A research proposal is a serious statement that addresses a researcher’s intent to conduct a study on a phenomenon and a plan about how to perform the research. Students usually undertake research under the guidance of a supervisor from faculty in tandem with assistance and supervision of other faculty members. Thus, the proposal should be a clear statement of intent that aims at elucidating the plan of research to make it feasible and acceptable for all parties concerned. The most essential characteristic of a research proposal is that it should be sufficient to present the researcher’s idea or question and expected outcomes with clarity and definition (the what). It should also make a case for the reason the researcher’s focus of study is significant and the value that it will bring to the discipline under study (the why).

A research proposal is a pre-written document which gives an overview of the research tactics. It gives a general idea of the objectives to be achieved and the ways and means to achieve it. Writing research proposal is however a challenging feat. Due to lack of clear guidance from any source, there are many substandard research proposals which are placed before evaluation committee. The researcher came across various people who had no clear understanding of the process and structure of research proposal or research design. This problem has led the researcher to develop a framework to guide the prospective researchers in framing their research design based on the following research questions.1) what is the procedure of writing the research proposal 2) what are the components of the research proposal.So, to give a clear picture about the problem the paper is divided into two parts I) Procedure of writing the research proposal II) Components of the research proposal. The Hope University Graduate School’s Regulations, Research Proposals for post-graduate Diplomas should not less than 15 pages; those for Masters should not have more than 25 pages and those for PhDs should not have more than 35 pages. References are for Postgraduate Diploma and Masters, whereas Bibliography is for PhDs. In all cases, the writing is one and half-spacing font 12 in Times New Roman. On an A4 page, with page numbers in the bottom margin right aligned. The candidate should submit five spiral bound copies to the vetting committee.

Purpose of a Research Proposal is to convince the organization and readers .Characteristics need to be based on attention, interest, desire and action. Qualities of good proposal include specific scope, realistic nature, appropriate credentials, fulfill needs, beneficial, short and simple. Need for good preparation of proposal is vital in formulating proposal, assisting researcher and improving the research quality. Functions of Proposal consists to synthesize critical thinking, clarifies own thinking, refine proposed research, communicate ideas, open thinking and negotiation between researcher and involved parties. Basic composition of Proposal needs a beginning, middle and an end. Typical proposal format includes title, abstract, introduction, background, preliminary studies, research methodology, budget, curriculum vitae for principal investigators, appendix and human subjects. Proposal development strategies and writing tips includes use of outline , listings, visuals, forecasting , internal summaries , significant issues , sequencing components , review , edit , proof read , avoiding overkill point and errors. Proposals are turned down when problems are trivial, complex, nebulous, diffuse without clear aim, lack of sufficient evidence, imagination and originality.

Onen (PhD) EASHESD, College of Education & External Studies, Makerere University Introduction Writing and submitting an acceptable RESEARCH PROPOSAL is not a simple task, and can be an exasperating experience even for the most accomplished researcher. For the novices in RESEARCH (many doctoral students are), producing a PROPOSAL can be a very frustrating and academically challenging exercise. In the College of Education and External Studies (CEES) at Makerere University for instance, the author is aware of some doctoral students who have spent over 10 years on their PhD programmes without submitting any acceptable dissertation or thesis PROPOSAL .

2 Such students, of course, are not permitted to commence writing their doctoral dissertations or theses until they have written and submitted their RESEARCH proposals. Most often, stories are abound on campus why such students delay to produce their proposals. Many claim that so and so was delayed for several months or even years by a malicious supervisor or administrator, or such and such a student had to change the supervisor because the supervisor had started to demand for sex or money, or .. The stories are usually endless! However, amidst these accusations and counter-accusations (because the supervisors also accuse the students of several vices), there are still a few students who write and submit their dissertation or thesis proposals within the recommended time (for example, the author took five months to write and submit his PROPOSAL for review in the same University ).

3 In fact, there are even a few cases, where some students produce their proposals and final dissertations well before the stipulated time. This raises concern and makes us ask: (i) how do those students who successfully write their proposals make it? (ii) What do they write that others do not? (iii) What is a RESEARCH PROPOSAL , and how important is it in a study? And (iv), what are the key elements of a RESEARCH PROPOSAL and what does the Makerere University s guidelines say about PROPOSAL writing? In this paper, the writer attempts to address some of these issues basing on his experience as a former doctoral student (now staff) of Makerere University .

4 But first, what is a RESEARCH PROPOSAL , and how important is it? What is a RESEARCH PROPOSAL ? Literally, the word PROPOSAL means a suggestion put forward by someone for consideration or discussion by others - like in the case when someone makes a marriage PROPOSAL to you. Applied loosely to RESEARCH , a PROPOSAL is a suggestion or plan by someone (the researcher) indicating a researchable problem and how s/he intends to resolve it. However, technically, a RESEARCH PROPOSAL is a written presentation of an intended RESEARCH specifying the problem, purpose, scope/objectives, methodology, references and the budget of the study (Amin, 2003; Makerere University , 2011)).

5 It is an overview of the intended RESEARCH describing the proposed project: its design, financial requirements and its potential contribution to the existing body of knowledge (Oso & Onen, 2009). As such, a well-prepared PROPOSAL should act as an efficient and effective guide to the researcher while conducting his/her study. 2 | P a g e Role of a RESEARCH PROPOSAL According to Wong (2002), most students and beginning researchers do not fully understand what a RESEARCH PROPOSAL means, nor do they understand its actual importance. This partly explains the delay and the I-don t-care attitude some students exhibit during PROPOSAL writing.

6 Yet, to put it bluntly, one s RESEARCH is only as good as his/her PROPOSAL . This implies that every RESEARCH PROPOSAL must convince others that the writer of the PROPOSAL has a worthwhile project and also possesses the required competence and work-plan to accomplish it. For doctoral students, dissertation or thesis proposals are very important in pursuit of their degree qualifications. In fact, McGranaghn (2004) points out that in such a case, a PROPOSAL is in effect an intellectual scholastic (not legal) contract between the student and his/her RESEARCH Committee. McGranaghn believes, and rightly so, that since the PROPOSAL specifies what the researcher wants to do and how s/he would do it, in approving one s PROPOSAL , the RESEARCH Committee - in the case of Makerere University , the Higher Degrees Committee at a faculty or school, in effect is giving their best judgment that the approach to the RESEARCH as proposed by the researcher is reasonable and likely to yield the anticipated results.

7 This therefore means, that being clear about what one wants to do, why it should be done, how it will be done and the results expected from the study right from the beginning, is very crucial for any doctoral student who intends to graduate on time. Generally in RESEARCH , proposals serve many different purposes. But for doctoral students, proposals are used: (i) To convince other people and the supervisor(s) that the researcher has a worthwhile project to study; (ii) To demonstrate the student s expertise in his/her area of study; (iii) To demonstrate the student s competency in undertaking an intended study; (iv) To produce a roadmap that the student will follow during his/her dissertation project; (v) To establish a point of departure that will be flexible enough to withstand revision in light of the inevitable "surprises" that will crop up as the student progresses through his/her RESEARCH programme.

8 And (vi) To help in making admission or progression decisions on the candidate (student). For instance at Makerere University , a student will not be allowed to proceed to write his/her doctoral thesis or dissertation until an acceptable RESEARCH PROPOSAL is submitted. Types of RESEARCH Proposals Broadly, RESEARCH proposals can be categorized into two types based on the RESEARCH paradigms; namely: quantitative and qualitative proposals. A quantitative PROPOSAL is a PROPOSAL that describes an inquiry informed by the philosophy of logical positivism and one that seeks to understand the world in quantitative and numerical terms.

9 Such studies are more dominant in today s graduate work than ever before. On the other hand, a qualitative PROPOSAL is one which describes any inquiry that seeks to understand the world within the total context of what creates meaning out of people s lived experiences (Amin, 2005). This type of PROPOSAL thus describes a study which findings are generally expressed in qualitative and categorical terms. In practice, the writing of quantitative and qualitative proposals is not exactly the same since the two RESEARCH paradigms have differences right from conception, design, actual study and data analysis techniques.

10 A researcher needs to be clear of the RESEARCH paradigms s/he intends to operate in when developing his/her PROPOSAL . Amin (2005) emphasises that 3 | P a g e quantitative studies are theory-based and should be built on clearly specified and detailed questions that will be answered or on hypotheses that are testable. Meanwhile, qualitative proposals commonly describe inquires which may not be grounded in any theory, but which at the end of the study, can produce a theory (or theories). Thus the conception, design and language in which both quantitative and qualitative proposals are presented often differ. Structure of a RESEARCH PROPOSAL A RESEARCH PROPOSAL is basically made up of three sections: the preliminaries, text and the appendices.

Mak Guidelines for Online Research Proposal and Thesis Defence

The higher education landscape is rapidly changing, the technological rise of the 21st-century and widespread integration of those technologies into our society, combined with access to the internet has integrally changed graduate research proposal and thesis examination/defence approaches. The rapidly changing landscapes call for a review of the research proposal/thesis examination methods in order to keep up with the times and incorporate integrated technologies into the learning modal, these technologies aren’t going to go away, they’ll continue to be integrated into our society and it’s time to embrace them for the advantages they bring. With the heavy integration of online technologies, the University will be able to improve the teaching and learning processes, information retention, engagement, responsibility and academic integrity.  

Virtual and blended approaches have become important because they help to break down the traditional walls of examination, and now with access to present day technologies and resources we can tailor the examination experience to the prevailing conditions.

The Makerere University policy and regulations for the examination of research dissertations and theses provide for three forms of defense, namely, face-to-face; blended; and/or online technology. Traditionally, the Makerere University’s thesis examination policy required that all participants be physically present in the room where the thesis defense is taking place, however, under exceptional circumstances, videoconferencing is permitted provided that the following conditions are met:

  • The general University regulations governing graduate research proposal and thesis examination/defence will apply ( ref. Mak Graduate Hand book available at www.rgt.mak.ac.ug )
  • A suitable space and technology for the videoconference should be designated before the proposal and thesis defense. The technology should ensure system stability and quality of sound and image during the examination.
  • Contact the Directorate of Information and Communication Technical Services (DICTs) for audio and videoconference technical support for the duration of the defense.
  • Inform the Director, Directorate of Research and Graduate Training in advance of an upcoming online research proposal or thesis examination. In this notification letter, the Principal/Dean/Chair should indicate in writing he/she has read and understands the regulations and rules for online examination/defence.
  • Videoconference software must be used that allows all participants to see and hear each other during the entire examination/defense.
  • Online participants must connect using hardware and network connections that ensure that all participants are visible and audible and that the connection is stable and available throughout the scheduled time of the defense.
  • Examination by ordinary cellular telephone (Audio only) is not permitted under any circumstances.
  • Conducting a practice run one week prior to the defense to ensure that participants are comfortable using the technology is highly recommended.
  • Maintain a good balance between web-conference security (to avoid disruptions, i.e. ‘web-bombing’) and allowing for an open public participation in the defense.

General Considerations

  • It is the responsibility of the Department to facilitate the web/teleconference-based defense;
  • To ensure that the candidate knows how to use the software platform, the Chair and candidate should conduct a test meeting prior to the defense.
  • Virtual research proposal and thesis defenses should adhere to the normal University requirements and procedures as much as possible;
  • The candidate and the examiners are encouraged to use a headset to reduce audio feedback, and to use an ethernet connection to the internet instead of WiFi.
  • The PhD Thesis defenses are open to the public audiences, and specific video connection instructions will be distributed to the University community in advance of the defense.
  • At the discretion of the Chair of the examination committee, a defense in progress may be stopped and rescheduled, ideally within one week if technical difficulties prevent the student, Chair or examiners from participating.

Before the Examination/defense

  • The Chair opens the meeting 15 minutes before the scheduled start of the defense. All participants should join the meeting at least 10 minutes before the defense begins.
  • The Chair should ensure that late participant arrivals do not distract the candidate once they start their oral presentation. Alternatively, the Chair can lock the meeting after the oral presentation begins.
  • At the start of the defense, the Chair will explain the format of the defense, including the time allowed for the oral presentation and set the ground rules for participation.
  • It is advisable that the candidate should send their presentation materials to the Supervisor and Chairperson ahead of time in case technical difficulties prevent projecting them during the teleconference.
  • To avoid distracting the candidate during their oral presentation, examiners and audience members’ microphones and camera should be turned off.

During the Examination/defense

  • The Chair should reminds the candidate and examination committee of the regulations. The Chair could project the slides on behalf of the candidate.
  • Audience members can either ask their question via the tool, in which case the Chair can turn on their video and microphone and invite them to interact directly with the candidate.

After the examination/defense

  • At the end of the question period, the Chair will ask the audience to leave the meeting and invite the candidate to either leave the meeting or isolate them from the other participants in the “lobby” depending on the software platform used.
  • Each examiner will individual assess and score the candidate’s performance. No vote will be recorded for an examiner who was not able to attend the defense. If an examiner must leave early due to technical difficulties, they can be allowed to vote via email at the Chair’s discretion.
  • The Chair will ask the examiners to sign the Examination Report. More details on digital signatures shall be provided by the DRGT.
  • The Chair will invite the candidate to return to the meeting and inform them of the outcome of the examination/defense.
  • If the candidate passes but revision of the thesis is required, the Chair will provide written comments to the candidate. All examiners must agree on the required changes. Optional changes that the candidate should consider prior to submitting the final report to the DRGT.
  • If the candidate fails, the Chair will provide written comments on the oral defense performance.
  • At the committee’s discretion, the candidate may be given a second attempt to defend the proposal or thesis.

Guidelines and best practices for the Principal/Dean/Chair

In advance of the examination/defense, the Chair

  • Consult with the student to select the video conference program to be used.  At the time of the defense, the Chair should be the host/point person for any technology difficulties.  Please do not leave this to the student, even if Chair is sure the student is more adept at technology.
  • Be knowledgeable of the ICT facility especially on how to allow the student to share slides and control the presentation.
  • Consider offering a “test run” with the student to ensure that the technology works and that they are comfortable using it to present their findings and answer questions.
  • Ensure that the student maintain audio-video connection throughout the examination.
  • Be responsible for ensuring that the requirements for online participation are met and that the online participation was uninterrupted or, if interrupted, that the defense was paused until the situation was fully restored.

At the defense

  • All participants should be in the examination room at least 15 minutes before the scheduled start time.
  • Don’t multitask during the research proposal or thesis defense.  Many examiners often do this in the online environment, but this is not a regular online meeting, it is an examination.  The student defending has spent years in anticipation of this examination/defense. 
  • Chair has the authority to discontinue the online defense at any time if they judge that online participation is interfering with the proper conduct of a rigorous and fair defense.
  • If one or more participants is dropped from the connection, or if audio is lost, the defense must be paused until the connection is restored. If the connection cannot be restored, the Chair must suspend the defense until it can be rescheduled.
  • Chair will introduce the candidate and the examination committee members; just as you would in a live defense (this is also a final check that all the audio/visuals work). 
  • Put a brief the agenda/rules in the chat window as a reminder of the examination rules.
  • Audio-only participation by either the examination committee members or the student is not permitted.

Guidelines and best practices for the candidate/student defending

In advance of the defense

  • The student should arrange to distribute all visual materials in advance of the defense
  • Make sure you know how to use the chosen video conferencing site (WebEx, Zoom, Microsoft Teams). 
  • Share your slides with your Supervisor before the start of the defense.  Ensuring someone else has them and could potentially share them if necessary is a good back up plan.

  • To ensure high quality and full access to web-conference features, the candidate should participate in the defense using a laptop or desktop computer.
  • Plan your physical space for the defense to ensure that there is enough light so that you can be seen without a shadow; avoid glare, shadows, or an overly cluttered backdrop, and Use headphones is encouraged, to reduce any potential background noise.
  • When delivering the presentation, sit and be sure that your webcam has a good shot of you from the shoulders up.  In a live defense, you would probably be standing, but that will not work here since you will not be as clearly visible.
  • Even though you are, sitting and you are communicating via videoconference, your gestures and nonverbal communication still matter.  Just as in a face-to-face examination, practice to avoid all those verbal fillers that may clog your communication.

Guidelines and best Practices for the examination committee members/Panelists

  • Do a test run, and consult DICTs and time to arrange the camera and lighting in advance.
  • Use your video to the extent that your internet connection allows, rather than a still image or your name.
  • Please mute your microphone unless you are speaking.
  • The examination committee members evaluate the candidate’s presentation, the quality of the research proposal or thesis as well as the candidate’s response questions.

Guidelines and best practices for the public audience :

  • After the defence, examination committee members have completed their rounds of questioning, and if time permits, the audience will have an opportunity to submit questions in writing using the chat feature.
  • Please keep the microphone muted at all times.

T r oubleshooting

  • Ensure there is a back-up phone number for all required participants in case there is a problem with the technology.  While University policy does not allow for participation via phone, being able to reach participants by phone can help troubleshoot a solution.
  • If all else fails, notify the Director DICTS of the issue by other means (e.g., email, text).

  • Amategaitu:  Amate Gaitu is a community of commercial farmers in partnership with researchers, students, input suppliers, processors, distributors, consultants, investors and service providers, creating, sharing and applying scientific knowledge and technological innovation through supplying high quality, value added dairy, grain and fruit products for the nourishment and health of Africans.

The overall goal of the programme is to increase the capacity of Makerere and Partner public Universities to generate knowledge and promote research uptake for national and regional development. This is line with the Makerere University’s strategic Plan 2008/09 – 2018/19 aimed at enhancing the transformation and utilization of knowledge, research and Innovation capacity of public higher education institutions to conduct and sustain strategic and quality research that will contribute to the development needs of Uganda and beyond.

This goal is to be met by focusing on training to Masters and PhD levels, as well as postdoctoral research. The program will also emphasize strengthening partnerships and optimizing synergies with Sweden supported initiatives in the region.

The Vehicle Design Project is an innovative research project aimed at applying contemporary technologies to develop sustainable transportation solutions for Uganda and Africa.

The Project was inspired by the Vehicle Design Summit (VDS), an International Student-Led Consortium aimed at Leapfrogging Sustainable Transportation Technologies.

In 2008, Vehicle Design Summit (VDS) Teams from 35 Pre-eminent Research Universities built a 5 seater Plug in Hybrid Electric Vehicle, The Vision 200 Led by Massachusetts Institute of Technology (MIT). 

Makerere University, the only African team, developed the Power Train and in-Vehicle Communication Network for the Vision 200.

The vision of the project is to be at the forefront of research and development of green transport technologies in Africa, while its mission is to carry out research aimed at development of cost effective and environmentally friendly transportation technologies for Africa.

The Tactical Objective, on the other hand, is to build from scratch a 2-seater Electric Vehicle code-named Kiira as proof of concept, while the strategic objectives are; development of Hybrid Public transport Vehicle-(Omni-bus), and establishment of Centre of Excellence in Transportation Research.

The Monitoring and Evaluation Technical Support (METS) Program is a 5-year CDC-supported collaboration of Makerere University School of Public Health (MakSPH) , the University of California San Francisco (UCSF) and Health Information Systems Program (HISP Uganda).

Highlights of the METS May 2024 Newsletter

  • Responding to and preventing Sexual and Gender-Based Violence (SGBV) and Violence Against Children (VAC) are critical components of Uganda’s national HIV prevention program. METS developed a new app designed to improve support for SGBV survivors. This followed an assessment in December 2022, that revealed gaps in service access and coordination in Fort Portal and Kampala Regions.
  • The METS team, in collaboration with regional implementing partners, is scaling up the app’s use in pilot districts such as Masaka, Kiryandongo, Fort Portal, and Mubende. The team visited facilities and police stations to install the app and train selected focal persons on its use.
  • METS supported the Ministry of Health to conduct a site readiness assessment for integrated delivery of HIV and Non-Communicable Diseases (NCD) services from 22nd to 26th April 2024, in collaboration with the US Centers for Disease Control and Prevention (CDC), and various implementing partners. The activity was conducted in selected health facilities in Acholi, Mubende, Kayunga, and Rwenzori regions to determine their feasibility for participating in a comprehensive NCD evaluation.
  • The 48 facilities visited have already integrated NCD services (mental Health, diabetes, and hypertension). Of these, 78% have integrated mental health services in their PMTCT clinics. 40% of the facilities have a dedicated NCD services physicians /doctor in the ART Clinic, 29% have doc have dedicated physicians in the PMTCT clinics. 90%. Most of the facilities have clinical and nurses in the ART than PMTCT facilities but more nurses offering NCD services in PMTCT sites.
  • In collaboration with CDC and METS, the MoH organized a national Electronic Medical Records (EMR) stakeholders meeting to orient stakeholders on the national EMR agenda and transition towards a comprehensive digital health facility package. Key actions discussed included expanding the rollout of the EMR and Community Health Information System (eCHIS) and urging development partners to support prioritized health information and digital health investments.
  • The introduction of electronic medical records (EMRs) in health facilities aims to improve the quality of health service delivery by providing real-time accountability transparency, and traceability of medical supplies, monitoring health worker absenteeism, enhancing patient satisfaction through efficient care provision, reducing unnecessary or duplicate diagnostic tests, and offering easy access to management reports for decision-making. Additionally, EMRs will lay the foundation for the implementation of national health insurance.
  • METS and Reach Out Mbuya (ROM) showcased the implementation of UgandaEMR+ to representatives from the USG and the Ministry of Health (MoH) at Kisenyi HCIV. The visit was aimed at providing a clear understanding of the system’s functionality at the health facility, which serves over 1,200 outpatients daily and supports over 1600 clients on ART.
  • Dr. Peter Akonyera, the ART Clinic In Charge shared positive end-user experiences, noting simplified data use and analysis, efficient data retrieval, and the system’s popularity among users despite existing challenges. He appreciated METS’ support in maintaining system synchronization. The data visualization tools have been particularly useful for clinicians to manage patient schedules and workload distribution effectively, ensuring timely and efficient healthcare delivery.
  • The International Conference on HIV Treatment, Pathogenesis, and Prevention Research (INTEREST) brought together global scientists to share cutting-edge knowledge in HIV diagnosis, treatment, and prevention. The conference also aimed to build a community of African physicians and scientists to develop local solutions for managing HIV and preventing its transmission.
  • METS submitted an abstract titled “Enhancing HIV Case Identification through a National HIV Testing Services (HTS) Continuous Quality Improvement” based on support to the Ministry of Health (MoH) in designing, implementing, and evaluating initiatives to increase the identification of HIV-positive clients, crucial for achieving the global target of 95% of people living with HIV (PLHIV) knowing their status.

SIMCS-Trial Vacancy Announcement: Twenty-Five (25) Research Assistants

Makerere University College of Health Sciences School of Medicine in collaboration with Baylor College of Medicine received funding from US National Institutes of Health – Fogarty International Center to carry out a study on “Development and evaluation of an information management and communication system for population-wide point of-care infant sickle cell disease screening (SIMCS-Trial)”. The program seeks to recruit 25 research assistants at its study sites. 

Roles and responsibilities  

  • Identify and screen participants for possible enrolment into the study according to the Study Protocol.
  • Obtain informed consent from caregivers of eligible participants as per protocol accordance with GCP and HSP principles.
  • Counsel and explain study procedures to the caregivers of study participants using the mobile app.
  • Enrol eligible participants into the study to meet the study accrual targets.
  • Complete study CRFs, correctly and accurately in compliance with trial procedures/ SOPs and GCP standards.
  • Ensure study participants’ safety and privacy, data integrity and confidentiality.
  • Participate in collection of appropriate study samples/specimens from the participants as per protocol and SOPs as well as performing the test.
  • Carry out any other duties as assigned by superiors in line with your work.

Required Qualification and experience 

  • A degree in any health-related discipline, and registered with the relevant national bodies.
  • Knowledge and familiarity with Microsoft word, Excel, PowerPoint and Access as well as basic internet applications 
  • Skills in using common relevant computer packages and mobile technology for data collection
  • Previous work in a research environment is added advantage.
  • Basic knowledge of clinical research regulatory procedures. 
  • Good Clinical Practice (GCP) training and Research Ethics training skills and knowledge
  • Excellent command of English (written and oral) as well as the local languages (Luganda or Lusoga)
  • Excellent interpersonal skills to develop relationships with participants.
  • Experience of living and or working both in urban and rural environment.
  • Team-working skills to work effectively as part of a multidisciplinary healthcare team
