pollution , which subsequently produces methane gas that intensifies the greenhouse effect on global warming.

The waste is also responsible for environmental change, stigmatisation of residences and depreciation in the value of adjacent properties. The animal waste and waste water contribute to adverse health outcome .

As a result, abattoirs-related environmental and health hazards have become prevalent.

Residents expressed dissatisfaction with the location and the way abattoirs are managed. But they didn’t wholly attribute their ill-health to the poorly managed waste and untreated waste water from the abattoirs.

Instead they thought that their ill-health was likely coming from several other sources.

But, during the individual and focus-group interviews, I noted that the perceived illnesses were contingent on the duration of their exposure to abattoir effluence, but not solely on their proximity to the abattoir.

Finding solutions to these issues is becoming increasingly difficult as abattoirs in residential areas proliferate.

Political decision making supersedes rational thinking in the siting of abattoirs in Nigeria. This is because leaders often only think of political gains when deciding where to site an abattoir, rather than a thorough assessment of its likely impact on the environment.

Another problem is that existing legislation in Nigeria emphasises the hygiene of slaughtered products. But it doesn’t consider the operation, handling, and maintenance of the slaughterhouses themselves.

What needs to be done

To continue establishing abattoir haphazardly without environmental and health considerations only invites diseases – and potentially pandemics such as COVID-19.

Evidence-based responses need to be developed that would aid policymakers in implementing programmes designed to mitigate environmental and health hazards from abattoirs.

Firstly, mitigating these hazards will require the tightening of regulations and strict enforcement of environment-friendly sanitation practices. Top of the list would be methods of storage, disposal and transportation of animal waste.

Next, existing and future abattoirs must be appropriately classified. The categories should include: types of establishment, classes of solid waste, operational capacity and possibilities of generating hazards.

Lastly, Nigeria needs to introduce a modernised legislative framework. This can be used to guide the proper planning, design, construction, licensing and operation of abattoirs. Such a framework must meet international requirements and operate within statutory provisions to protect the environmental, public health and well-being of residents.

The framework must also specify what developments can, or can’t, happen within the vicinity of abattoirs.

‘We Can’t Breathe’: How Abattoirs Are Poisoning Lagos Communities

According to the Lagos State Ministry of Agriculture, Nigeria accounts for about 30% of meat consumed in West Africa, with Lagos State alone contributing 8000 of the daily slaughtered cattle.

The ministry has only approved seven abattoirs in the state, but numerous unlicensed slaughterhouses exist. The approved abattoirs are Achakpo Mechanized Abattoir in Ajegunle, Okoye Mechanized Abattoir in Badagry, Matori Slaughter Slab, Itire Slaughter Slab, Ikorodu Slaughter Slab, Badagry Slaughter Slab, and Epe Slaughter Slab. Due to lack of regularization in the unlicensed slaughter slabs, solid wastes in bones, blood, dungs, and animal parts that constitute underground drainage water and air pollution are littered around the abattoirs.

This investigation looks at the unethical practice that exposes community residents to contaminated water, poor sanitation and hygiene, and contributes to the rising rate of greenhouse gas emissions. Waste generated in abattoirs, for example, is typically discharged into rivers, canals, or the run-off gutters of neighbouring buildings. This attracts flies and creates a stench that affects adjacent homes, producing a lot of methane and, again, terrible odors.

This investigative piece brings the realities of the lapses to the attention of the government and Nigerians. A thorough investigation will determine the extent of activities that endanger the environment and contribute to climate change. It will also assesses the air quality of the communities surrounding the abattoirs and the direct effects of being exposed to polluted air.

This latest development comes shortly after Zhongshang Fucheng Industrial Investment Ltd secured a court judgment in France authorizing the seizure of three Nigerian presidential planes.

The company seized two buildings tied to the Nigerian government in Liverpool, United Kingdom, in June 2024, following Nigeria's failure to comply with an arbitration ruling issued in 2021.

The properties, located at 15 Aigburth Hall Road and Beech Lodge, 49 Calderstones Road in Liverpool, were seized following a December 2021 British court order.

This ruling empowered Zhongshang executives to confiscate Nigerian assets in the UK to recover the $70 million judgment, which remained unpaid as of August 20, 2024, with a two per cent monthly interest accruing on the outstanding amount.

Zhongshang was awarded $55,675,000 plus interest of $9,400,000 and costs of £2,864,445 as of the date of the arbitration verdict on March 26, 2021, court documents said.

The case stemmed from a dispute between Zhongshang and Ogun State. The firm said the state violated a 2001 trade treaty between Nigeria and China when its rights to a free trade zone were rescinded in 2016.

The company brought Nigeria before a UK arbitration panel in 2018, accusing the country of using federal agencies, including the police, immigration, and the export processing authority, at the behest of Ogun State without following due process.

According to court documents, two Zhongshang executives were expelled from Nigeria between mid and late 2016, with one of them allegedly detained and tortured by the police.

Several European courts have already issued enforcement orders in the UK, Belgium, France, and other countries, allowing Nigerian-owned jets and other assets to be tracked and seized.

Meanwhile, an appellate panel in the United States recently declined to extend sovereign immunity protection to Nigeria, facilitating Zhongshang’s continued efforts to recover the $70 million owed.

A consultant working with Zhongshang said the company has been working to put the two Liverpool houses up for sale, including on eBay, where the source said up to $2.2 million would be asked for both.

The company is also reportedly preparing to claim Nigeria’s £20 million P&ID award in the UK.
