Both are good sentences and mean the same thing.

"Have you finished your homework?" has an impact in the present, whereas "Did you finish your homework?" has no impact in the present and the homework was done in the past.
I personally like "have you..." but you can say either one.

How do you say: "I finished ~ing"
I know it's probably a simple answer, but as much as i tried looking it up, I can't find it anywhere. Since I know starting to do something is "~기 시작하다" my first assumption is that finishing something would be "~기 끝나다" . Is this the case or am I making a wrong assumption. Thanks in advance.

I'd use 'do' or 'finish,' not 'complete.' And although I'd probably use the past, the present perfect would also sound fine in this case.

Nothing's grammatically wrong with it, but "complete my homework" is not idiomatic to me.
It’s not idiomatic. That’s all. It would make perfect sense, but it would sound odd. It would suggest that you meant: did you complete the homework that you’d already started and then left unfinished?

As exchode pointed out, there is not necessarily a direct translation, but multiple words which give the meaning of having finished doing something (ㅇㅇ 해 버렸다, for example). While ~기 끝났다 does give the meaning of finished, it would be like saying in english, "I ended ~ing." Like a little formal and strange for everyday situations.

You can complete a task, a project but I don't think you can complete your homework. As the two other guys have already mentioned, in BE you'd use the present perfect, whereas in AmE you'd use the past. As for your second question, yes, you can use either finish your homework or do. i hope this helps.
