Licensure Requirements

Maine is a member of the Nurse Licensure Compact ( NLC ). Any RN or LPN that has this multi-state license can work in their home state, as well as any compact state. 

As long as you maintain legal residency in a compact state, you’ll never have to worry about state-specific renewal requirements and fees, as long as you continue to work in other compact states. 

If your nursing license is from a non-NLC state, don’t stress. You can apply for a license by endorsement .

To qualify for a nursing license by endorsement, you:

  • Cannot be a resident of a compact state.
  • Must hold an active RN or LPN license
  • Must show proof of United States residency. 

How to apply for a Maine nursing licensure by endorsement:

1. Apply online at www.maine.gov/boardofnursing and select I want to apply for a license and follow the directions. 

2. Upload a current picture (the picture cannot be a copy of a driver’s license, ID, or passport) 

3. Upload a signature page that is manually signed. The online process will provide information on where to find this form or go to www.maine.gov/boardofnursing and the form can be found in the licensing section. 

4.Send in all requested documentation:

  • Proof of United States residency 
  • Criminal background check
  • Submit fingerprints from your local police department through IdentoGo  
  • Provide verification of licensure through Nursys Ⓡ or directly from the Board of Nursing in the state that does not participate in Nursys Ⓡ .

5. Answer a questionnaire regarding any possible cases of misconduct or infraction. Any “yes” responses to questions in the disciplinary section of the application require a signed explanation (including all court documents for any incidents that occurred less than 10 years ago). 

6. Complete the electronic application. 

7. Pay the non-refundable application fee of $75.00.

8. Provide verification of licensure through Nursys Ⓡ or directly from the Board of 

Transcripts may be required on a case-by-case basis.

If you are a foreign or Canadian applicant seeking licensure by endorsement you must:

  • Pass the NCLEX-RN. 
  • The Test of English as a Foreign Language (TOEFL) is required for all applicants who were educated in a nursing program that used foreign language in its texts and instruction. 
  • Send a transcript to the Commission of Graduates of Foreign Nursing Programs ( CGFNS ).
  • Report all foreign licenses to be reviewed by the CGFNS.
  • Be issued a social security number.

Licensure Fees

The fees for licensure by endorsement in Maine include: 

  • Application fee: $75 
  • Verification of licensure fee: $30
  • Background check and fingerprinting: $52.00

Maine does not require any Continuing Education Units (CEUs) at this time.
