We all know the importance of internet and are very dependent on it even if we do not realize it. In our day to day activities, almost 70-75% of our work involves the use of internet. We require internet for our studies, learning new things, to look for job opportunities, to communicate with our friends and relatives even if they are living in some other continent.

All these uses of internet and the network itself was just a dream for the older generation but now, today’s generation has become dependent on it, so much that we have a constant internet connection in our mobile phones and laptops even if we are travelling.

In this situation where internet connection is the need of the hour, a public Wi-Fi connection would be like a boon to that person’s daily work and therefore, he would not think before using this public Wi-Fi connection.

In a country like India, where more than 60% of the population is the younger generation and half of this population has a lot of problems to deal with.

For example, some children belong to poor families that they have a poor financial condition, some children might be belonging to middle class families but the internet might be a kind of extra luxury which they are not able to afford, etc.

All these conditions somewhere become aa hindrance to the development of the child’s social life. Internet is not just for the purpose of communication, it is more for the purpose of educating the people who can not learn or gain the education via traditional routes.

We have heard about the digital India scheme which was launched and promoted by the Prime Minister of India and then offering free internet for a year. This was all done to promote digital literacy in India and because of this scheme, the term free public Wi-Fi came into existence.

The sole purpose of providing a free Wi-Fi in India is to promote free education to each and every child of the nation and also to provide the digital freedom which is the need of the hour and has now become a right of every Indian Citizen.

The advantages of having free public Wi-Fi are quite obvious. It has already been listed down as to how a free public Wi-Fi can be useful to the people.

To obtain the free Wi-Fi connection is also very simple i.e. one just simply has to register into the portal fill in the personal details and get connected to the free Wi-Fi network.

Nowadays, even colleges, shopping malls, restaurants, railways stations, etc. have started offering free Wi-Fi. Some of the above mentioned places like the restaurants and shopping malls offer free public Wi-Fi just for the sake of publicity that is to attract the public attention.

But the colleges and other educational institutes offer free public Wi-Fi to promote education or at least give digital freedom to the students so that they do not get stuck in their studies if they have no information or knowledge.

Thus, the basic agenda behind providing free public Wi-Fi is to give free knowledge in the form of digital freedom. To gain as much knowledge as one can gain from this free public Wi-Fi without facing any problems related to the location of that person.

Any person can gain access to free public Wi-Fi irrespective of his location that is even if he has his books at home and at that moment if he needs urgent information he can just type it in any browser and get the information provided he has a proper internet connection. This is possible with free public Wi-Fi.

The Internet is becoming so important in our lives that many people consider Internet access as important as water or power supply. Should public Wi-Fi access be 'free'?

Students are slowly beginning to move in to their new homes in and around their respective universities in preparation for the upcoming academic term. Most bills and subscriptions like electricity, gas, water, TV licence and other commodities are provided already and simply need a direct debit to continue without a cut in service.

Getting the broadband up and running can prove lengthy at times, however. In my case, going into my second year of university, it took me an entire month of wading through the bureaucracy of having a previous owner tagging the line.

It was like the Shawshank Redemption; except with more wading through crap and no bloody redemption.

This is on the day that the plan to open up the spectrum and provide a coast-to-coast wireless service, giving many of the estimated 100 million US citizens free broadband access was shot down by the FCC .

The Digital Economy Bill, in essence the United Kingdom's legislation to prevent piracy and hammer down on Internet related 'crime' could still threaten public wireless access in the country. Universities were at risk from closing down their wireless hotspots on campus because of the risk factor relating to students downloading copyrighted material over their networks .

So with this in mind, should public wireless hotspots be free? Taking into account wireless security, piracy and privacy, as well as the businesses who provide the network, frankly I personally still can't decide whether they should be or not.

Some of the arguments for free public Wi-Fi:

Builds up geo-location facilities by allowing street mapping companies like Google drive by and collect information about these hotspots . You'll find more often than not these free Wi-Fi access points are unencrypted, so although all the traffic sent and received by Wi-Fi users could be read, drive-by hotspot detectors can use them for mapping purposes.
Increases visitors to your business though it doesn't guarantee they will buy something. Many café and coffee shop owners open up wireless broadbad on their premises to attact customers, including those who are on a 'working lunch' and want to catch up on some paperwork while having a coffee and a bite to eat.
It's free! What could be more of an argument? It automatically saves time by not having to enter in card details and the need to fill our expenses forms and suchlike, and it's 'plug-and-play' without any hassle. The cost often isn't the problem; in my experience it's the inconveneince of having to go through the payment rigmarole for what will inevitably be a short amount of time.

And some for the opposing team:

It's not secure in that most public networks to allow everyone instant access is to leave them unencrypted so users can browse straight away. But as these networks are not encrypted, anything you do, say, visit, browse or write online could be intercepted . If you have shared folders on your laptop, they could be read too.
Businesses suffer from scroungers maybe buying one cheap $1.50 coffee and sitting there for hours. Some coffee shops are pulling wireless access off their menus because frankly, a place without Internet access is relaxing especially in Silicon Valley.
Credit cards can be used to prevent piracy in that you can prove exactly where you are at a certain time. Often the IP and unique MAC address of your computer will be recorded on connection, so that if you are accused of piracy and you have been naughty, they can prove it was in fact you. This acts as not only a deterrant not to pirate, but also acts as an incentive to use paid Wi-Fi access.

Free Wi-Fi access appears to be more of a backup solution than anything. And when I say 'backup', I actually mean 'backed into a corner'.

Most people will use public Wi-Fi in Starbucks , for example if they are absolutely desperate to use it. Many students moving into their new houses at the start of the academic year who are struggling to get their broadband turned on will be thankful for the free Wi-Fi access around town to use in the meantime.

While larger businesses could provide wireless broadband for free in their franchises, smaller café owners may struggle and understandably, with users taking advantage of the wireless access and not compensating the owners. And if users do pirate on a free network, the liability will fall with the café owners and the lawsuits could start flooding in. Unfair really, isn't it?

Computer security also includes protection from unplanned events and natural disasters. Cyber security main function is to guard computers, networks, programs and data from unintended or unauthorized access, change or destruction.

Free Internet access should be a basic human right: Study

Free internet access must be considered as a human right, as people unable to get online -- particularly in developing countries -- lack meaningful ways to influence the global players shaping their everyday lives, according to a new study.

As political engagement increasingly takes place online, basic freedoms that many take for granted including free expression, freedom of information and freedom of assembly are undermined if some citizens have access to the internet and others do not.

New research reveals that the internet could be a key way of protecting other basic human rights such as life, liberty, and freedom from torture -- a means of enabling billions of people to lead 'minimally decent lives'.

Dr. Merten Reglitz, Lecturer in Global Ethics at the University of Birmingham, has published his findings -- the first study of its kind -- in the Journal of Applied Philosophy .

"Internet access is no luxury, but instead a moral human right and everyone should have unmonitored and uncensored access to this global medium -- provided free of charge for those unable to afford it," commented Dr Reglitz.

"Without such access, many people lack a meaningful way to influence and hold accountable supranational rule-makers and institutions. These individuals simply don't have a say in the making of the rules they must obey and which shape their life chances."

He added that exercising free speech and obtaining information was now heavily dependent on having internet access. Much of today's political debate took place online and politically relevant information is shared on the internet -- meaning the relative value these freedoms held for people 'offline' had decreased.

Dr. Reglitz's research attributes to the internet unprecedented possibilities for protecting basic human rights to life, liberty and bodily integrity.

Whilst acknowledging that being online does not guarantee these rights, he cites examples of internet engagement that helped hold Government and institutions to account. These examples include:

The 'Arab Spring'- new ways of global reporting on government atrocities.
Documenting unjustified police violence against African Americans in the US.
#MeToo campaign -- helping to 'out' sexual harassment of women by powerful men.

Dr. Reglitz defines 'moral human rights' as based on universal interests essential for a 'minimally decent life'. They must also be of such fundamental importance that if a nation is unwilling or unable to uphold these rights, the international community must step in.

The study points to a number of important political institutions which have committed to ensuring universal access for their populations, convinced that this goal is affordable:

The Indian state of Kerala has declared universal internet access a human right and aims to provide it for its 35 million people by 2019.
The European Union has launched the WiFi4EU initiative to provide 'every European village and city with free wireless internet access around main centres of public life by 2020.
Global internet access is part of the UN Sustainable Development Goals, with the UN demanding states help to deliver universal Internet access in developing nations.

Dr Reglitz outlines the size of the challenge posed in providing universal internet access, noting that the UN's International Telecommunication Union estimated that, by the end of 2018, 51 percent of the world's population of 7 billion people had access to the Internet.

Many people in poorer parts of the world are still without internet access, but their number is decreasing as technology becomes cheaper. However, internet expansion has slowed in recent years, suggesting universal access will not occur without intentional promotion.

"Universal internet access need not cost the earth -- accessing politically important opportunities such as blogging, obtaining information, joining virtual groups, or sending and receiving emails does not require the latest information technology," commented Dr Reglitz.

"Web-capable phones allow people to access these services and public internet provision, such as public libraries, can help get people online where individual domestic access is initially too expensive."

He added that the human right to internet access was similar to the global right to health, which cannot require globally the highest possible medical treatment, as many states are too poor to provide such services and thus would face impossible demands.

Instead, poor states are called upon to provide basic medical services and work toward providing higher quality health care delivery. Similarly, such states should initially offer locations with public Internet access and develop IT infrastructure that increases access.

According to the NGO The World Wide Web Foundation, founded by World Wide Web inventor Tim Berners-Lee 'affordability' remains one of the most significant, but solvable, obstacles to universal access.

For the Foundation, internet access is affordable if one gigabyte of data costs no more than two percent of average monthly income -- currently some 2.3 billion people are without affordable Internet access.

It will not only allow small and medium enterpenuer to explore themselves in a very wide mode of communication but also allow the economy to grow at fast pace. But as everything has its good as well as bad effects, due to free Wi-Fi facility at public places, hackers will get the chance to hack large amount of data as they will be getting loads of data to hack at public places. There are chances of other cyber crimes including hacking like pishing etc. So, government should provide Wi-Fi at public places but after establishing well regulated and proper watchdog system against cyber crime so that people don't able to misuse it.
