Pelosi names members of January 6 select committee, including Liz Cheney

Washington — House Speaker Nancy Pelosi announced her appointments to the select committee to investigate the attack on the U.S. Capitol on January 6, including GOP Congresswoman Liz Cheney, who was one of only two Republicans to vote in favor of establishing the committee on Wednesday.

"The next step for us has always been to seek and to find the truth. We want to do so in the most patriotic and nonpartisan way so the American people have confidence in the results," Pelosi said in a press conference announcing her appointments.

Pelosi has the authority to appoint the 13 members of the committee, with five of those picks made in consultation with Minority Leader Kevin McCarthy. The speaker had pledged to use one of her picks to appoint a Republican, which would give the committee a more even partisan balance of seven Democrats and six Republicans. However, most GOP members opposed the creation of the committee, arguing that it would be too partisan in nature.

In addition to Cheney, Pelosi's other picks include Democratic Representatives Bennie Thompson, Elaine Luria, Jamie Raskin, Stephanie Murphy, Pete Aguilar, Adam Schiff and Zoe Lofgren. Thompson, the top Democrat on the House Homeland Security Committee, will chair the January 6 panel. 

January 6th Select Committee Intro

Cheney was ousted from her Republican leadership position in May due to her frequent criticism of former President Donald Trump and her refusal to downplay the events of January 6, when a mob of violent Trump supporters overran the Capitol in an effort to prevent Congress from finalizing President Biden's electoral victory. In a statement after Pelosi announced her appointment, Cheney said Congress "is obligated to conduct a full investigation of the most serious attack on our Capitol since 1814."

"What happened on January 6 can never happen again. Those who are responsible for the attack need to be held accountable and this select committee will fulfill that responsibility in a professional, expeditious and nonpartisan manner," Cheney said.

Five people died during the insurrection, including Capitol Police Officer Brian Sicknick, who died hours after engaging with rioters. A medical examiner later  determined  he died of natural causes. Two Capitol Police officers died by suicide after the attack, and more than 100 Capitol Police and Metropolitan Police officers were injured.

It is still unclear who McCarthy might name to the committee, if anyone. The minority leader warned freshman Republicans on Wednesday not to accept an appointment to the select committee from Pelosi unless they were willing lose their other committee assignments, two sources familiar told CBS News.

McCarthy told reporters later on Thursday that he was surprised Cheney had accepted the appointment.

"I was shocked that she would accept something from Speaker Pelosi," McCarthy said. "Maybe she's closer to her than us."

When asked on Thursday what the committee would do if McCarthy did not make selections to the committee promptly, Pelosi noted that "we have a quorum." Pelosi has also previously suggested that she could veto McCarthy's choices, as he would have to make them in consultation with the speaker, meaning that she could override his decision if he appointed members who have whitewashed the attack or voted against counting the Electoral College results.

Thompson, the new committee's chair, negotiated a bill with Republican Congressman John Katko last month to create a bipartisan, independent commission to investigate the attack. The measure to establish such a panel, modeled after the 9/11 Commission, passed in the House with 35 Republicans joining all Democrats in supporting it. However, it was blocked by Republican senators last month.

"We will do our job. We will do it according to the oath we took as members of Congress. But more importantly we have to get to the bottom of finding out all the things that went wrong on January 6," Thompson said during the press conference on Thursday.

Thompson told reporters later on Thursday that the committee's first hearing will be one in which Capitol Police officers can testify about their experiences defending the Capitol on January 6.

"It makes a positive statement to the men and women who put their lives on the line to defend not just members of Congress but the staff who works here as well as this citadel of democracy we work in everyday as members of Congress," he said. 

Pelosi has said that she would have preferred to have an independent commission investigate January 6, but since the Senate has not voted on the bill, she believes the House must take independent action.

Democrats await key decisions on House Appropriations seats

Hoyer’s return to the committee would bring the total number of Democrats to 27, leaving no room for new members if Aguilar stays on. 

However, Adam B. Schiff , D-Calif., could throw a wrinkle into the committee membership if he decides to return to Appropriations, where he retains seniority rights from taking leave to serve on the Permanent Select Committee on Intelligence. Speaker Kevin McCarthy , R-Calif., has vowed to remove Schiff from the Intelligence Committee, where Schiff has served as top Democrat since 2015. 

Jeffries wrote to McCarthy on Saturday urging the speaker, who makes appointments to the Intelligence Committee, to seat Schiff on it. 

Schiff signaled earlier this month that he was not eyeing a return to Appropriations, saying he is fully focused on remaining on Intelligence. A Schiff spokeswoman said McCarthy needs to formally remove him from the committee before the office is ready to discuss other potential committee assignments.  

Schiff is also on leave from the Judiciary Committee and could return to his seniority there instead of Appropriations if he loses his Intelligence seat. Democrats hopes McCarthy makes an announcement soon so they can resolve where Schiff and fellow California Democratic Rep. Eric Swalwell , whom McCarthy is also planning to boot from the Intelligence panel, will land. 

If Schiff returns to Appropriations, Joseph D. Morelle , D-N.Y., could lose his spot as the least-senior member. Morelle was appointed in September after former Rep. Charlie Crist , D-Fla., resigned to focus on his ultimately unsuccessful campaign for governor. 

Schiff’s return could also shake up the lineup of subcommittee ranking members. He would have the seniority to be the top Democrat on the State-Foreign Operations panel, a role currently held by  Barbara Lee of California. Both Schiff and Lee are expected to run for Senate. 

Regardless of Schiff’s decision, there likely won’t be room for new members on Appropriations, despite Democrats requesting seats on the popular panel. Ilhan Omar of Minnesota sent a letter earlier this month expressing her interest in serving on the Appropriations Committee to “fight for investments in education, public health, the environment, infrastructure,” among other priorities. 

Omar wrote that she understands Appropriations seats are typically reserved for more senior members, but she believes she offers “a bold vision and unique background” that would benefit her as an appropriator “either in the 118th or in future Congresses.”

Omar also wants to continue serving on the Foreign Affairs and Education panels, but House Republicans are expected to try to vote her off Foreign Affairs. 

Ways and Means

House Ways and Means is keeping the same split it had last Congress, which means 25 seats for Republicans in the majority and 18 spots for Democrats now in the minority. Three Democrats on the panel didn’t seek reelection, so Democrats are left with 22 returning committee members.

After Pennsylvania Rep. Brendan F. Boyle took over as the top Democrat on the Budget Committee this year, he’s expected to step off Ways and Means but continue accruing seniority, which would account for one lost seat.

Democrats are expected to decide the remaining three exits based on seniority, but keep any members booted off involved in tax, trade and other issues before Ways and Means. A seniority-based decision would mean  Jimmy Gomez of California and  Steven Horsford of Nevada, along with Virgin Islands Del. Stacey Plaskett , would likely lose their spots.

Gomez and Horsford joined the panel in the same year as other Democrats, but have less seniority based on when they were elected to the House. Ways and Means includes four other California Democrats but no other lawmakers from Nevada.

Plaskett was the most recent Democratic addition to Ways and Means. Democrats tapped her for the seat in late 2020, and she touted her addition as the first delegate from a territory to be placed on the coveted panel. At the time, Plaskett pointed to the committee’s work on a range of issues, including the “rum cover over” that funnels rum tax revenue to the U.S. Virgin Islands and Puerto Rico.

House Speaker Nancy Pelosi, D-Calif., on Thursday named members to a select committee investigating the Jan. 6 insurrection at the U.S. Capitol, including Rep. Liz Cheney, R-Wyo., a vocal critic of former President Donald Trump.

Cheney was the only Republican named to the panel by Pelosi, who appointed Rep. Bennie Thompson, D-Miss., as its chair. Cheney, along with Rep. Adam Kinzinger of Illinois, were the only two Republicans to vote in favor of establishing the committee on Wednesday.

The House select committee was approved after Senate Republicans blocked a measure that would have set up a bipartisan commission to look into the events surrounding the attack. But even Republicans who supported the bipartisan commission voted against the select committee, denouncing it as partisan.

Cheney, who voted to impeach Trump on grounds he incited the violence, said ahead of Wednesday's vote that the bipartisan commission would have been preferred but that the select committee "is our only remaining option."

In a statement following her appointment to the committee, Cheney said she was honored to serve on the panel. "Congress is obligated to conduct a full investigation of the most serious attack on our Capitol since 1814. That day saw the most sacred space in our Republic overrun by an angry and violent mob attempting to stop the counting of electoral votes and threatening the peaceful transfer of power," she said.

The other members of the panel are all Democrats. In addition to Thompson, who is chairman of the House Homeland Security Committee, the panel includes three veterans of the House impeachment investigations into Trump:

  • Rep. Zoe Lofgren of California, chair of the House Administration Committee who served as an impeachment manager.
  • Rep. Adam Schiff of California, chairman of the House Intelligence Committee who led the House's first impeachment of Trump.
  • Rep. Jamie Raskin of Maryland, who led the second impeachment.

Also named were Reps. Pete Aguilar of California, Stephanie Murphy of Florida and Elaine Luria of Virginia.

House Minority Leader Kevin McCarthy, R-Calif., has the authority to recommend five other Republicans for the committee, who would need to be approved by Pelosi. But McCarthy reportedly warned GOP House members that they would be stripped of their committee assignments if they serve on the panel, according to CNN and others.

In his weekly press conference Thursday , McCarthy said he found it "shocking" that Cheney would take such an assignment from Pelosi, rather than following the Republican conference's lead, and denied "threatening anybody with committee assignments."

He also declined to say when or if he would appoint his own members to the panel.

Pelosi said the committee "will investigate and report upon the facts and causes of the terrorist mob attack on the United States Capitol on January 6th, 2021. It will also be charged with reporting its findings, conclusions and recommendations for preventing future attacks."

As chairman, Thompson will have the power to subpoena witnesses and documents.

WASHINGTON (AP) — House Speaker Nancy Pelosi on Thursday named Republican Rep. Liz Cheney and seven Democrats to a new select committee to investigate the violent Jan. 6 insurrection at the Capitol.

Rep. Bennie Thompson, chairman of the House Homeland Security Committee, will lead the panel. It will investigate what went wrong around the Capitol when hundreds of supporters of then-President Donald Trump broke into the building, hunted for lawmakers and interrupted the congressional certification of Democrat Joe Biden’s election victory.

Cheney, R-Wyo., said in a statement that she is “honored” to serve on the committee and that “Congress is obligated to conduct a full investigation of the most serious attack on our Capitol since 1814.”

The House approved the panel on Wednesday over the objections Republicans. Cheney, who was removed from GOP leadership this year because of her criticism of Trump, was one of only two Republicans who supported forming the committee.

Pelosi, D-Calif., formed the committee after Senate Republicans blocked an independent, bipartisan probe.

Besides Thompson, D-Miss., the other Democratic members of the panel will be Reps. Jamie Raskin of Maryland, Zoe Lofgren of California, Elaine Luria of Virginia, Stephanie Murphy of Florida and Pete Aguilar of Texas.

House Minority Leader Kevin McCarthy had threatened to strip Republicans of committee assignments if they accept an appointment from Pelosi to join the committee, a top House GOP aide said Thursday.

The warning by McCarthy, R-Calif., underscores party leaders’ opposition to the committee and their desire to shape the narrative about its work as much as they can. Republicans have complained that the panel will be dominated by Democrats and will produce a skewed, partisan report, even though the GOP previously scuttled an earlier Democratic attempt to form a bipartisan commission.

McCarthy told a closed-door meeting of first-term House GOP members on Wednesday that he, not Pelosi, controls Republicans’ committee assignments, the aide said. He told them that if Pelosi names them to the committee and they accept, they should plan on getting all their committee assignments from her — an apparent threat to remove them from their current panels.

The aide spoke on condition of anonymity to describe the private meeting. McCarthy’s threat was first reported by Punchbowl News, a political news organization.

Pelosi had the authority to appoint a chairperson and at least eight of the 13 members. The resolution gives her a possible say in the appointment of the other five members as well, directing that they will be named “after consultation” with McCarthy.

Cheney and Rep. Adam Kinzinger of Illinois, another Trump critic, were the only Republicans to vote in favor of forming the new committee.

GOP leaders have not said whether Republicans will even participate in the new panel.

The California Democrat clinches fourth term as House speaker; Fox News congressional correspondent Chad Pergram has the latest.

House Speaker Nancy Pelosi announced new committee assignments Tuesday, including several far-left "Squad" members and like-minded Democrat freshman representatives.

"Squad" members Rep. Alexandria Ocasio-Cortez  of New York and Rep. Rashida Tlaib of Michigan will now be on the House Oversight and Reform Committee. The newly elected Rep. Cori Bush of Missouri will join them on that committee, and freshman Rep. Jamaal Bowman of New York will be on the House Science, Space and Technology Committee.

"In the 2020 election, the American people overwhelmingly cast their ballots for a historically diverse and dynamic Democratic House Majority that will fight For The People," Pelosi said in a statement. "Reinvigorated by our outstanding Freshmen Members, strengthened by our returning Members and inspired by the people whom we are honored to represent, our Majority is ready to Build Back Better in a way that will advance justice and prosperity for all Americans.  Our Committees, enriched by the addition of these Members, are ready to drive transformational progress."

Additionally, the first two openly gay members of Congress, the newly-elected Reps. Ritchie Torres and Mondaire Jones, both of New York, received assignments as well. Torres was named to the House Homeland Security Committee and Jones to the House Education and Labor Committee.

"I am honored to be appointed to the House Committee on Homeland Security. When it comes to homeland security, as goes New York City, so goes the rest of the country," Torres said in a statement following the announcement. Torres' district covers sections of The Bronx.

The assignments reflect a leftward shift among Democrats in Congress. Bowman, Bush, Ocasio-Cortez, and Tlaib all received endorsements from the Democratic Socialists of America .

In an October 2019 interview with City&State New York , Jones stopped short of calling himself a democratic socialist, but said he viewed himself as "sharing many of the same views as the democratic socialists."

Torres, despite being progressive, does not associate himself with the "Squad," and has been at odds with the Democratic Socialists of America, particularly when it comes to their views of Israel. Torres is pro-Israel, which has become increasingly rare on the left, with Tlaib and fellow "Squad" member Rep. Ilhan Omar of Minnesota being vocal critics of the Jewish state.

"I came to observe that there are activists who have a visceral hatred for Israel as though it were the root of all evil," Torres, 32, told the New York Post in December. "The act of singling out Israel as BDS [the Boycott, Divestment and Sanctions movement] has done is the definition of discrimination."

Torres also denounced Democratic Socialists of America leadership regarding their position on Israel after an interview New York City DSA co-chair Sumathy Kumar gave.

"The leadership of the DSA declines to affirm that the state of Israel should exist. ‘Insane’ is the word that comes to mind," he  tweeted in August.

Torres also disagreed with democratic socialists over the "defund the police" movement, which he opposed, according to the Post.
